Job Requirements:

  • Bachelor degree in political science, international relations, humanitarian/development work, security risk management or related field.
  • At least 2-3 years of experience in International Organizations within humanitarian programming and risk management that have a focus on humanitarian access;
  • Experience working in the middle east preferable in Syria;
  • Strong assessment, evaluation, analysis and strategic planning skills;
  • At least 6 months of experience in working for a humanitarian agency in a conflict setting;
  • Competent and literate in English, verbal and written, with a sound knowledge of technical expressions;
  • Excellent oral and written communication skills;
  • Demonstrated supervisory ability, sound judgment and the ability to work effectively with others at all levels;
  • Strong assessment, evaluation, analysis and strategic planning skills;
  • IT literate, MS – Word, Excel and PowerPoint;
  • Experience in developing security related technical tools guidelines and systems;
  • Interpersonal communication and proven written / presentation skills;
  • Ability to manage under stressful conditions;
  • Knowledge of the historical and socio-political context of Middle East;
  • Expertise of humanitarian risk management;
  • Strong inter- personal skills in a multi-cultural environment;

Job Description:

  • Support the implementing partner in development of a detailed, costed work plans for the assigned project component inline Access and Liaison Manager SSU and Work closely with the Safety and Security Manager to feed into the overall Syria context
  • Represent in meetings with local authorities and ensure information from these groups is disseminated to relevant managers. Build ongoing networks for sharing security information and coordination;
  • Maintain a network of access focal points, either staff or local actors. Leverage this information to provide ongoing contextual updates to NES staff;
  • Identify, create and maintain a network with NGO/UN and other humanitarian access and security specialists suitable for NES and the wider region;
  • Coordinate with local stakeholders and councils as required as well as with peer agencies and partners;
  • Ensure timely and accurate information is provided to the relevant decision makers when and as needed and requested.
  • Work to ensure that, its mission and work in the areas of operations are conflict and context sensitive;
  • Develop and implement humanitarian access strategies and approaches tailored to local contexts in field sites throughout NES, including SOPs for accessing new areas;
  • Ensure humanitarian access approaches are responsive to programs and the local context and include overarching community engagement components;
  • Ensure the teams develop ongoing relationships with local authorities and other power brokers within NES
  • and work to strengthen relationships between team members and key stakeholders;
  • Provide regular updates to access procedures for all NES program areas;
  • Take the lead on Security Risk Assessments and context assessments to consider new programs in new geographic areas;
  • Based on current risk assessments complete updates of both the NES hub level and Field level S&S plans at a minimum on a quarterly basis. Ensure that updates of these plans are communicated to all relevant staff
  • In coordination Security team, program managers and local partners work to ensure that programs are effective and sustainable
  • Provide support to the SSM with security risk assessments with contextual analysis to feed in to the overall safety and security plan;
  • Support NES team to consider context dynamics in safety and security planning and daily safety and security decision making;
  • Ensuring that physical safety and security standards are established by the SSU continuously maintained for all offices and residences in NES
  • Ensure that established movement tracking protocols are adhered to by both the SSU and all staff. The Access and Liaison Manager will provide signatory and approval from the SSU for all movement clearances per current protocols
  • Ensuring that all staff are aware of established safety and Security strategies and have the means to follow established protocols on a continuous basis
  • Update and implement the capacity development plan in line with the regional Humanitarian Access & Security
  • Capacity Development Strategy;
  • Provide support to the SSM for regular trainings for staff on humanitarian principles and safety and security preparedness. Training(s) may include Standard Operational Procedures; Humanitarian Negotiations; Contextual Understanding; Safety & Security Risk Management; Incident Management &Reporting; etc.;
  • Liaise with partners to assess capacity building needs and provide advice and support where feasible and necessary.
  • Compile and submit regular reports that track incidents and trends in humanitarian access and local security
  • contexts within the area of operation;
  • Submit weekly contextual updates as needed to the NES team as well as the SSM, the Head of Programs/Deputy
  • Director, Program and the Syria Humanitarian Operations Analyst (others as required);
  • Monitor the operating environment in the region, identify new threats, assess vulnerabilities and recommend possible responses;
  • Coordinate regularly with the SSM on all issues with a focus on new areas of operations;
  • Contribute to local-level conflict sensitivity analysis;
  • Provide credible information and contextual understanding of localized and the wider region that has an effect on
  • NES including Turkey, Iraq and wider Syria.
  • Ensuring that the SSU submits timely, accurate and relevant alerts and advisories to staff via voice, email, SMS or specific briefings when it is assessed there are elevated threats to staff and operations
  • Update and implement the capacity development plan in line with the regional Humanitarian Access & Security
  • Capacity Development Strategy;
  • Provide support to the SSM for regular trainings for staff on humanitarian principles and safety and security preparedness. Training(s) may include Standard Operational Procedures; Humanitarian Negotiations; Contextual Understanding; Safety & Security Risk Management; Incident Management &Reporting; etc.;
  • Liaise with partners to assess capacity building needs and provide advice and support where feasible and necessary.
  • Maintain a high level of preparedness vis-a-vis predicted contextual fluctuations operationally and programmatically;
  • Take the lead for the development and management of NES emergency preparedness and contingency plans that respond to different emergency scenarios;
  • As required, support and advise the SMT during humanitarian or security/safety emergencies;
  • Assist with the humanitarian access and security component (situation analysis and background information, security assessments) of all staff visiting NES.

Contract period:  Three months (with possibility to extend)

JOB SUMMARY

This position primarily involves work liaising and relationship building on programs with the Self- Administration officials. The Liaison and Access Manager will be responsible for all the day to day safety and Security Management, access and liaison, arrangements, and any other business with the government authorities and security agencies. The Liaison and Access Manager is the integral part of SSU to ensure that organizational access, security policies and procedures are responsive to the context, adequate and known to staff, and advise on humanitarian access processes and approaches in close coordination with program and security teams. Under the supervision of the Safety and Security Manager in conjunction with the Area Director, the Liaison and Access Manager will analyze trends for security, political and social dynamics. S/he will work closely with the NES Safety and Security Manager in support for updating the North East Syria (NES) security risk assessment along with the safety and security plan. The Liaison and Access Manager will streamline humanitarian access approaches in line with humanitarian principles, humanitarian needs, and the strategic action plan for NES. The Liaison and

Access Manager will work with program to develop future expansion plans in a timely manner. S/he will undertake thorough assessments of the operational areas and identify program and security risks giving a more holistic view of ability to operate in all areas.

This position will report to the Safety & Security Manager as the hiring manager and the main technical support for this position.
