Job Requirements:

  • Minimum of 1 year’s professional experience on a position of Team Leader/Coordinator or other position with similar level of responsibilities and requirements in humanitarian and/or development organization;
  • Proven experience with team management;
  • Proven experience in Education and/or (Child) Protection programming, and familiarity with relevant Education/Protection and humanitarian standards and guidelines;
  • Strong grasp of all stages of programme cycle management and quality standards in humanitarian programming, including safeguarding and accountability mechanisms;
  • Ability to work independently and demonstrate organizational and problem solving skills;
  • Excellent communication skills, including fluent spoken and written English and Arabic, including ability to write high quality reports for donors and other stakeholders;
  • Proven experience with liaison with local authorities and external stakeholders;
  • Experience with budget management such as preparation and updating project budget forecasts and budget;
  • Knowledge of accounting software and electronic archiving systems (e.g. ELO) is a significant advantage.

           

Job Description:

Programme implementation

  • Ensure quality and timely implementation of PIN’s Education & Protection programming in NES;
  • Together with the Head of Project, provide technical guidance and backstopping to the programme team`
  • Conduct regular field monitoring visits to key sites to draw recommendations for improvements in technical quality and adherence to key standards and processes;
  • Develop implementation plans for field activities and track progress to date on outputs and activities;
  • Coordinate on complementary programming in the field, in particular with the WASH team (WASH in schools);
  • In cooperation with MEAL team, develop and regularly update the MEAL plan, ensure accountability to affected populations is in place and that the activities are appropriately monitored and evaluated and feedback is reflected in current programming;
  • Ensure all existing program quality related tools that were agreed with the Head of Project(s) are well understood and used by programme team;
  • Develop program procurement plans so that these and related activities feed into project procurement plans and liaise with relevant support departments to ensure that activities are carried out according to plan, including participation in supply chain processes, ensuring goods are in line with quality and cluster/education standards;
  • Regularly update budget forecasts and money requests for project activities and staffing, and monitor budget vs actual on a regular basis and take timely corrective action to prevent over/under spending.

Team Management

  • Manage a team of about 40-60 national project staff – direct line management of Education/PSS Program Officers in Raqqa, Manbij and Derik, and coordination (with support from the PO) of the CFS/TLC camp staff;
  • Feed in to Team planning, development and restructuring as and when required.
  • Participate in recruitment of additional staff as needed and budgeted in line with PIN recruitment procedures;
  • Assess training and development needs within the programme team, feed into project capacity building plan managed by the Head of Project/HR.

Programme Development

  • Participate in data/information collection, and contribute to education/protection and multi-sectoral proposals with education/protection components development by providing field specific context analysis, technical sector specific analysis, beneficiary information, description of the proposed activities etc;
  • Contribute to development and updating of PIN’s Education and Protection Strategy;
  • Participate in identifying opportunities to increase scope and quality of PIN’s education/protection programming, analyse and reflect upon feedback and lessons learnt in program implementation;
  • Maintain up to date knowledge of education/protection related issues in Northeast Syria, and share this information with Head of Project(s), senior management, relevant coordination groups and other actors;
  • Work to increase the profile of PIN as an Education actor in Northeast Syria;
  • Reflecting upon field experience, support Head of Education and Protection Projects and feed into the development of relevant tools, SOPs and technical standards for the programme relevant activities.

Reporting and Documentation

  • Prepare high quality and timely drafts for narrative reporting for monthly, quarterly, semi-annual reports and final reports as and when required from the field activities for donors;
  • Oversee and ensure timely uploading of relevant programme documentation for approval by the Head of Project (approving in the absence of the Head of Project), senior Management team and finance teams, and comprehensive archiving of programme documents, as outlined in PIN’s archiving guidelines and in line with donor compliance requirements.

Representation

  • Support the Head of Project in coordination with Education WG, Protection/Child Protection WG, consortium partners and other education/protection actors (representation divided between PM and HoP depending on internal capacities);
  • Ensure coordination with local authorities including, but not limited to Local Councils and the HAO in relation to ongoing projects is in place and working (direct liaison or delegating as relevant);
  • Stand in for the Head of Project when they are on leave or otherwise unavailable.

General Position summary:

With supervision from the Head of Project and other senior management staff, the Program Manager will have a vital role in leading a programme team in Manbij, Raqqa and Derik, timely implementation and ensuring overall quality of the Education & Child Protection programming in all PIN’s areas of operation in Northeast Syria.

The Education & Child Protection Programme Manager is responsible for implementation of the following components:

  • (Non-Formal) Education
  • CFS/TLC
  • Other programming with education and protection aspects managed under the Head of Education & Protection Project’s portfolio.
