الوصف الوظيفي:

. توفير الإشراف والدعم اليومي للفرق العاملة في الميدان من أنشطة الحماية في كل من محافظة الحسكة وديز ، مع التركيز بشكل خاص على أنشطة مراقبة الحماية ، والتأكد من تنفيذها بما يتماشى مع المجموعة وتحقيق خطط العمل والأهداف وتقديم المشورة بشأن التغييرات بناءً على الاحتياجات / التغييرات في السياق.

  1. بناء على مدخلات وطلبات منسق الحماية ، بناء علاقات مع الأشخاص المعنيين والسلطات والشركاء وتصميم فعال لخطة التواصل مع المجتمعات المحلية فيما يتعلق ببيئة الحماية.
  2. تقديم المشورة بالاعتماد على الأدلة الى الادارة بشأن القرارات البرنامجية التي تعكس أولويات برنامج الحماية.
  3. ضمان تحديد الفئات الضعيفة وإشراكها في أنشطة الحماية وتحديد العقبات للوصول اليهم.
  4. فهم ومتابعة مخاطر الحماية وتقييم التقدم المحرز في التنفيذ ، وتقديم حلول للتحديات ، والإبلاغ الفوري عن المشكلات إلى منسق الحماية.
  5. تقرير داخلي كتابي إلى “منسق الحماية” حول الإنجازات والتحديات الأسبوعية والشهرية بالضافة الى التقارير الاخرى المطلوبة.
  6. دعم موظفي الحماية ، ولا سيما أولئك الذين يقومون بالرصد (مساعدي الحماية ومسؤول مراقبة الحماية) من خلال تقديم الدعم والتوجيه. والتأكد من أن الموظفين يطبقون ويحترمون أفضل الممارسات والمعايير الدولية في

تنفيذ الأنشطة وكذلك جميع الإجراءات التشغيلية الداخلية.

  1. الإشراف على أنشطة المراقبة والتوعية ودعم تطوير برامج الحماية المجتمعية ، بما في ذلك ضمان بناء الروابط المناسبة معها وأنشطة التواصل مع المجتمعات المحلية بشكل عام وتقوية أنشطة التواصل بشأن المخاطر.
  2. التاكد من اخذ الاجراءات المباشرة والمناصرة من خلال العمل والتنسيق المباشر مع الادارة  لتأمين الموارد اللازمة بغية سد الفجوات وتقديم المساعدة اللازمة.

10-المساعدة في التنفيذ المنسق والإشراف على إجراءات التشغيل القياسية (إجراءات التشغيل القياسية) لجميع أنشطة الحماية / الحلول.

  1. ضمان تحديث قاعدة بيانات الإحالات بانتظام لأغراض إعداد التقارير.

12-تطوير والحفاظ على علاقة عمل فعالة مع الاشخاص المعنيين بما في ذلك الوكالات الشريكة وقادة المجتمع ومقدمي الخدمات.

  1. تمثيل المنظمة في الاجتماعات التنسيقية ذي الصلة بالقطاع الذي يعقد في منطقة المسؤولية بناءً على

الطلبات المقدمة من منسق ومدير الحماية ، خاصة فيما يتعلق بالحماية وأنشطة المراقبة.

  1. التعاون مع أعضاء فريق المنظمة عند الحاجة ، بما في ذلك دعم برامج الصحة لإجراء تقييمات تعميم الحماية.
  2. تقديم بناء القدرات والتدريبات اللازمة لفريق الحماية والمتطوعين وموظفي المراكز وموظفي التعبئة المجتمعية.
  3. دعم التواصل مع فريق المراقبة والتقيم وأخصائي المعلومات من فريق المراقبة والتقييم في شمال شرق سوريا وفريق عمان التقني لضمان تقديم البيانات في الوقت المناسب وجودة البيانات المتعلقة بالأنشطة والمؤشرات.
  4. التأكد من أن البيانات ذات الصلة قد تم جمعها وتصنيفها لتقديم التقارير إلى الجهات ذات الصلة (4Ws على سبيل المثال)
  5. ضمان أن النتائج والتقارير الشهرية لأنشطة الحماية ، ولا سيما تلك المتعلقة بمراقبة الحماية ، يتم قياسها والإبلاغ عنها داخليًا (منسق الحماية والمدير والفريق الفني القائم في عمان) وخارجيا إلى جهات الحماية الاخرى.
  6. تعزيز المساءلة أمام السكان المتضررين وضمان نشرها من مدونة قواعد السلوك في للمنظمة ، وحقوق السكان المتضررين والتغذية الراجعة من المجتمع المحلي.
  7. إعداد الوثائق المالية والإدارية المتعلقة بأنشطة المشروع ، مثل طلبات الشراء والمشتريات.
  8. أي واجبات أخرى تتعلق بطبيعة الوظيفة حسب توجيهات منسق الحماية.

