Job Requirements:

  • Higher Diploma or University Degree preferably in Administration, Business management, Law, or English Language
  • More than 3 years’ experience in similar position at managerial level
  • Minimum 4 – 5 years’ experience with INGO
  • Good computer skills
  • Leadership & Management skills with Supervisory experience.

Job Description:

  • Secure approval and authorizations /permissions from local authorities to operate in Raqqa governorate, Deir Ez-Zoor governorate, Aleppo governorate, Hassakeh governorate (Civil Councils, HOA’s, Health Committee, etc.)
  • Establish a comprehensive report on documents needed to move within Raqqa governorate, Deir Ez-Zoor governorate, Aleppo governorate, Hassakeh governorate.
  • In coordination with programs team and DCD/CP/NES will produce the monthly / quarterly and yearly activities reports In Arabic in order to share with different local committees (HoA’s, HC’s , etc).
  • Keep MRFS DCD/CP/NES informed of any additional requirements/changes within the local authorities.
  • Support the establishment of MOU and PSA with Local Authorities (LC’s, HC’s and HOA’s) and with supported facilities management (PHC’s, Hospitals) in NES:
  • With the support of the MRFS DCD/CP/NES and MRFS Logs department, and in coordination with the local authorities and hospitals and PHC’s management, establish a realistic timeline for delivery of medical commodities and any other items planned to provide to the facilities supported.
  • Monitor the implementation of the activities in different locations until the establishment of the medical team in NES.
  • Confirm to local councils / HC’s / HOA’s the MRFS funding to support the PHC’s and Hospitals.
  • Clearly establish with local authorities the support that can be provided to MRFS for the PHC’s and Hospitals as well as for any other sector such GBV and MHPSS.
  • With the Hospital management and local authorities will establish:
  • Staff list to be funded (positions, names, incentives) – collect the appropriate required document for each position.
  • Running costs (clearly establish what those running costs include)
  • General equipment needs (generators, furniture, etc)
  • Medical Equipment needs for the facilities supported (list of equipment) – explain to the hospital authorities that this list will have to be vetted by MRFS, and need to include
  • only the most urgent equipment needs (as well as equipment that can be maintained locally, sustainable within the current context, and justified activities)
  • Obligations of the Facilities supported regarding reporting and monitoring needs to MRFS:
  • Clearly establish with the facilities management the support MRFS will be provided for pharmaceuticals and consumables (detailed list of the content will be provided to facilities supported)
  • Support the establishment and signing of MOU and PSA with Local authorities and Supported PHC’s and hospitals management in NES.
  • Ensure to attach or any agreement (MoU or PSA) in order to be signed by the partners the following documents: the MRFS fraud policy and MRFS safeguarding policy.

Miscellaneous:

  • Attend meetings with various departments as requested by the supervisor.
  • Assist in arranging meetings and training by arranging venues, stationery, etc. as requested
  • Travel to field sites when necessary and when requested by supervisor.
  • Adhere to MRFS Code of Conduct and intonationally accepted humanitarian principles.
  • Follow all MRFS rules and regulation including security clearances before travel within NES Governorates.
  • Any other tasks as requested by the DCD/CP/NES
  • Other duties as assigned. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

Reporting:

  • The liaison Manager will report directly to the DCD/ER/NES (Head of mission)
  • Request to develops weekly work plan integrating the support to all sectors and reports to supervisor on a weekly basis.
  • When necessary, assists in the regular collection, entry and compiling of program reporting data.

Representation:

  • In closely coordination with DCD/CP/NES the Liaison Manager will Represent and actively participate in coordination meetings with the local authorities (LC’s, HC’s, HOA’s etc.) as well as other relevant meetings with other local authorities.
  • On behalf of MRFS will provide documented feedback received from Local authorities and to provide to DCD/CP/NES on meetings attended.
  • Compliance & Ethics:
  • Promotes and encourages a culture of compliance and ethics throughout MRFS. As applicable to the position, maintains a clear understanding of MRFS’ and donor compliance and ethics standards and adheres to those standards.
  • Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Accountability:

  • The liaison Manager is required to ensure that his work maintains high standards of accountability to our beneficiaries in line with MRFS Codes of Conduct, and international humanitarian standards.
  • Knowledge and Experience:
  • University or high education degree in social affairs or admin or equivalent.
  • Strong organizational, communication and interpersonal skills.
  • Knowledge of MRFS and how it operates
  • Minimum 3 years’ experience working for an international NGO.
  • Ability to take initiative and think strategically.
  • Demonstrated ability to work with colleagues in complex and rapidly changing environment.
  • Ability and willingness to travel to project sites as needed.
  • Strong English and Arabic skills, written and spoken. Ability to write reports in English is preferable.
  • Strong computer skills, including competence in MS Word, MS Excel and Power Point, internet/ MS Outlook.
