Job Requirements:         

Essential

  • University degree in Business studies, Social Studies or related domain;
  • Previous experiences in Livelihoods and Cash Based interventions;
  • Ability to manage a team in different locations across NES;
  • Ability to travel across different districts and Governorates in NES;
  • Previous experience in liaise with Local authorities (HAO, Municipalities, Local Councils, Water Department…);
  • Excellent interpersonal and nonviolent communication skills;
  • Commitment to humanitarian principles and values;
  • Commitment to Concern equal opportunity and gender practices;
  • Flexibility under pressure and in response to changing needs;
  • Ability to maintain the highest degree of discretion;
  • Good computer skills, especially Word and Excel;
  • Good commandment of English and Arabic;

Desirable

  • Former NGO work experience is highly desired;
  • Previous experience in report writing;
  • Previous experience with digital data gathering (DDG) applications (Kobo, ODK, Formbuilder).

Job Description:

Supervision of early recovery activities (Cash for Work)  and livelihood (Vocational Training and SMES support)

  • Coordinate the timely implementation of Early Recovery and Livelihoods (ERL) activities across different districts in NES;
  • Coordinate effectively with the Livelihood Manager and the ERL assistants (CfW, VT and business outreach);
  • Liaise with local authorities and local stakeholders in planning new ERL activities;
  • Ensure appropriateness and acceptance of the ERL activities in the different districts of implementation;
  • Prepare regular activities and budget forecasts;
  • Perform regular visits to the projects’ implementation sites;
  • Support the Livelihood Manager to ensure the allocated budget for the ERL activities is utilized effectively and in line with the approved budget;
  • Prepare and keep up to date BoQs for essential materials for the CfW and TVET activities;
  • Ensure assessments and regular data collection are appropriate and meet the agreed standards for all the ERL activities (CfW, VT and Support to business);
  • Assist the Livelihoods Manager in the identification of innovative Vocational Training subjects;
  • Assist the Livelihood Manager in the preparation of vocational training curricula and in the identification of qualified trainers;
  • Closely supervise the Vocational Training Assistants in the setup of the vocational training centers and in the selection of the beneficiaries;
  • Identification of suitable small to medium business to be involved in Concern’s apprenticeship scheme;
  • Support the ERL assistant/Vocational Training in the small to medium business assessment and in their supervision throughout the apprenticeship scheme and ensure assessments and regular data collection are appropriate and meet the agreed standards;
  • Support the ERL Assistant / Business outreach in the identification of SMEs in compliance with the Concern’s selection criteria for SMEs recovery grant scheme;
  • Closely supervise the SMEs assessment with the support of the Livelihood Manager and participate in the evaluation committees for SMEs recovery grant scheme;
  • Ensure Payment Requests and supporting documents are completed before their submission to the finance department;
  • Preparation of training and adequate induction sessions for ERL assistants (CFW – TVET and Business outreach), ERL facilitators and Daily workers.

Reporting, quality control and monitoring and accountability

  • Prepare reports according to agreed timelines on activities undertaken in the different districts, identifying challenges, future opportunities or risks;
  • Support the Livelihood Programme Manager and Concern’s MEAL team, in developing and implementing M&E tools and data collection methods, which contribute to continual learning and program quality, and prepare case studies;

Other:

  • Comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc);
  • Undertake other related duties as may reasonably be assigned by the line manager.
