Job Description:

OBJECTIVES:

  • The Deputy Cash and Livelihoods Program Manager supports the Cash and Livelihoods Program Manager in the overall management of all livelihoods and multi-purpose cash activities implemented in the field, as defined in the operation proposals.
  • S/He coordinates the program teams under his/her direct and indirect supervision.
  • S/He is ensuring a minimum technical standard to all Cash-Based and Livelihoods activities implemented, in close coordination with the Program Manager and the Livelihoods Technical Assistant.
  • S/He guarantees the quality of all activities of the department, and suggests necessary adjustments or developments to the Cash and Livelihoods Program Manager to ensure relevance, where appropriate.

DUTIES:

The Deputy Cash and Livelihoods Program Manager will be required to:

Relevance, quality and design of project activities

  • Support the PM in identifying appropriate methodologies for MPCA and livelihoods activities and sound technical solutions to local populations’ needs: beneficiaries’ selection, presentation of the activities, sensitization – mobilization, orientation of beneficiaries, organization of activities implementation and trainings, monitoring tools;
  • Support the Livelihood Technical assistant to develop technical tools, materials and SOPs for livelihood activities;
  • Support the Program Manager with the identification of HR needs, logistical and financial resources needed at different stages of the activities/project, including proposal development and in cooperation with the Technical Assistant;
  • Ensure project activities are implemented in accordance with Solidarités International technical standards, humanitarian norms and standards as well as donor requirements, including protection mainstreaming principles;
  • Support the PM and collaborate with the Livelihood Technical Assistant to ensure cash and livelihoods activities reach the expected results and are sustainable;
  • Support the PM in preparing and developing new activities and needs assessment, in collaboration with the Livelihoods Technical Assistant for Livelihoods activities.

Project implementation, monitoring and evaluation

  • Plan and supervise the implementation of activities with the field teams, in accordance with the project(s) work plan(s), donors’ requirements, technical specificities and methodologies validated by the PM in collaboration with the Technical Assistant;
  • Support the PM in overseeing the implementation of activities/projects to ensure deadlines are met and maintain minimum quality standards and protection mainstreaming principles.
  • Regularly visit the activity sites to oversee the implementation of works.
  • Prepare and elaborate assessment methodology and reporting formats to ensure timely and high quality information gathering;
  • Participate to the creation of the monitoring plan, with the support of MEAL teams, and monitor activities progress and make sure donors’ and internal indicators are tracked, using SI standard tools for activities follow up;
  • Anticipate problems, report any constraints met during activities implementation, and propose appropriate solutions to the PM;
  • Propose activities adjustments to the PM according to context and target population changing needs, in close cooperation with the Livelihood Technical Assistant (for Livelihoods activities);
  • Evaluate project results and impacts, supervise final project evaluation and lessons learnt exercises; contribute to Institutional Knowledge Building efforts together with the Livelihoods Technical Assistant and in collaboration with the PM;
  • Assist the Program Manager in the updating of tools for monitoring and forecasting financial, logistical and operational programs;
  • Assist the PM and Logistics Department in the follow-up of field stock, materials and equipment, and in launching and following purchase requests;
  • Ensure that the safety of persons (SI, daily workers and contractors) and equipment at intervention/project sites is guaranteed.

Reporting/communication/representation

  • Ensure the collection and compilation of information about the progress of projects/activities from the field teams;
  • Prepare and submit weekly update reports on the progress of projects/activities to the PM;
  • Draft internal and external monthly reports on the progress of activities, and provide updates as necessary;
  • Support the PM in drafting reports to donors and local authorities;
  • Partake in the drafting of a number of administrative documents (e.g. MoU’s) to be signed jointly with local authorities, communities and/or partners;
  • Ensure proper archiving of key documents and files (especially program SoVs) and share them with the PM;
  • Immediately report any problem or information that could affect the projects/activities or the security of the teams to the PM;
  • Co-animate with the PM and actively participate in weekly meetings with all team members;
  • Represent SI upon delegation of the PM and collaborate with relevant stakeholders (local authorities, beneficiaries, NGO, Working Groups, etc.) to maintain a local operational network and positive relations, in cooperation with the PM, the Technical Assistant and the Field Coordination department;
  • Participate actively to the Complaint and Response Mechanism with his/her PM and the MEAL department.
  • Support the PM in ensuring regular and adequate collection of communication materials (photos, testimonies, etc.).
  • Assist the PM in timely and efficiently communicating with all SI departments at base level, to ensure smooth implementation of activities.

Human Resources Management

  • Participate in the recruitment of Cash and Livelihoods national program staff under his/her responsibility;
  • Welcome and brief new employees working under his/her line management;
  • Assist the elaboration and implementation of training and capacity building plan for the Cash and Livelihoods teams, under the lead of PM and in coordination with HR department and Livelihood Technical Assistant as relevant;
  • Coordinate the activities between MPCA and Livelihoods team and organize regular meetings with the Livelihood Technical Assistant and the Livelihood Supervisor.
  • Evaluate the performance of staff members under direct line management (MPCA Officers and Livelihoods Supervisor) following SI appraisal Policy;
  • Supervise and monitor potential conflicts within the teams and inform the PM in case of a problem.
  • Monitor the teams to ensure that they are adhering to health and safety regulations;
  • Ensure all staff comply with SI Code of Conduct, security protocols and internal regulation while carrying out all activities;
  • Contribute to write incident reports when appropriate
