Job Title: Senior MEAL Officer

Job Requirements:
University education in areas of computer science, social sciences or statistics with large effort on electronic solutions for information management. Training in M&E will be an added advantage.
Relevant previous work experience of at least 2 years in humanitarian or development settings with proven success in designing, implementing and operating project Monitoring systems from project initiation to close-out stages.
Advanced knowledge and skills in Microsoft Excel, including creating tables and forms, trend analysis, using pivot tables, and charting/visualizing data, MS Word, Outlook, Power BI, MS Access and PowerPoint. Knowledge of statistical data processing software (e.g. SPSS) is highly desired.
Experience managing databases including with SQL required; spatial databases (PostgreSQL + PostGIS) strongly preferred
Working familiarity of other programming languages such as PERL, Java, Ruby or .Net preferred
Strong communication and team building skills
Facilitation skills and training experience, taking into account participant feedback
Good report writing skills.
High standard of spoken and written English.
Strong belief in and commitment to human rights and gender equality.

Job Description:
Assessment of information management needs and requirements:
Periodically assess the programmatic need for information management and data collection solutions under Integrated Protection sector
Conduct analysis and mapping to identify gaps in information management
Create responses and solutions to information management needs
Propose, together with T4P/IM Manager, information management solutions
Co-design of information management solutions
Contribution to T4P/IM Manager-led efforts on design of IM solutions, including databases, dashboards, and other solutions,
Design dashboards on Power BI
Information management t
Work closely with MEAL Manager to provide information and advice on monitoring approaches for Integrated Protection-implemented activities, and Work with MEAL and IP Coordinator to ensure all IP data is received on time, verified and centralized into MEAL systems (excl. sensitive data).
Support MEAL Manager with development and coding of the electronic data collection tools for Integrated Protection
Support MEAL Manager and Reporting Officers with analysis of primary data collected in regard to Integrated Protection activities.

Desirable skills in system administration to support with being the system administrator for the Child Protection Information Management System (CPIMS+), providing set up of accounts and troubleshooting support
Training and capacity building:
Train Research and Monitoring Assistants to enable them to collect and submit quantitative and qualitative data. Field travel within this position will be expected in order to maximise success with capacity building.
Train relevant sectoral staff in data collection and use of online data collection tools
Involve in other training activities as assigned by MEAL Coordinator and T4P/IM Manager
Conduct research for new learning/capacity building resources in programme/project monitoring and evaluation and information management
Conduct trainings and capacity building within IP on collection, data management and work with MEAL Coordinator on system strengthening.
Indicator and activity Tracking
Provide support to MEAL Manager and IP Coordinator with developing and maintaining Indicator, activity and distribution tracking Sheets for Integrated Protection programming; liaise with relevant IP Stream leads to collect up-to-date data on indicator achievements
Prepare 4W, beneficiary count and HAO reports, liaise with relevant IP stream focal points for collecting the information required for these reports
Generation of maps and data visualizations using ArcGIS
Support unique ID generation process and ID Card creation
Monitor quality, activity timelines and due dates for deliverables to ensure staff meet internal and/or external requirements and deadlines
Complete projects that require data mining, analysis, and presentation
Identify relevant trends, do follow-up analysis, prepare visualizations
Key Working Relationships:
MEAL coordinator and Manager, IP coordinator, WPE, CP and PRoL teams
Note: – The role of the Snr. MEAL Officer cannot be limited to the specific duties and tasks detailed herein.
