Job Requirements:
PERSONAL ABILITIES:
– Diploma in Finance or Accountancy + 1 year of experience in the same areas.
– If no diploma or lower diploma in these areas equivalent to 1 to 2 years progressive experiences in Finance, Accountancy, Cash Management will be requested.
– Past experience with working with NGO is strongly recommended.
– Past experience with SAGA software is a strong asset.
– Past experience with working through MTA process is a strong asset.
– Good level on Excel, Word and Outlook is mandatory.
– Fluency in English (Written-Spoken) is mandatory.
– Good analysis and reporting skills are appreciated.
– Team spirit, dynamism, good communication skills.
Job Description:
The Finance Officer supervises the management of cash of his/her base and ensures that accountancy procedures are in accordance with Solidarites International’s policies.
List of main tasks:
CASH MANAGEMENT:
Ensure the supply in cash for his/her base:
Establish a weekly statement of needs for his/her base in coordination with the Administrative Manager
Support the HR department in the preparation of salaries
Carry out the change of currency, the payments and payment of advances, in accordance with established procedures
Cross check cash balance with the Finance Supervisor on a daily basis and report any discrepancies to the Administrative Manager
Supervise the maintenance of the advance books and cash journal (cash box) within established guidelines
Ensure cash box security and confidentiality of information
Ensure exchange of cash and finding notes needed at base level.
MTA MANAGEMENT:
Ensure all payments requests are in accordance to SI procedures.
Prepare weekly MTA request and submit to Deputy Finance Manager
Follow the cash distribution with MTA office.
Collect signed receipt of payments and ensure their quality.
Support salary distribution by supervising the process in the MTA Office.
ACCOUNTANCY
Supervise the recording of accounting entries and the check of supporting documents in compliance with Solidarites International procedures
Check that the translation accounting documents is well done
Ensure relevance of accounting codes and proper financial allocation of expenses according to the allocation board
Ensure the archiving and digitalization process is done in accordance to SI procedures.
Support Deputy Finance Manager in the preparation of the monthly accounting pack.
OTHER
Ensure all suppliers/ vendors payments are done within the set timeline
Ensure payments on the field (Daily workers, owners of the Guesthouses/offices in Raqqa ).
Ensure the minimal replacement of members of the finance services in case of absence (days of, sickness etc.)
Send the weekly payment follow up to Supply department.
Update on a monthly basis the daily worker follow-up tool with supervision of Deputy Finance Manager
MANAGEMENT AND REPORTING
Take part of the weekly admin meeting and report on a weekly basis to the Finance Supervisor
Participate in audits or any checks issued by partners or head office, at the base level
