إشعار لعملية تزويد 

A non-profit, non-governmental organization is implementing a humanitarian aid project and invites contractors to submit offers for the establishment of a one-year Framework Agreement (FWA) for constructing latrines in North East Syria Camps.  The number of requested units will depend on needs but is expected to take place over rounds, with an estimated total of latrines – all designs included – of 350 units.

تقوم منظمة غير حكومية غير ربحية بتنفيذ مشروع للمساعدات الإنسانية وتدعو المقاولين إلى تقديم عروض لإنشاء اتفاقية إطارية لمدة عام واحد لبناء المراحيض في مخيمات شمال شرق سوريا.  وسيعتمد عدد الوحدات المطلوبة على الاحتياجات، ولكن من المتوقع أن يتم ذلك على مدى جولات، مع تقدير مجموع المراحيض – جميع التصاميم المشمولة – بـ 350 وحدة

·         Lot 1: Latrines with septic tank

·         Lot 2: 4-Latrines with a Handwashing station – to be connected with sewer network

·         Lot 3: 4-Latrines with a Handwashing station including showers

·         Lot 4: 3-Latrines with hand washing station– to be connected with sewer network

·         Lot 5: Latrine for Persons living with disabilities– to be connected with sewer network

·         Lot 6: Latrine Block for Persons living with disabilities in Tel Samn Camp

·         Lot 7: Private showers

·         المجموعة 4: 3-المراحيض مع محطة غسل اليدين – ليتم توصيلها بشبكة الصرف الصحي

General CONDITIONS: الشروط العامة

 

  1. The bidding documents (in English and Arabic) may be collected free of charge by all interested bidders at the following address: the organization office in Al-Qasadiyah neighbourhood, Amuda, and the organization Office in Raqqa (Al Mshleb Near to Khaled supermarket), or can be requested by e-mail at operations@gmail.com
  2. Offers must be submitted no later than 16:00 (local time in Syria) on the 14/04/2021 in One File by email to operations@gmail.com and the Email subject should be RFQ/16MULTI/MULTI/AMM/WASH/24-03-2021/1
  3. Late offers will be automatically
  4. Bidders may apply for one or more Lots and the organization reserves the right to contract with one or more companies. Selection will be done by Lot
  5. The organization reserves the right to cancel any of the items or Lots listed if necessary, or to adjust the quantities mentioned in the Financial Offer.
  6. The organization will consider the Unit Price for evaluation purposes.
  7. A pre-tender information session will be organized 14:00 (local time in Syria) on 28th of March 2021 in the organization representative office in Al-Qasadiyah neighbourhood, Amuda, Al Hasakeh Governorate and in Raqqa (Al Mshleb Near to Khaled supermarket) Participation of interested bidders to the information session is preferable but not compulsory. In addition, written summary of all inquiries raised by interested bidders will be available at the organization office on 29th of March 2021.
  8. The organization will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation and submission of their bids to the organization.
  9. Participation in this RFQ is not a guarantee that a contract will be awarded.
  10. A tender opening session will take place in Amman. For bidders interested in participating to the tender opening session, please send an email to syria.operations@gmail.com
  11. For all inquiries regarding this tender, please contact the organization representative office in Amuda Office or Raqqa Office, not later than 15:00 (local time in Syria) on 14th of April 2021 local time in Syria or by E-mail at operations@gmail.com
  12. A 1-year Primary Framework Agreement will be awarded to the most competitive supplier in terms of price and Technical check per Lot. The organization reserves the right award one (1) or more secondary Framework Agreements per Lot according to the results of the evaluation. The quantities are indicative and are subject to change.
  13. The organization reserves the right to ask any further information, details, breakdown or prices confirmation for delivery at any time of the tendering process.
  14. Financial offers will be evaluated according to the adequacy of the resources to the proposed works and the Technical offers will be evaluated proportionally.
  15. The organization will accept one final offer from each company that participates in the Tender. If a vendor wishes to submit an updated offer, after submitting their first offer but before the closing date, this should be clearly marked in the email of the Offer.
  16. Offers shall be submitted through Email to operations@gmail.com. Bidders can use PDF/RAR files, or sending several emails. Offers will not be accepted via Google Drive, DropBox, WeTransfer links, or any similar links, and if the attachments required permission or password.
  17. Offers with e-signature will not be accepted.
  18. Each Bid shall include a unique company name, representative and signature, phone number, and email address. Any similarities could result in rejecting the bid.
  19. Company Stamps should be unique, and the company name should be included in the Stamp, and any information contained in the stamp should be unique to the company submitting the offer.

