Job Requirements:

Proven experience as HR officer, Administrator or other HR position

Bachelor’s degree in administration.

At least 2 year of prior professional experience in a similar post/level of authority or higher.

At least 3 years’ experience working in the private business sector and/or in the NGO sector with programs related to HR or Administration.

Demonstrated ability to work effectively in a fast-paced, stressful environment. Flexibility, willingness to work irregular hours.

Ability to maintain strict confidentiality and keep safe personnel files.

Excellent computer skills (Power Point, WORD, EXCEL, Internet/ E-mail).

Experience working in Syria and knowledge of USAID procedure and guidelines.

Ability to speak and write effectively in English and Arabic.

Knowledge of Syrian labor laws.

Excellent time management and prioritization skills.

Proven leadership, teambuilding and problem-solving skills.

Excellent interpersonal, organizational and communication skills

Ability to interact with and lead staff in various levels.    

Job Description:

Advice, develop and oversee the overall recruitment process for service contractors and Casual labors and plan that complies with Blumont’s policies and procedures.

Review the hiring packages of each recruitment process prior of getting it approved such as Reference checks and provided candidate documents/certification, ensure proper documentation.

Oversee all Service contractor and Labor/casual contractor issues and give advice accordingly in line with Blumont’s regulations.

Supervise and Manage field HR staffs and follow up on their performance and improvement plans.

Proper coordination with Program team for timely support regarding recruitment or any other HR related support.

Being actively involved in solving conflicts between contractors if any.

Ensure proper onboarding and offboarding process and help in collecting required data for retention purposes.

Make sure that all Service/casual contractors received and have signed all required organizations polices.

Brief program regularly on any changes within the department related to HR policies and Procedures.

Ensure proper and timely Payroll update submission for Service contractor, review, and check time sheet, LOE reports and proper supporting documents.

Oversee leave records and type of leaves taken by each contractor.

Ensure maintaining (record/update) staff database sheet for service and daily casual contractors.

Close coordination with camp manager/head of office regarding staff attendance plan and ensure adequate reporting and archiving.

Coordinate and support the performance appraisal process.

Provide weekly, monthly and other relevant information and reports as needed.

Any other reasonable duty as may be assigned that is consistent with the nature of the job and its level of responsibility.
