Job Requirements:        

  • Medical Doctor/pharmacist or with Health background. ,
  • Masters in Public Health is added advantage
  • Minimum 2 years’ experience in humanitarian organization or governmental entity at manager level, preferably in a conflict or post disaster setting.
  • At least, two years’ experience in health project planning and management with excellent organizational, interpersonal, and communication skills.
  • Experience in managing local and INGO partnership relationship and interagency coordination
  • Demonstrated leadership, communication, training and facilitation skills.
  • Proven technical report writing skills.
  • Excellent interpersonal and problem-solving skills and flexibility.
  • Ability to live in a high security environment.
  • Excellent computer skills: MS Word, Excel, Power-point, Outlook and the internet.
  • Proficiency in English language is essential ; knowledge of Arabic is highly required

Job Description:

Health Services Sub Component Management

  • Oversee the implementation of health services in the field in Al Hole camp (MMUs and Fixed clinics) and ensure that program’s goals and objectives are met manner.
  • Ensure smooth monitoring and evaluation of program’s activities, in addition of reviewing the accuracy of monthly statistic and reports.
  • Develop, recommend and implement contextual strategies to steadily increase utilization of Health Services in area of implementation
  • Develop a plan to feed in the current EWARN\future surveillance systems along with drafting to respond for any communicable disease outbreak.
  • Participate in rapid needs assessments with other organization sectors and other agencies
  • Promote the culture of learning and documentation so that lessons learned and good practices are documented and shared for institutional memory and learning as well as to advocate on behalf of the communities with which we work.
  • Ensure that health services sub component is implemented in accordance with overall health sector objectives and goals and then further in accordance with organization`s programming principles: promoting and protecting rights, participation, capacity building, partnership and holistic programming.
  • Conduct regular monitoring and supervision visits to the various static facilities\MMUs, and provide regular narrative reports and corrective action plan.
  • Identify the capacity building needs of health providers’ through conducting training needs assessment, training plan and recommendation for future implementations.
  • Monitor the uptake of provided training programs, activities.
  • Oversee implementation of basic emergency obstetric care in supported facilities and ensure international protocols and guidelines are adhered to.
  • Assist in developing budgets, and action plans to ensure proper personnel, facilities, and supplies to meet grant/contract deliverables and reporting
  • Support establishment of high quality pharmaceutical ware house management systems, monitoring and follow-up of all pharmaceutical supplies and drugs in the organization.
  • Work closely with supply chain department to support the technicalities in regards to medical commodities storage, distribution, and dispensing, as well as work closely with pharma team to ensure the quality measures are taken in consideration during the regular facilities visit.
  • Monitor the pharmaceutical consumption at different level of care such as MMU, static facilities, and ensure the rational prescription, dispensing approach Is followed.
  • Work closely with M&E department to support the process of measuring the patient satisfaction survey in addition to supporting the joint supervision visit for any spot check visit.
  • Work along with the community health Officer and Reproductive Health Mamanger to ensure the provision of health care services meet the needs of the served community in addition to adopting the integrated community approach.
  • Report on monthly basis the progress of program implementation\challenges, sites visits report to health coordinator.
  • Work closely with other Health sub components and integrate to the best extent possible.
  • Staff Management
  • Help in process of recruiting national staff in conjunction with the Human Resources Department.
  • Maintain updated job descriptions, conduct interviews, orient new staff to the organization and the Health Services component of Health program.
  • Supervise Health Services component staff directly and overseeing implementation and coordination of activity plans to ensure targets are met.
  • Overall responsibility for Health Services component’s timesheets, work plans, vacation schedules, and staff training/development activities.
  • Ensure Performance Management System documentation for all Health Services component in al Hol camp is in place and followed up regularly.
  • Recommend and implement a capacity building/development plan for Health Services component staff based on documented capacity needs assessments exercise. Facilitate technical trainings and capacity building for health services component staff including mobile clinic and partners’ staff
  • Ensure Health Services component staff understand and follow National Health, organization and donor Policies and Procedures.
  • Develop and maintain an effective orientation package, and ensure that new staff members are appropriately orientated on health protocols and guidelines in a timely manner.
  • Participate Implementing new policies and strategic guidelines as required.

Grant implementation and Budget management

  • Participate in development, monitoring and implementation of health budgets
  • Assist in overral achievement and activity completion according to agreed timelines of health grants.
  • Provides direction and monitor staff in their implementation of the work plans and ensure quality of technical activities adhere with grant guidelines.

Reporting

  • In support with HIS officer, prepare a weekly HIS report for the health coordinator and the Sr. health manager and provide a brief analysis of the particular health cases seen during the week to determine epidemiological trends for better program planning and response.
  • Prepare a weekly report to the Sr. Healthmanager on the main health activities of the week, highlighting the accomplishments, what has been delayed, and any constraints faced during the week along with recommendations as per context.
  • Regularly review and or develop reporting tools for health services intervention in the supported clinics
  • Ensure regular field monitoring and recommend modifications of health program approach as required.

Representation & Coordination

 Develop and maintain effective working relationships with stakeholders – including I/NGOs, UN agencies, Local Organizations, community based organizations/leaders and other organization`s sectors to enhance cooperation and coordination.

 Ensure presence in coordination meetings in and share the main points internally and with other sectors, as appropriate.

 Participate in interagency health sub-working groups or committees as required.
