Job Requirements:
The post holder should be able to demonstrate the following attributes:
Excellent verbal and written communication in English, Kurdish and Arabic.
Excellent information technology skills (IT).
Understanding of policies, procedures and regulations for NGO operations in Syria.
Excellent diplomacy, representation and negotiation skills.
Ability to work under pressure with multiple demands and changing needs.
In line with MAG International code of conduct, able to demonstrate professional ethics and experience of working with a high degree of confidentiality.
Highly organized and have a methodical approach to work, must be able to work under pressure and meet tight deadlines. Execution excellence, efficiency, accuracy, flexibility and silent running are key success measures of this role.
Ability to build relationships and management conflict and conflicting priorities effectively.
Job Description:
The Partnership Coordinator will be supporting the Programme Development Manager (PDM) in ensuring that MAG International – Syria Programme has professional relationships with local Government, Humanitarian Affairs Office (HAO), North and East Syria Mine Action Center (NES MAC), iMMAP and other local NGO partners leading on liaison issues. S/he will ensure MAG Northeast Syria legal registration and compliance, as well as effective environment for delivery of activities, to the local Government of Northeast Syria regulations governing international NGO operations and presence in Northeast Syria.
Reporting structure
The Partnership Coordinator will be line managed by Programme Development Manager.
Detailed Responsibilities
Liaison
Under the guidance of the Program Development Manager/CMT, Lead on communication and liaison with the local Government in Northeast Syria.
Responsible for ensuring that MAG International registration in Northeast Syria is renewed and approved timely, including with the HAO
Liaise with key government staff to ensure and advice on understanding of Government approval, reporting requirements and compliance.
Provide support to Liaison Officer for visa and work permits process for expatriates and visitors to MAG International Northeast Syria.
Provide support to HR team in liaising with NES MAC for recruitment of staff.
Provide timely and accurate information/regulations requirements of NES MAC to CMT
Accompany CMT to attend meetings and act as interpreter as required.
Participate in meetings and negotiations with National government bodies in NE Syria (Derik, Shaddadi, Raqqa, etc.), as directed by PDM/SMT
Attend coordination meetings with Government Officials on behalf of MAG Northeast Syria Programme.
Attend coordination meetings with international NGOs, other civil society organizations and Government as required.
Maintain and update database of key contacts with Government Officials, partners of MAG Northeast Syria Programme in Northeast Syria, international NGOs, United Nations, Civil Society Organizations and national NGO partners.
Ensure, in collaboration with Community Liaison Manager Team Leader and MEAL Coordinator, monitoring of Implementing Partners on a regular basis for MAG standards/SOPs through data quality audits, reports reviews, and if possible – scheduled and spot check/verification visits.
Provide support to the Support Services Department in getting approvals for import/procurement of items; ensure the team is updated with the procurement/import regulations in NE Syria.
Government Policy
Keep abreast with the Government Policy framework and implementation, particularly relevant to the humanitarian/development sectors and communicate accordingly to the CMT.
Advise the CD and other CMT members in regards to Government of Northeast Syria policies and processes/requirements relevant to MAG Syria Programme establishment and operations in Northeast Syria.
Keep updated with HR policies relevant to MAG operations in Syria and advise the CMT accordingly.
Maintain Government approval and report tracking system.
Maintain filing system for communications with Government Officials
Provide guidance to the PDM for preparation of program/project reports for submissions to Government.
Perform any other duties that may be requested by the Line Manager.