Job Title: Protection Program Senior Officer

Job Requirements:

  • Bachelor’s degree or advanced training/ course in sociology, social work, human rights, humanitarian assistance or related field
  • At least 4 years’ work experience (in paid or voluntary capacity) in NGOs, private and public sector in positions related to the areas covered in the present job description
  • Experience with data-collection and monitoring activities, as well as community outreach activities
  • Experience in managing and building team’s capacity in protection monitoring and protection core standards.
  • Experience in case management, GBV programming, PSS support is desirable
  • Understands rights, GBV and protection issues of IDPs, children and women – experience working with IDPs is an advantage.
  • Excellent interpersonal skills
  • Well-developed organizational skills
  • Experience working in the field and availability to move on weekly and daily basis to different locations.
  • Proven communication, interpersonal, representation, conflict mediation, empathy and diplomacy skills,
  • Level of knowledge and practice with Word, Excel, Outlook, etc. required.

Job Description:

  1. Provide day to day oversight and support to the field-based teams working in protection activities in both Hassakeh and DeZ governorate, with particular focus on the protection monitoring activities, ensuring that they are implemented in line with the set workplans, targets are met, and advice changes based on needs/changes in the context.
  2. Based on the input and requests of the Protection coordinator, build relationships with persons of concern, authorities and network of partners and design an effective communication plan with local communities regarding the protection environment
  3. Provide evidence-based advice to senior management on programmatic decisions that reflect the priorities of the Protection Program.
  4. Ensure vulnerable groups are identified and involved in Protection activities such as data collection activities and accessibility barriers are mitigated.
  5. Understand and follow up on protection risks and assess progress of implementation, provide solutions to challenges, and promptly report issues to the Protection Coordinator.
  6. Report internally in writing to the Protection Coordinator about the weekly and monthly achievements and challenges.
  7. Support protection staff, and in particular the monitoring ones (protection monitoring assistants and protection monitoring Officers) through the provision of support and guidance. Ensure that staff implement and respect best-practices and international standards in implementing the activities as well as all the internal operational procedures.
  8. Oversee monitoring and awareness raising activities and support the development of community-based protection programing, including ensure to build appropriate linkages with outreach activities with communities at large implemented by community mobilizers to strengthen the risk communication activities.
  9. Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable protection activities to identify and address protection and assistance gaps.
  10. Assist in the coordinated implementation and oversight of Standard Operating Procedures (SOPs) for all protection/solutions activities.
  11. Ensure the referrals database is regularly updated for reporting purposes.
  12. Develop and maintain effective working relationship with relevant stakeholders including partner agencies, community leaders and service providers.
  13. Represent RI in sector relevant coordination meeting taking place in the AoR based on requests from the Protection Coordinator and Manager, especially on the Protection Monitoring Task Force
  14. Collaborate with other RI team members when needed, included support the Health programs to run assessments to mainstream protection.
  15. On the job training and coaching of volunteers, community mobilizers and WGSS staff on different protection topics;
  16. Support M&E focal points and liaise with the Information Specialist/M&E Officer based in NES and Amman, to ensure timely submission and quality of data on activities and indicators
  17. Ensure that the relevant data is collected and compile to report to relevant donors and stakeholders (4Ws for example)
  18. Ensure monthly outcomes and reports of protection activities, particularly the ones on protection monitoring, are measure and reported on both internally (Protection Coordinator and Manager and Amman based technical team) as well as externally to the Protection Monitoring Task Force.
  19. Strengthen the pillar of accountability to affected populations and ensure the dissemination of RI Code of Conduct, rights of affected populations, safeguarding and RI FCRM
  20. Prepare financial and administrative documentation related to project activities, such as purchase and procurement requests,
  21. Any other duties related to the nature of the job as directed by the Protection Coordinator
