Job Requirements:        

Context Specific Accountabilities:

 Perform a daily surveillance of the context and humanitarian situation to monitor changes affecting operations. This should include all project locations, Qamishli, Amuda, Hassakeh, Al Hol, the road to border including border crossings and both Political and Patrol evacuation routes.

 Ensure that the Incident and context update Database is updated daily.

 Ensure that the mission advocacy strategy priorities are in line with the ‘Red Flag’ logbook.

 Ensure that TSF (travel security form) for irregular movements are prepared in a timely and orderly manner.

 Ensure a safe and secured work environment, both in the organization premises and during the movements of the staff, by enforcing existing SOPs.

Requirements:

 University degree or similar level of education.

 Experience in humanitarian aid. Essential strong understanding of the workings of the different administrations of the country.

 Experience working in political, security, health and humanitarian issues in the country

 English, Kurdish and Arabic language essential.

 Computer proficiency in MS Excel and Word.

 Good analytical skills, at ease with figures and economics data.

 Excellent communication and diplomatic skills, including writing skills.

Job Description:

 Supporting the HoM in promoting and protecting the organization image externally and assisting in context analysis, disseminating relevant context information to the coordination team, regularly informing them on key issues, updating general information on the context for the organization internal documents and advising on cultural appropriateness of organized activities and individual behaviours.

 Analysing the risks associated to the context of the mission and assisting in conducting risk assessments and support in developing safety plans for the mission and project. Advising the HoM and PC’s on aspects of safety management.

 Establishing and maintaining external relationships with relevant authorities and stakeholders. Keeping good knowledge of counterparts in different administrations and departments and keeping up to date records of field contacts (other NGOs, UN agencies, local authorities, etc.) verifying that they are easily accessible, in order to facilitate contacts and meetings.

 Ensuring the follow up of relevant administrative dossiers such as the organization registration in the country, working permits, immigration policies, national protocols, etc.

 At the request of the HoM, preparing and conducting an information briefing, focusing on the country context for International Regional and Relocated Staff

 Draft letters and correspondences with officials and partners and preparing reports, internal memos and formal requests. Monitoring the correspondences in the absence of the HoM.

 Assisting in the elaboration of the advocacy plan of the mission in collaboration with the PC, MedCo and the Communications responsible and supporting its implementation and follow up, by working closely with the PC supports.

 Contribute to the analysis of the political, humanitarian, economic and social context in order to ensure that the organization’s charter, policies and image are respected with regards to national employees, populations, authorities and partners.

 Contribute to the planning, monitoring and follow-up of all aspects of the mission, according to the mission’ organization operational policy and main strategic lines.

 Pro-actively participate in the safety management of the mission by supporting the HOM in updating the security guidelines.

 Upon request of the HOM, represents the organization (local authorities, governmental and non-governmental bodies, etc.) and support in negotiating collaboration agreements.

 Participate in exploratory missions according to the HOM’s indications, in order to better comprehend context, priorities, constraints and population needs.
