Education and experience:

– Degree in public health, physical rehabilitation or similar

– Minimum 5-year graduate

Professional Competencies Required:

– 3-5 years’ Experience in Supply Chain Management

– 3-5 years in similar field

– NGO experience is an asset

– Organizational Skills

– Strong communication Skills

– Experience with databases is an asset

– Good written and spoken language English is essential

We offer

The organization will offer the successful applicant a contract until 30th June 2021, renewable dependent on both funding and performance.

Desirable starting date is Nov 2020.

and be willing and able to work in Amuda. With frequently travel in Hassakeh governorate.

Salary and conditions will be according to salary grid. Minimum 1577 USD/month + (allowances).

About the job

Under the responsibility of the Field Coordinator and in strong collaboration with the MHPSS Technical Support Specialist and the Rehabilitation Support Specialist, the Health Program Manager for Hassakeh governorate, will be responsible for the implementation of the mandate and the 10-year strategy of Organization. He/she will ensure optimal quality and impact of the projects implemented in the Field, through a delegation system with appropriate control mechanisms. He/she will oversee the partnerships as well as the direct implementation of physiotherapy and PSS sessions to vulnerable persons, families and groups affected by the Syrian crisis. He/she will support the development of Prosthetic and Orthotic services in collaboration with the health team to provide services to war wounded individuals in Hassakeh Governorate, Syria.

HIERARCHICAL RELATIONSHIPS

Line manager:  Field Coordinator HSK

Line manager+1:   Area Coordinator

Subordinates:    Health Project Officer, Translator.

Duties and Responsibilities

Responsibility 1: PROJECT IMPLEMENTATION AND MONITORING

Sub-responsibilities:

 Contribution to the definition of the strategy of intervention and the operational modalities in the intervention areas, in collaboration with the Field coordinator and the Head of Programs;

 Management of the implementation of the health program (physical rehabilitation, psychosocial support and eventually prosthetics and orthotics) in the intervention areas;

 Management and supervision of the program teams under your responsibility;

 Responsibility for respect of quality and technical standards by the program teams, in collaboration with the Technical advisor and the Technical Unit;

 Responsibility to monitor the project implementation, the achievements and the relevancy of the project

 Responsibility to propose reorientation of the project and activities in case it is needed

 Preparation and follow-up of partnership agreements with local partners.

Responsibility 2: TEAM MANAGEMENT

Sub-responsibilities:

 Definition and follow-up, with each staff under your direct line management, of an Individual Action Plan (IAP) and the time frame to achieve the desired objectives;

 Good communication, coordination, and information-sharing with each member of your team through regular coordination meetings and individual meetings;

 Follow up of the personal and professional evolution of each staff under your direct line management. You perform individual interviews and oral and written evaluations;

 Conflict resolution (personal and professional) within your team, informing the Field coordinator of any major conflict;

 Proposition of relevant adaptations to the organisational chart of your team and contribution to its implementation (job descriptions, recruitment interviews, etc.), in collaboration with the Field coordinator and the HR department;

 Support and coaching to the staff under your line management in the management of their teams: organisation of coordination meetings, individual interviews, etc.

 Strong capacity building on the Organization project tools to the project officers under you line management.

Responsibility 3: REPRESENTATION (in coordination with the Field Coordinator)

 Sub-responsibilities:

 Representation with line departments (directorate of health, directorate of social affairs, etc.) and local authorities in the intervention areas;

 Coordination with local implementing partners and with other humanitarian actors;

Responsibility 4: SUPPORT SERVICES (Logistics, admin, HR)

Sub-responsibilities:

 Monitoring of the financial and logistics aspects of the activities under your responsibility and the respect of Organization procedures, in close collaboration with the support departments and the Field coordinator.

 Management of the program budget for the activities under your responsibility.

 Management of the recruitment and selection process for new positions in the teams under your  management

 Responsibility for strict application and respect of Organization’s Internal Regulations, and Organization’s procedures by staff under your management.

Responsibility 5: REPORTING

 Regular monitoring of the program achievements and logical framework indicators;

 Monthly reporting on project indicators and regular update of activity plans;

 Preparation of internal memos, minutes of meetings and/or reports (directly or delegating to your team members), according to the needs of the hub and/or the mission;

 Participation to donors report writing

  • Provision of a mission report and/or handover document and a complete file and e-mail backup at the end of your mission;