 1 .يجوز لجميع مقدمي العروض المهتمين جمع وثائق المناقصة (باللغتين الانكليزية والعربية) مجاناً على العنوان التالي: مكتب المنظمة في حي القدادية، عامودا، ومكتب المنظمة في الرقة (الشهلب بالقرب من سوبر ماركت خالد)، أو يمكن طلبها عن طريق البريد الإلكتروني على syria.operations@gmail.com

  1. 2. يجب تقديم العروض في موعد أقصاه الساعة 16:00 (بالتوقيت المحلي في سوريا) في 14/04/2021 في ملف واحد عن طريق البريد الإلكتروني إلىoperations@gmail.com وينبغي أن يكون موضوع البريد الإلكتروني RFQ/16MULTI/MULTI/AMM/WASH/24-03-2021/1

  1. 3. سيتم رفض العروض المتأخرة تلقائيًا.

  1. يمكن لمقدمي العروض التقدم بطلب للحصول على واحد أو أكثر من المجموعات و تحتفظ المنظمة بحق التعاقد مع شركة واحدة أو أكثر. سيتم الاختيار على حسب المجموعة

  1. تحتفظ المنظمة بالحق في إلغاء أي من البنود أو المجموعات المدرجة إذا لزم الأمر، أو تعديل الكميات المذكورة في العرض المالي.

  1. سوف تنظر المنظمة في سعر الوحدة لأغراض التقييم.

  1. سيتم تنظيم جلسة لمشاركة العلومات قبل المناقصة الساعة 14:00 (بالتوقيت المحلي في سوريا) في 28 مارس 2021 في مكتب ممثل المنظمة في: مكتب المنظمة في حي القدادية، عامودا، محافظة الحسكة ومكتب المنظمة في الرقة (المصليب بالقرب من سوبر ماركت خالد) لمشاركة مقدمي العروض المهتمين في جلسة المعلومات ولكنها ليست إلزامية. بالإضافة إلى ذلك، سيتم توفير ملخص مكتوب لجميع الاستفسارات التي أثارها مقدمو العروض المهتمون في مكتب المنظمة  في 29 مارس 2021

  1. لن تكون المنظمة مسؤولة عن أي تكاليف أو نفقات يتكبدها مقدمو العروض فيما يتعلق بإعداد وتقديم عروضهم إلى المنظمة
  2. المشاركة في هذا RFQ ليست ضماناً لمنح العقد.

10- ستعقد جلسة افتتاحية للمناقصة في عمان. بالنسبة لمقدمي العروض الراغبين في المشاركة في جلسة فتح المناقصة، يرجى إرسال بريد إلكتروني إلى syria.operations@gmail.com

  1. بالنسبة لجميع الاستفسارات المتعلقة بهذه المناقصة، يرجى الاتصال بمكتب تمثيل المنظمة في مكتب المنظمة في عامودا أو مكتب المنظمة في الرقة، في موعد أقصاه الساعة 15:00 (بالتوقيت المحلي في سوريا) في 14 أبريل 2021 بالتوقيت المحلي في سوريا أو عن طريق البريد الإلكتروني على syria.operations@gmail.com

  1. يمنح اتفاق إطاري أولي لمدة سنة إلى المورد الأكثر قدرة على المنافسة من حيث السعر والتقييم التقني لكل مجموعة. تحتفظ المنظمة بمنحة الحق واحد (1) أو أكثر من اتفاقيات إطارية ثانوية لكل مجموعة  وفقا لنتائج التقييم. الكميات إرشادية وتخضع للتغيير.

  1. تحتفظ المنظمة بالحق في طلب أي معلومات أو تفاصيل أو تفاصيل أو تأكيد أسعار إضافية للتسليم في أي وقت من عملية المناقصة.

  1. سيتم تقييم العروض المالية وفقاً لمدى كفاية الموارد اللازمة للأعمال المقترحة، كما سيتم تقييم العروض الفنية بالتناسب.

  1. تقبل المنظمة عرضًا نهائيًا واحدًا من كل شركة تشارك في المناقصة. إذا رغب البائع في تقديم عرض محدث، بعد تقديم أول عرض له ولكن قبل تاريخ الإغلاق، يجب وضع علامة واضحة على هذا في البريد الإلكتروني للعرض.

  1. تقدم العروض عبر البريد الإلكتروني إلى syria.operations@gmail.com. يمكن للمتقدمين استخدام ملفات PDF/ RAR ، أو إرسال العديد من رسائل البريد الإلكتروني. لن يتم قبول العروض عبر Google Drive أو DropBox أو WeTransfer أو أي روابط مشابهة، وإذا كانت المرفقات تتطلب إذنًا أو كلمة مرور.

  1. لن تقبل العروض التي تم توقيعها بالتوقيع الإلكتروني.

  1. يجب أن يتضمن كل عرض اسم شركة مميز، وممثل والتوقيع، ورقم الهاتف، وعنوان البريد الإلكتروني. ويمكن أن تؤدي أي أوجه تشابه إلى رفض العرض.

  1. يجب أن تكون أختام الشركة فريدة من نوعها ، ويجب أن يتم تضمين اسم الشركة في الطوابع ، ويجب أن تكون أي معلومات واردة في الطابع فريدة من نوعها للشركة المقدمة للعرض.
