QUALIFICATIONS

  • Bachelor degree in Civil engineering or related study

Essential:

  • Minimum 7 years’ experience in engineering field and 2 years’ experience in humanitarian organizations.
  • Knowledge on testing/engineering materials quality testing
  • Professional knowledge in engineering design, drawing and estimating.
  • Ability to work independently whenever required.
  • Knowledge on SPHERE or international WASH standards in humanitarian contexts.
  • Basic report writing skills.
  • Good computer application skills in AutoCAD, Microsoft Excel, Word, PowerPoint, database and network.
  • Commitment to working through systems of community participation and accountability
  • Knowledge of monitoring and evaluation
  • Commitment to capacity building and developing others
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of THE ORGINZATION. In particular, a good understanding of the THE ORGINZATION mandate and child focus and an ability to ensure this continues to underpin our support
  • Experience or knowledge of working and living in relevant regions/contexts

Job Description:

KEY AREAS OF ACCOUNTABILITY:

  • Be responsible for the technical part of needs assessments and participate in the selection of target WASH facilities to be rehabilitated in the project, through technical feasibility studies, visits to facilities and sites, and meeting with authorities.
  • Under the guidance of Camps and Community Manager, explore potential areas for the WASH intervention with the coordination of local authorities, municipalities and WASH partners.
  • Prepare BoQs in line with international and/or national WASH standards are met as required, including reference to Sphere standards where appropriate.
  • Conduct regular monitoring visit to WASH activities carried out in the targeted locations.
  • Follow up on monitoring systems to ensure they are implemented and review progress on a regular basis against the technical BoQs and intended outcome.
  • Develop/sign off construction/rehabilitation completion reports.
  • Support to prepare procurement plans of approved WASH project and make sure the engineering design and drawing have consistency and according to engineering norms.
  • Provide regular reports on hygiene issues and program progress against work plans and program activities.
  • Help in sensitizing beneficiaries about various aspects, requirements and information needed to ensure participation in the project’s activities.
  • Support the development of hygiene promotion materials, Mobilize Hygiene promotion messages among community members as well as participate in elaborating plans of awareness raising activities.
  • Ensure distribution of hygiene kits/ COVID 19 kits and document good practices.
  • Support in the development of Hygiene 5 campaign messages and establishing Community committees.
  • Work with other team members of the organization (WASH and non-WASH) working in the same communities, to ensure the integration and complementarity of the different sector of the intervention.
  • Supervise and conduct validation of beneficiaries.
  • Ensure good archiving and documentation of all activities files both hard and soft copies.
  • Ensure good and accurate data collection and reporting against project monthly achievement and progresses.
  • As needed, conduct Focus Group Discussions, assessments and questionnaires to ensure community’s feedbacks.
  • Regular reporting to Camps and Community Manager.
  • Coordinate with MEAL department to support to ensure that minimum standards for accountability to beneficiaries are met, including community participation and that systems for collecting feedback from beneficiaries are in place and actively used.
  • Provide leadership and management support to WASH assistant, HP assistant and other field staff under him/her.
  • Conduct timely staff performance reviews and support for staff capacity building on site as well as organizing capacity building trainings with support from technical staff/Camps and Community Manager.
  • Any other task relevant to the position as requested by the Camps and Community Manager.
