Job Requirements:

Mandatory requirements

–        Degree in civil engineering, environmental engineering or similar;

–        Experience in the preparation of construction BoQs and in the supervision of construction or rehabilitation works;

–        At least on year work experience with NGOs or in private or public sector in technical position;

–        Proficiency in the use of Microsoft Office (especially in MS Word, MS Outlook, MS Excel) and designing software (autocad, etc.);

–        Capacity to write well organized reports in English;

–        Fluency in English (oral and writing), Arabic and Kurdish, with the ability to translate if required;

–        Proactive and problem-solving attitude, capability to work autonomously, excellent time management and ability to prioritize the tasks and to work in team;

–        Ability to coordinate efficiently with local authorities and stakeholder, to communicate clearly and to represent the organization;

–        Interest in environmental topics, especially related to sustainable waste management.

Desirable requirements

–        Previous proven experience in health waste management related activities/projects, or generally in waste management projects. In the absence of this specific experience, also a previous experience in the WASH sector will be considered a plus;

–        Theoretical knowledge about sustainable waste management (3R, recycling, disposal methods, etc.) and specifically about health waste management (categorization of waste, environmental and health risks related to it, disposal methods, etc.);

–        Previous experience in setting up health waste zones.

Job Description:

Introduction

UPP is an Italian NGO working in North East Syria since 2015 and is active mainly in the health sector. Together with the local partner the Kurdish Red Crescent, it currently supports more than 30 health care facilities in all NES. Starting from 2019, UPP developed a program for the correct management and disposal of health waste. The program ensures that the medical waste is segregated correctly inside the health care facilities, and then transported to specific areas called Health Waste Zones and disposed properly. The objective of the program is to prevent and reduce the negative health and environmental effects that a mismanagement of medical waste can produce.

The successful candidate will be responsible of ensuring the smooth implementation of the health waste management program in the area of concern (Raqqa/Tabqa/Menbij), including the planning and implementation of the activities, their constant monitoring and the coordination with local authorities and other stakeholders.

List of tasks assigned

In particular, the successful candidate will be responsible of the following.

  • HWM – implementation of activities

He/she is the focal point for the locations assigned (Raqqa: Raqqa, Jurniyeh, Kobash, Tabqa; Aleppo: Menbij, Abu Qalqal, Hemar Lamda. Location to be revised periodically based on needs). For these locations, he is responsible of the following:

1)      HWZ construction

–        Conducting and guiding technical preliminary surveys and assessments to determine new HWZ’s most appropriate location, in coordination with local stakeholders;

–        Ensuring that all assessment data are properly archived;

–        Coordinating with local stakeholders for the construction or rehabilitation of HWZs;

–        Coordination with UPP log for the construction procurement procedures, and support in the technical coordination with the construction companies;

–        Supervision of the implementation of construction/rehabilitation works;

–        Coordinating with other international actors to create synergies (ex. To have other actors rehabilitating HWZs).

2)      HWM system setting up

–        Coordinating with local stakeholders (local authorities, DoH, HCFs) for the setting up of the HWM system;

–        Identifying new HCFs to be targeted based on needs and program’s resources;

–        Identifying Focal Points in each HCFs;

–        Organizing and conduct trainings on HW correct segregation and transportation inside HCFs for the HCFs’ staff and focal points, together with KRC HWM dedicated staff (place of bins and their correct use, internal transportation and storage of waste, etc.);

–        Assessing the needs in terms of HWM equipment of target facilities (bins, trolleys, bags, PPEs, etc.);

–        Based on needs and available resources and in coordination with Wash Coordinator, preparing a plan for the purchase and delivery of equipment for each facility;

–        Preparing equipment purchase requests and following up the process of shipment in coordination with logistic department and relevant project staff;

–        For off-site HWZs, organizing transportation system in coordination with local authorities or other actors when the involvement of municipalities is not possible (ex. INGOs in camp settings);

–        Conduct trainings for workers in charge of the transportation of HW on its correct and safe handling;

–        Conducting trainings for HWZs’ workers on the correct and safe management and disposal of waste inside the HWZ (operations inside the HWZ, correct and safe use of the incinerator, volume reducer and glass crusher, use of the different containers and organic pit, safe and security inside the facility and used ok PPEs, etc.);

3)      HWM system follow up

–        Monitoring periodically through field visit the functioning of the HWZ, giving priority to the newly established one, in coordination with Municipalities and DOLAE;

–        Ensuring that safety and security measures are respected in the HWZs;

–        Monitoring and ensuring that the transportation system is well functioning;

–        Monitoring the HWM system and operations inside the HCFs in coordination with DoH and KRC, in order to ensure that the HW is correctly segregated and transfer to HWZs;

–        Analyzing monthly the monitoring tools (waste tracker and checklist) setting up priorities for the HWZ and HCF under her responsibility.

  • HWM Planning

–        Under the supervision of the Wash Coordinator, collaborating with the other TAs in order to plan the activities of the HWM program, and to plan monthly the work and setting up priorities;

–        Participating in the monthly analysis of the HW monitoring tools in order to set up action points and priorities to tackle the gaps and the challenges in the HWM system at HWZs and HCFs level;

–        Filling up the monthly workplan with the activities planned.

  • HWM reporting and monitoring

–        Completing, in a timely and accurate manner, the part of the monthly report that concerns the geographical areas supervised, describing the activities implemented and the general status of segregation and disposal at HCF and HWZ level;

–        Regularly updating the online activity tracker (trainings, distribution of equipment, works).

  • Other tasks

–        Other tasks if needed for the smooth implementation of the HWM program.
