Job Requirements:

The position requires BA/S degree in research methods, social sciences, economics, epidemiology, related education sector or other relevant field required Minimum 2 years of experience in staff management and development Experience in digital data gathering platforms (Ona, Survey CTO, KOBO, Come Care etc) Minimum 3 years’ experience in planning, monitoring and evaluation of projects/programs (designing log frames, Indicator plans, evaluations, assessments) Minimum 3 years’ experience in working with quantitative and qualitative data (survey designs, sampling, data analysis) Proven experience in remote data collection and data management Proven report/research writing skills are required (an evidence of previous writing samples might be requested). Good interpersonal skills. Fluency in Arabic and English, both written and spoken. Proficiency in the use of computer especially MS Office        

Job Description:

Under the direct supervision of PaQ Manager, MEL Coordinator will work with the MEL Unit as part of a team to operationalize and improve MEL systems across all 4 programs. The MEL Coordinator will be accountable to provide leadership to entire MEL functions including Log frame improvement, MEL plan development/improvement, Indicator Performance tracking systems development and coordination with program team. The MEL Coordinator is expected to directly manage the MEL Officers mainly for Livelihoods, youth development and WASH programs and will be working closely with ER Senior MEL Officer, Data Quality officer and CARM officer. This role might require building the capacity of the team members, and will consistently ensure that MEL systems and tools are implemented across the teams. S/he will support on MEL related grants reporting by preparing well-structured comprehensive and analytical reports, including the evaluations, PDMs and assessment reports/designs. The MEL Coordinator will generate quantitative and qualitative analysis of the program performance and will coordinate with the programs to ensure best practices and lesson learnt are captured and implemented properly. The MEL Coordinator will work closely with PaQ manager to assist program managers and grant acquisition officer in developing log frames, setting indicators, designing Indicator Tracking Tables and the Indicator plans.
