Job Requirements:        

Essential

– Master’s Degree in Agriculture, Civil engineering, Social Science, Development Studies, International relations or related subject

– Minimum of 5 years of experience in the NGO sector, and 2 years in a similar position with experience in emergency programme management position ideally with an international NGO – Team Management and Team Supervision experience required

– Strong technical skills in project cycle management

– Advanced skills in at least two of the following  key areas:

– Cash-Based Interventions (MPC, Cfw)

– Food security (In-kind, vouchers and cash for food)

– Large scale distributions in and out of camp settings  (NFI’s, food baskets and hygiene kits)

– Shelter rehabilitation (contractor and landlord lead)

– Ability to use MS Office programs, specifically Outlook, Excel, and Word

– Fluency in Arabic and English is essential

– Willingness to be flexible and work long hours when required;

– Good organizational skills and ability to remain calm and work  effectively under pressure.

– Willingness to learn and to take on extra duties as required.

– Excellent communication and interpersonal skills.

– Excellent teamwork skills and the ability to build good relations both internally and externally

– Experience in report and proposal writing

– Proven financial management skills

– Good command of procurement regulations and practice

– Commitment to Concern’s ethos and values

Desirable

– Training experience an asset.

– Previous experience in other sectors (WASH, Nutrient, Meal) is an asset

– Recognised project management qualification.

– Experience applying remote management techniques.

Job Description:

Programme Implementation and Programme Quality

In coordination with the Emergency Coordinator, the Programme Manager will provide technical and management oversight and supervision of assigned FS and emergency projects, ensuring they are in line with Concern Worldwide’s organizational strategy, government regulations, and donor requirements. The main duties include, but are not limited to:

– Conducting regular visits to project locations ensuring activities are in line with standard operating proceeds, sectoral standards and are consistent across the area of operation, ensuring that emerging needs/gaps and priorities are identified and communicated to the Emergency Coordinator.

– Identifying opportunities for effective sharing of learning, innovations and continuous programme improvement process, through monthly FS and Emergency programme meetings and periodic project review sessions with the team.

– Ensuring that all programme targets are reached in accordance with agreed programme objectives.

– Supporting the Emergency Coordinator in the development of proposals and budgets for Food security and Emergency activities/projects in relation to the emergency response, taking into consideration lessons learnt, gaps and priorities.

– Facilitating the capacity building of project staffs by providing on the job training, identifying possible training opportunities (internal and external) and providing regular feedback.

– Ensuring that vendor assessments and selection are consistent and in line with the standard operating procedure.

– Support Emergency Coordinator to review and update selection and vulnerability criteria to ensure emergency programmes are targeting the most vulnerable households in need.

Team Management and capacity building

– Managing and supervising programme officers to ensure programme activities are well planned, prioritized, carried out to a high standard, in a timely manner and monitored in efficient and effective ways, with due consideration to gender, disability and other protection issues.

– Leading on multi-sectoral needs assessments in new areas of operation as recurred.

– Carrying out Performance Development Reviews (PDR’s) with Food Security and Emergency officers. Ensuring that Food Security and Emergency officers are trained in the PDR process and able to complete it with Food Security and Emergency Assistants.

– Ensuring teams are consistently utilising internal referrals mechanisms to refer vulnerable households.

Coordination

– Where necessary, to lead on community consultations to ensure activities are implemented without unintended consequences and mitigating community tensions.

– Supporting the teams to develop detailed implementation work plans, to effectively plan carry out assessments, verification and distributions and ensure they are coordinated with other teams (MEAL, logistics, protection).

– Share information about Concern’s activities and intervention and promote good relations and collaboration with other actors working within areas of operation to avoid duplication and ensure needs are identified and met.

– Collaborate effectively with the Emergency Coordinator, Area Coordinators and Officers to support on coordination efforts with local authorities and to secure necessary approvals in a timely manner.

– Participate proactively and contribute in the Food security, SNFI and Cash technical working groups.

– Coordinate closely with the protection team to ensure protection mainstreaming is integrated into all Food Security, emergency and shelter activities.

Reporting and information management

– Oversee the regular updating of implementation plans and track progress to date on outputs and activities.

– Ensures teams are completing distribution reports in a timely manner and that these are stored on share point.

– Ensure that the programme activities tracker is updated in a timely manner by the FS and emergency officers.

– Support the Emergency Coordinator in the preparation of necessary reports such as progress reports (e.g monthly, quarterly reports), annual reports and final reports for donors.

– Support the Emergency Coordinator and Area Coordinators with organizing donor visits, evaluations and programme reviews as necessary.

Monitoring and Evaluation

– Working closely with the MEAL team to ensure the MEAL emergency activity feedback tracker is updated, and with the consultation of the Emergency Coordinator the necessary actions are taken and recorded by project teams.

– Ensure that programme participants are made aware of Concern’s CRM, that the CRM is accessible to programme participants, and closely monitor CRM reports and share with the Emergency Coordinator.

– Lead on organizing focus group discussions with beneficiaries and their community representatives, to help inform project activities and methodologies.

– Work closely with the MEAL team carry out analysis of market assessment, and price monitoring data collected.

Financial Management

– Ensure Cash Flow Forecasts are completed in a timely and accurate manner.

– Support the Emergency Coordinator to oversee Emergency specific budgets and financial management by ensuring that all implementation teams have updated spending plans and track spending closely.

Safety and Security:

– Ensure full compliance with security plans and protocols and that any security/safety-related information is communicated in a timely manner to Security Focal points and other staff as relevant.

General

– Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the Code of Conduct and Associated Policies, security management plan, accountability, etc. Contribute to the implementation of these policies.

– Undertake other programme activities when requested by the Emergency Programme Coordinator, Area Coordinators or/and Senior Management team.
