Job Requirements:

Essential:

  • Bachelor of Science Degree in Human Resources/ Business Management/ Administration/ Protection or equivalent
  • At least 3-5 years’ work experience in Human Resources, and Child protection or Child Safe Guarding
  • Previous Human Resources and Child Protection or Child Safe Guarding experience in INGOs is essential
  • At least 1-3 work experience in Human Resources and/or Protection as a coordinator/manager is preferable.
  • Previous experience in international organization is essential
  • Experience working in a fast paced large scale humanitarian response
  • Strong communication (written and spoken), and interpersonal skills in English is essential
  • Strong training skills – developing modules, presentation and ability to deliver trainings and induction is essential
  • Experience of managing as well as undertaking complex child protection/safeguarding investigations and or disciplinary investigations is essential.
  • Ability to work independently, self-direct or at own initiative
  • Customer service oriented approach for support to others
  • Ability to prioritise and deal with competing demands; work with tight deadlines, and a demanding workload.
  • Experience of a lead role in national advocacy or policy work either in the field of Child Protection/Safeguarding to achieve policy change
  • Experience of building personal internal and external networks.
  • Proven skills in handling and advising on complex people management issues
  • Ability and willingness to extensive travel to different field offices’ sites (40% of time) and work within challenging environments.
  • Awareness of own strengths and weaknesses and evidence of commitment to self-managed personal development

Job Description:

Child Safeguarding Leader and Champion across the area office

  • Lead and coordinate the comprehensive safeguarding risk assessment of programmes and support services in NES Area office, prepare action plan to address these risks and follow up of the same in line with the organization CSG Strategies and standards.
  • Undertake clear, strong advocacy in line with the Child Safeguarding Policy within the area office and implementing partners.
  • Deliver high quality, accessible and reliable support, guidance and capacity to the area office teams in support from the main office.
  • Establish area specific child safeguarding networks to champion local implementation of all child safe guarding issues.
  • Ensure that a mapping of service providers for children is completed in The Organization’s operational areas and local procedures are developed/up to date.
  • Coach and support area office and partner focal points in order to improve Child Safeguarding practice.

Area Office roll-out and maintenance of training programmes

  • Deliver a set of mandatory core training workshops as to enable staff with key responsibilities to undertake their roles and mainstream safeguarding functions.
  • Deliver on-going refresher training and CSG inductions as appropriate
  • Review and strengthen Child Safeguarding systems within the area office, partner agencies, planning and delivering training programs accordingly.
  • Deploy resources of the Keeping Children Safe strategically to ensure that all representatives of the country office maintain The Organization safeguarding standards.

Capacity Building

  • Develop capacity building plan for all staff and partners and provide on-going mentoring and support
  • Serve as child safeguarding lead focal point for the country office and lead on establishment of strong child safeguarding procedures and risk assessment in all programme activities
  • Build the capacity of focal points to be deliver CSG trainings, manage & undertake investigation, receiving and recording reports
  • Strengthen the capacity of CSG team members (direct reports of the incumbent) and HR Officers in delivering CSG Inductions.
  • Ensure updated record of all trainings conducted for the organization staff, Incentive Workers and Partner organization staff.

Child Safeguarding Standards are applied throughout the Area office

  • Coordinate with the Area Office Child safeguarding committee and monitor the overall implementation of the Child safeguarding policy in the area office programme.
  • Conduct a review of Child Safeguarding Policy implementation throughout the area office programme and implement the Child Safeguarding Policy Compliance Action Plan.
  • Ensure that the child safeguarding mechanisms are in place and are subject to continuous monitoring/review.
  • Oversee and enforce follow-up in order to ensure maximum levels of compliance and competence.
  • Identify and utilise opportunities to integrate safeguarding approaches into all aspects of our work
  • Apply critical analysis to ensure that we live up to our commitment to making The Organization safe for children by ensuring that programmes are designed in a safe manner, child safeguarding concerns are reported effectively in line with the policy, acting as the country referral point
  • Ensure that concerns are followed up safely, effectively and efficiently and to the required standards.
  • Provide guidance for the area office Child safeguarding Committee. Where appropriate, personally undertaking Child Safeguarding investigations, sometimes in challenging environments and to rigorous timescales and standards.
  • Collaborating with key teams and processes within the area office to ensure that Child Safeguarding is integrated into all systems

Safe programming and Child Safeguarding Practice promoted across the Area office and key sectors

  • Ensure that all programming is designed, implemented and monitored through a Child Safeguarding lens
  • Ensure that all Child safeguarding concerns are reported effectively and uploaded on the online portal DATIX and proactively followed up to the required standards.
  • Ensure that lessons learnt and management actions highlighted from Child safeguarding cases are followed up
  • Ensuring proper guidance is provided to investigation committees, risks assessments are properly carried in challenging environments and to rigorous timescales and standards.
  • Support staff to take proactive steps to ensure that all programming activity identifies the potential risks and works to eliminate and mitigate those risks.
  • Ensure that the tools and knowledge is made available to managers and that they know how to access support and guidance
  • Support staff to identify potential risks to children in all project activities including workshops and events, plan mitigating measures and assign staff to be responsible for the implementation.
  • Make appropriate use of external opportunities to develop the Child Safeguarding Policy and practice them across the country office, drawing on these experiences to inform and refresh internal policy to ensure that country office maintains its position and standard.
  • Act as an ambassador for Child Safeguarding at all times
  • Role model high levels of professional safeguarding behaviour and maintain the standards required by the Child Safeguarding Policy and Code of Conduct
