Job Requirements:

  • Experience coordinating recruitment and selection processes.
  • Experience providing HR advice to managers and employees.
  • Strong organisational skills.
  • Excellent attention to detail.
  • Ability to prioritise work, meet deadlines and work calmly under pressure
  • Excellent interpersonal skills with the ability to build effective relationships and work with colleagues in a cooperative way

Job Description:

The HR officer will provide support to the implementation of human resources activities in the base office. The HR Officer will be supporting the recruitment of national staff in the base. S/he will be ensuring that the HR policies, procedures, systems and guidelines are implemented effectively in the base office.

Reporting Structure

The HR Officer will report to the Base Manager, with technical reporting to the HR Manager- Syria Response.

Detailed Responsibilities

Recruitment and Selection

  • Support and coordinate recruitment of national staff in the base (Raqqa).
  • Ensure the recruitment planning is updated on a weekly basis.
  • Ensure that ATR is completed, signed and approved prior to initiating recruitment and Job description is prepared by the Line Manager.
  • Support the Base Manager in preparing letter to request of advertisement for vacancies in NES MAC.
  • Responsible to manage online recruitment for support staff.
  • Provide administrative support to the recruitment process that includes contacting candidates, coordinating written tests and interview sessions and ensuring translator is available as per request.
  • Follow up with necessary actions for successful/non successful candidates.
  • Ensure that the reference check is completed.
  • Responsible for ensuring recruitment reports are compiled and filed appropriately.
  • Responsible for development and maintenance of a proper filing system for recruitment documentation.
  • Provide induction on recruitment SOP/procedures to newly recruited managers. Facilitate induction for new staff on a monthly basis.

Contract Management

  • Support in preparing offer letter/ contracts for newly recruited staff.
  • Create tracking of all staff’s contract and remind managers for staff’s ending of probationary period for termination/confirmation.
  • Ensure that Managers are informed and updated on the expiry dates of national staff’s contracts.
  • Ensure national staff completed necessary documents during the first day of the recruitment.

Compensation and Benefits

  • Prepare timesheets for all national staff for payroll purpose.
  • Manage national staff annual leave, sick leave and other leave of absences. Update staff leave on a monthly basis and send to HR Manager.

Induction

  • Responsible for developing, implementing and monitoring the new hire induction schedule while conducting the HR specific induction for all new national staff within one (1) week of employment.
  • Ensure completeness of all policy forms within one (1) week of employment.

Performance Management

  • Coordinate with the HRM and all line managers to ensure performance appraisals take place after the three-month probationary period and on an annual basis. Communication should be sent out one month prior to ensure timely appraisals are submitted.
  • Ensure all performance appraisals are submitted to HRM on an annual basis as per schedule.

Employee Relations and Welfare

  • Report any issues affecting staff morale and performance and well-being to the country Management Team.
  • Act as the first point of contact for all Raqqa employee issues and escalate as appropriate.
  • In consultation with the HRM, advise and take part in national staff disciplinary and grievance procedures to conclusion.
  • Conduct training sessions on MAG Codes of Conduct and policies on an annual basis.

Record Management and HR Reporting

  • Ensure all national (base) staff files are complete and HR documentation is filed according to the filing checklist.
  • Ensure all original staff documents are submitted to the Erbil office for filing.
  • Follow through to ensure all staff has submitted required personal documents and escalate if possible.
  • Ensure the national staff database is up to date, properly maintained and communicated on a monthly basis.
