Job Requirements:

 Masters/Graduate degree in development studies or practical experience implementing

livelihoods programs in emergency setting (minimum 3 years);

 Understanding of donor reporting, grants management, and program development processes;

 Familiarity with the rules and regulations of major institutional donors such as ECHO,

USAID/OFDA, US State Department, etc.;

 Excellent critical thinking skills and ability to exercise good judgment and solve problems

quickly and effectively;

 Strong inter-personal communication skills and ability to work well in a team and in a multicultural

setting;

 Proficiency in Microsoft Office;

 Flexibility, optimism, and a sense of humor are assets and highly valued.           

Job Description:

Act as a focal point between us and local external partners for the aspects of sub-grants

coordination and program implementation;

 Oversee the implementation of program and operational activities of partners, ensuring that

the CSOs’ projects are on track, and pursue troubleshooting as necessary;

 Ensure partners understand donors’ requirements through training and coaching;

 Ensure day-to-day mentorship for CSO partners, and meeting regularly with each partner for

coordination and follow up;

 Ensure proper mobilization of all partner related activities through constant coordination and

regular follow up with relevant staff at partner organization (remotely and in person);

 Ensure that partnership projects and reports are delivered in alignment with our standard

operating procedures (SOPs);

 In coordination with MEAL and finance staff of the partnership unit under LEARN program,

compile program activity information, evaluating progress towards the achievement of

program outcomes and provide support as needed;

 Engage partners in new initiatives, ensuring their responsiveness to needs and requirements

within the scope of donor possibilities;

 Identify areas where capacity building support is needed within partner CSOs and contribute

in developing capacity building materials and capacity building plan in addition to facilitating

trainings to the partners;

 Develop and maintain strong working relations with new and existing partners;

 Support in organizing quarterly grant review meetings with the partners and participate in

internal grant opening/review meetings as needed and follow up on action points.

External coordination:

 Participate in key external stakeholder coordination meetings when necessary to foster longterm

collaboration and engagement;

Reporting:

  • With inputs from partners, and other departments, in addition to the technical team, help

produce high quality program progress reports as per donor and our requirements in line with

the sub-agreements with local partners;

  • Facilitate review of partners reports by the country management, incorporate feedback

received, and address all questions and comments in coordination with the partners;

  • In coordination with the M&E department, ensure that data reported from the partners is

accurate, complete, and consistent;

  • Ensure that donor reports are submitted in a timely manner and that the submission

package is complete (e.g. with financial report, asset inventory, evaluation reports, and

other required annexes);

  • Coordinate our response to any questions and comments from donors on reports

submitted;

  • Maintain an up-to-date tracker of all reporting deadlines and ensure that responsible and

partners’ staff who contribute to reports are aware of reporting deadlines, templates, and

requirements;

  • In coordination with the Hub Team Leader and WOS Grants Manager, build capacity of staff

and implementing partners on report writing as needed.

Information and Knowledge Management:

  • Gather and disseminate information on the political, humanitarian and security situation

in the implementation areas;

  • Assist the country office in developing sitreps, fact sheets, human interest stories, etc.
  • Support development of knowledge products to capture learnings from management and

implementation of grants in the form of case studies, success stories, etc.

  • Enable institutional memory within the office through development and maintenance of

record keeping of reports, proposals and other material developed for reporting and

fundraising.

  • Support institutional learning by making the best use of institutional knowledge, and

support use of these learnings in future program development and implementation.

Budget Tracking

 Work closely with Hub management and WOS Grants Manager to ensure the effective utilization of

grants monitoring systems in terms of projections and forecasting of partners, the monitoring of

expenditure, negotiations with partners for budget modifications and completion of project reports.

 Facilitate reviews for partners’ budget versus actual expenditure reports to ensure adherence to

spending plans, donor budget variance restrictions and other donor requirements. Support follow-up

actions to resolve identified problems.

Other responsibilities:

 In coordination with the Hub Management and the Grants Manager facilitate grants

modification processes, including conducting desk review, contributing to the writing

process, preparing budget narratives and other essential annexes, etc.;

 Maintain a database of grant documents and do regular file audits to ensure that filing is

comprehensive and up-to-date;

 Other responsibilities as assigned.
