Job Requirements:

To be successful in this role you must have:

Education and experience:

University Degree in Public Health, Social Sciences, Political Affairs and/or any other degree relevant to the position

Languages: Arabic, English (Fluent), Local languages is an asset.

Professional Competencies Required:

–        At least 2 years of experience in a PM position.

–        Preferable experience managing Health projects/programmes and  in protection-related issues.

–        Previous experience with international or local NGOs is needed

The organization will offer the successful applicant a contract until 31st March 2022, renewable dependent on both funding and performance.

Desirable starting date is October 2021.

Salary and conditions will be according to salary grid. Minimum 1577 USD/month + (allowances).          

Job Description:

Reporting to Operations Manager Hssakeh), the Project Manager contributes to the implementation of the mandate and the 10- year strategy in the country where he/she is based. He/she is in charge of implementing the project under his/her responsibility. He/she ensures optimal quality and impact of the projects implemented in the country by means of a delegation system with appropriate control mechanisms. With all managers, he/she shares responsibility for the sound management and effective functioning of the global organization.

Subordinates:                Health Project Officers, Translators, PSS TO, Rehab TO

Duties and Responsibilities

  1. Management

1.1     Line-manages the project’s team members

a.Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences

1.2     Organises and leads regular team meetings

1.3     Manages the recruitment and selection of new team members/open positions

1.4     Ensure Capacity Building of Teams Members (trainings identifications, pre-post assessments)

1.5     Ensures strict application and respect of the programme’s Internal Regulations by the project team.

  1. Expertise

2.1     Provides the technical expertise for his/her project, with support of the Technical Unit

  1. Ensures that the activities implemented comply with international technical norms and standards
  2. Adapts the project documentation to international technical norms and standards, when necessary
  3. Runs technical training for his/her staff when relevant
  4. Is in charge of the technical quality and relevance of project activities implemented within his scope of expertise
  5. Ensures technical learning from projects by drawing on lessons learned and good practices
  6. Makes sure global and field technical specialists get the information they require and collaborates with Technical Divisions when necessary
  7. Adjusts his/her activities to audit recommendations, if applicable
  8. Implementation and Monitoring

3.1     Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures

  1. Ensures the planning of activities and establishes action plans and work plans
  2. Ensures that activities are implemented in line with the project proposal and the allocated budget
  3. Manages expenditures and ensures a follow up of budget lines for his/her activities
  4. Prepare/Revise Purchases requests and ensure that alignment with budget and qualitative standards are met
  5. Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives
  6. Prepares and monitors partnership agreements with implementing partners and other potential partners
  7. Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project
  8. Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources

3.2     Ensures project data management

  1. Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards
  2. Ensures that data related to the project is collected and compiled in the project database
  3. Carries out regular verifications and makes any necessary corrections in the activity database

3.3     Ensures project reporting

  1. Monitors the achievement of results and indicators, as per the logical framework
  2. Is in charge of producing the appropriate reporting tools: monthly situation report, PM Box
  3. Reports regularly to the line manager
  4. Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project
  5. Guarantees the proper archiving of information

3.4     Prepares and steers project evaluation and capitalization

  1. Plans and monitors project evaluations
  2. Produces project capitalization and learning from experience material
  3. Influence & Communication
  4. Contributes to Organization’s external influence by participating in relevant networks, such as working groups
  5. Communicates on the project to partners, authorities and stakeholders when relevant
  6. Strategy & business development
  7. Contributes to programme or country operational strategy (StratOp)
  8. Drafts new project proposals for the continuity or expansion of the project
  9. Contributes to the drafting of new proposals for new opportunities
