Qualifications and Experience

  • At least 1 year’s professional experience on a position of Officer or other position with similar level of responsibilities and requirements in humanitarian and/or development organization;
  • Proven experience with team management;
  • Proven experience in Protection Mainstreaming and referrals, and familiarity with relevant protection and humanitarian standards and guidelines;
  • Proven experience with liaison with local authorities and external stakeholders;

Knowledge and Skills

  • Demonstrated interpersonal skills and respect for people from different cultures and backgrounds and especially those with special needs and other vulnerability.
  • Strong understanding of quality standards in humanitarian programming, including safeguarding and accountability mechanisms;
  • Excellent communication skills, including fluent spoken and written English and Arabic, including ability to write high quality reports;
  • Proficiency in Microsoft Office, particularly MS Word, MS Excel and MS Outlook;
  • Must be able to maintain the highest level of confidentiality regarding work-related information and data.
  • Flexibility and ability to work under pressure, manage time and prioritise work to deadlines.
  • Ability to work independently and demonstrate organizational and problem-solving skills;
  • Excellent organization and coordination skills and capacity to prioritize, communicate effectively, and meet deadlines;
  • Able to cope with a challenging and constantly evolving humanitarian work environment, often under pressure.

Job Description:

General Position summary:

The main role of the Protection Officer is the overall management and supervision of CVT’s referral mechanism throughout all PIN offices, internal as well as external. It includes supporting CVT’s Protection team in completing the referral process while ensuring that the Do No Harm and protection principles are integrated, and meaningful access, safety, and dignity are promoted while delivering services.

With the support of CVT’s Senior Protection Officer, the Protection Officer will update referral pathways and service mappings, be the focal point of referrals within CVT as well as to external stakeholders, and will ensure that the entire CVT team is able to identify and refer cases.

The Protection Officer is responsible for implementation of the following components:

  • Close follow-up of referrals
  • Create and update service mapping
  • Ensure proper collection and safe storage of data
  • Represent CVT in meetings when necessary
  • Build and maintain networks within the areas of operation

Duties and responsibilities:

Programme implementation

  • Together with the Senior Protection Officer, provide technical guidance to the programme team;
  • Receive and refer cases in need of specialized (protection) services such as case management, education, livelihoods, health, or food security; to internal departments and external actors;
  • Conduct regular field monitoring visits to offices and key sites to monitor technical quality and adherence to key standards and process, in order to draw recommendations for improvement;
  • Support and take an active role in improving and expanding CVT’s referral mechanism in NES;
  • Develop implementation plans for field activities and track progress to date on outputs and activities;
  • Support the Senior Protection Officer in ensuring that protection is mainstreamed throughout all CVT departments;
  • Provide protection and referral related trainings to CVT departments on a regular basis;
  • Undertake other related duties as may reasonably be assigned by the Senior Protection Officer.

Team Management

  • Support Senior Protection Officer with leading the team of 6 community outreach workers in Menbij, Raqqa, and Derik;
  • Feed into weekly team planning based on assigned tasks;
  • Supervise and support community outreach workers in the day-to-day tasks related to referrals;
  • Assess training and development needs within the team, feed into project capacity building plan.

Programme Development

  • Support the Senior Protection Officer with the development and implementation of relevant tools, data collection, and SOPs for the relevant activities.

Reporting and Documentation

  • Ensure timely tracking, uploading and archiving of all documents related to referrals onto the online archiving system;
  • Provide quality training reports to the Senior Protection Officer after the provision of trainings to CVT staff members;
  • Support the Senior Protection Officer during monthly, quarterly, semi-annual reporting (including 4Ws) on the topic of referrals;
  • Provide feedback and comments to the community outreach workers to referral documents and processes, including feedback/correction/translation of the English language.

Representation

  • Ensure coordination with local authorities including, Local Councils and the HAO in relation to ongoing projects is in place and working (direct liaison or delegating as relevant);
  • Act as the referral focal point within CVT as well as towards external stakeholders;
  • Ensure coordination with other national and international organisations, and other stakeholders;
  • Stand in for the Senior Protection Officer where needed and relevant.
