Job Requirements:

o Public Health Professional (clinical health professional and non-clinical health professionals considered)

o At least 3-4 years’ experience in implementing and managing NGO health programs, preferably in complex humanitarian and/or emergency settings.

o Previous work experience in Syria an advantage

o Proven ability to adapt and develop where necessary primary health care systems.

o Strong budget management and program management skills

o Strong written and oral communication stills, a self-starter, and team oriented

o Demonstrated ability to develop and mentor staff.

o High standards written and spoken English is required, Arabic is highly desired.

Work Environment

The position will be based in al Hassakeh or Derek, Syria with frequent travels to Raqqa governorate to support program implementation, access and security permitting. Accommodation will be in shared housing, which includes basic amenities including internet and electricity.

Job Description:

  1. Program Management and Reporting

o Oversee the implementation of quality health programs and ensure that program goals, objectives, targets, and activities are met.

o Prepare program work plans, procurement plans, spending plans and in coordination with the health members Health Coordinator for all projects.

o Conduct monitoring visits to the health clinics, ensuring that projects utilize standardized protocols, policies, and guidelines.

o Provide technical support through training, mentoring, and coaching of health staff.

o Identify technical quality and/or other implementation issues and provide solutions and follow-up to ensure projects are on track to meet goals and are consistent with established best practices.

o Lead monthly health review team meetings to ensure the health program is on track with its program management plans.

o Ensure that the health program is implemented in line with the organization principles and organization Way.

o Strictly follow up the medical and operational supply chain system, stock recording, timely ordering for the supplies and accountabilities in relation to the warehousing and using of the supplies including medicines and medical items.

o Work with finance to provide accurate and timely spending plans, cash forecasts, and salary allocations.

o Review monthly transactions to ensure we are spending in line with donor compliance.

o Work collaboratively with HIS manager to prepare internal and external reports (such as narrative reports, DHIS data reports) within agreed deadlines using organization and donor formats, as required.

o Review Budget vs. Actual (BvA) reports monthly, recommend actions to correct identified problems.

o Work closely and coordinate with organization`s Operations, Finance and Grant departments to ensure compliance of health program is line with grant requirements.

o Ensure all required donor reports are completed on time and to a high standard for Raqqa health program.

o Work with the M&E team to produce and analyze all weekly, monthly, or quarterly reports and ensure timely submission of all such reports.

  1. Staff Supervision & Development

o Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

o Directly supervise health staff, ensuring regular performance reviews.

o Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.

o Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.

o Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

o Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.

  1. Coordination & Representation

o Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.

Other Duties

o Travel to and from field sights for needs assessments, implementation as needed.

o Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to organization management and liaising with other external parties as required to maintain/enhance the security environment.

o Other duties as assigned by the supervisor to enable and develop organization programs.

Job Overview

The Senior Health Manager will report to the Health Coordinator and will oversee the implementation of the organization’s health programs in Ar-Raqqa, Al Hasakeh, and Der-ez-Zoir governorate and ensure the delivery of high-quality primary healthcare services. They will be responsible for programmatic, operational, financial, and staffing aspects for the health team located in Raqqa governorate, as well as representation with key actors in the field including external actors, UN agencies and other NGOs.
