Job Requirements:

5.1. University Degree.

5.11. Respect and promote Organization’s policies and report to line manager any non-respect of these policies amongst the teams or contractors

5.13. Ability to operate in challenging environments, under pressure and travel to hard to reach areas

Job Description:

Under the supervision of the Senior Emergency Officer and Project manager, the Emergency Officer’s responsibilities include:

  1. Program implementation:

1.1. Leading on multi-sectoral needs assessments in new areas of operation as recurred.

1.2. Support the registration and selection of beneficiaries through an intensive door-by-door system, ensuring communication, transparency and fairness at all stages of the project and the activity reaches the most vulnerable

1.3. Share information about Organization’s activities and intervention and promote good relations and collaboration with other actors working within areas of operation to avoid duplication and ensure needs are identified and met.

1.4. Support the distribution process (planning, execution and reporting stages) ensuring the professional and safe conduct by staff at all times and that the distributions are conducted according to the ACTED SOPs

1.5. Conduct pre-departure briefings for Emergency Assistants and Daily labourers to ensure the roles and responsibilities of each is understood; conduct post-distribution and  Shopping periods  debriefs to identify and address challenges

1.6. Liaise with local authorities and communities to determine appropriate distribution sites; ensure the sites are accessible to all beneficiaries and make any necessary arrangements once on-site to accommodate beneficiaries with special needs

1.7. Support the Senior Emergency Officer in the preparation of daily/weekly/Monthly plans for distributions including beneficiary numbers, precise locations, access routes, roles of each staff and contingency plans

1.8. Ensuring that vendor assessments and selection are consistent and in line with the standard operating procedure.

1.9. Prepare weekly transport, stock, fleet and other relevant requests to allow a smoothly implementation of distributions and Shopping periods;

1.10. Ensure the proper documentation for each distribution/ Shopping periods  is correctly filled, filed and reported; supervise the accurate filing of all processed documents, distribution and Shopping periods  reports, ledgers , invoices and waybills/stock receipt forms, monthly consolidated filing of key project documents in the office for both FLAT and Program Departments.

1.11. Ensure that up-to-date files and beneficiary lists are maintained, both electronically and in paper form;

1.12. Ensure that Emergency Assistants and Daily Labourers are properly implementing the entire cycle of activities, organizing and arranging distributions according to SOP defined by ACTED

1.13. Actively participate in training and capitalization sessions with the Emergency team to improve ACTED general procedures to ensure Organization’s SOPs for distributions continue to fit the context

1.14.  Facilitating the capacity building of project staffs by providing on the job training, identifying possible training opportunities (internal and external) and providing regular feedback.

  1. Reporting and information management

2.1.  Ensure distribution , Shopping periods reports are completed  in a timely manner and that these are stored on share point.

2.2.   Ensure that the programme activities tracker is updated in a timely manner.

2.3.  Ensure weekly project plans and fleet priorities are completed and shared in a timely manner.

  1. Monitoring and Evaluation

3.1. Working closely with the AMEU team to ensure the MEAL emergency activity feedback tracker is updated, and the necessary actions are taken and recorded by project teams.

3.2. Closely monitor CRM reports and share with Emergency Manager.

3.3. Lead on focus group discussions with beneficiaries and their community representatives, to help inform project activities and methodologies.

3.4. Work closely with the AMEU team carry out market assessment and price monitoring data collected.

  1. Safety

4.1. Monitor the security situation in distribution locations before, during and after a distribution; work closely with the Project Manager, Organization’s Humanitarian Access and Program Security Manager and Senior Security-Liaison Officer to ensure the safety of both ACTED staff and beneficiaries

4.2. Ensure timely departure and return from the field: this includes leaving to the field with all necessary documents and materials to complete a successful workday

4.3. Ensure that all ACTED Security SOPs are learned and followed by the Emergency team; work closely with Organization’s HAPS Manager and Senior Security Officer to further adapt the SOPs as needed

ASSIGNMENT

Under the authority of the Senior Emergency Officer, the Emergency Project Offier will support the effective and timely implementation of Organization’s food security and emergency project activities in Manbij sub-district , including but not limited to food items, non-food items, shelter kits and hygiene kits through either in kind or vouchers modality. The Emergency Project Officer will work to ensure that the registrations, distributions and monitoring are carried out according to the methodologies and guidelines provided by ACTED and the field team conducts itself in an efficient, safe and professional manner.

He/she will be required to spend 90% of time in the field in remote locations, working with the local communities, supporting creation of associations and assessing potential areas of intervention, which are not limited to Manbij , Kobani , suren , Abu Qalqal .

Availability and duration of the position is subject to funding.
