Job Requirements:

Proven experience as HR officer, Administrator or other HR position.

Bachelor’s degree in administration and other related fields.

At least 1 year of prior professional experience in a similar post/level of authority or higher.

At least 2 years’ experience working in the private business sector and/or in the NGO sector with programs related to HR or Administration.

Demonstrated ability to work effectively in a fast-paced, stressful environment. Flexibility, willingness to work irregular hours.

Ability to maintain strict confidentiality and keep safe personnel files.

Excellent computer skills (Power Point, WORD, EXCEL, Internet/ E-mail).

Experience working in Syria and knowledge of USAID procedure and guidelines.

Ability to speak and write effectively in English and Arabic.

Knowledge of Syrian labor laws.

Excellent time management and prioritization skills.

Proven leadership, teambuilding, and problem-solving skills.

Excellent interpersonal, organizational and communication skills.    

Job Description:

Coordinate with the HR Assistants in main office (and field locations when required) to make sure that Personal documents are delivered on time, and HR activities are implemented.

Being actively involved in recruitment process of service contractors and daily labors/casual contractors by reviewing job descriptions, attending interviews, and managing the overall hiring process.

Ensure compliance of hiring daily labors with Blumont’s daily labor guideline.

Proper coordination with Program team for timely report of required number for daily labors per month for timely respond from Erbil office and Management.

Tracking the contractual status of daily labor to ensure all daily labors are issued with a contract.

Make sure the labors have all required HR papers signed.

Responsible on orientation and onboarding process for all new contractors at the field office and assure further adherence.

Ensure all contractors and managers informed of all changes in policy and procedure timely and advice staff accordingly when required.

Prepare monthly payroll info for casual contractors and daily labors and make sure its timely submission to Finance.

Review the payment request for Daily labors to ensure all supporting documentation is valid.

Maintain (record/update) staff database sheet for daily labors/casual contractors.

Follow up on monthly timesheets/invoices and attendance sheets for Service contractors and Daily labors.

Manage and ensure proper exit clearance for exit contractors/labors.

the exit processes for Daily labors and contractors.

Coordinate and support the performance appraisal process.

Provide weekly, monthly, and other relevant information and reports as needed.

Any other reasonable duty as may be assigned that is consistent with the nature of the job and its level of responsibility.
