Job Requirements:

ESSENTIAL REQUIREMENTS

o        Medical degree (doctor or nurse) and/or accreditation in Public Health or being employed for at least two years in health care related positions.

o        Proven experience of community engagement in NES

o        Speaking fluently Arabic and English. Kurdish should be almos necessary

OTHER REQUIREMENTS

Other aspects that will be evaluated are:

o        Experience as trainer or teacher of primary care services. Management of training center is an asset. On site training is an asset.

o        Experience in community medicine and public health activities (specialization and/or master in primary health care management is an asset).

o        Experience in planning and implementation of health programs.

o        Experience in coordination of humanitarian aid projects.

o        Good understanding of the project life cycle management.

o        Excellent capacity to work in team.

o        Proven capacities to plan activities successfully targeting results and objectives.

o        Ability to supervise and/or mentor Community health workers.

o        Experience of planning, organizing and prioritizing work, working under pressure and meeting deadlines.

o        Ability to work under pressure in stressful environments.

Job Description:

DEFINITION OF THE POST

The Medical Advisor for Community Health (MA- CH) will be in charge of developing the Community Health Program, under the supervision of the Medical Coordinator. He/she will be in charge of the design, organization, training modules and monitoring activities of the program.

The MA role is also to advice the Programme Department in the decision-making process and deliver project related documents according to donor requirement, under the supervision of the Programme Manager.

ROLE AND RESPONSIBILITIES

The MA – CH will, in collaboration with the other MA:

o        Establish links between health facilities, people and community organizations under UPP “Right to Health strategy”.

o        Lead Health technical assessments pivotal to develop the CH program, together with relevant UPP departments, local partner and other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of at-risk persons, such as children, women, IDPs’ needs.

o        Develop strategies of communication with communities for UPP Health Programme in NES, aiming at strengthening self-care and resilience of people in need in the areas of program implementation.

o        Coordinate campaigns of community awareness related to the health hazards and health priorities in the different areas.

o        Collaborate with the other MAs to develop at community level the different primary care programs (reproductive health, communicable diseases, child care and nutrition, Chronic diseases, emergency).

o        Plan and organize CH activities involving medical staff and Community Health workers (CHWs).

o        Contribute to the development of an “Area Based Approach” with a particular focus on the network of services and the stakeholders available in the communities.

o        Develop coordination mechanism with local health authorities in order to strengthen health education, coordination and promotion of health rights.

Contribute to the development of training programs (for CHWs, medical personnel or community leaders) such as:

       Basic package of Community health

       Advance specialized package of Community health related to the different programs

       Right to health development at community level

       RCCE strategies

       Accountability and self-care initiatives

o        Coordinate with UPP other department in order to strengthen multi-sectorial collaboration.

o        Monitoring the overall functioning of CH activities in the targeted areas, meeting the challenges and signaling the gaps and solutions to correct them, through regular field visits or by developing and implementing tools for remote monitoring in case physical access is limited.

o        Advising and collaborating with the Project Manager in any demand related to his/her area of expertise.

o        Elaborating and analyzing M&E data for reporting purpose – Supporting the project managers in the reporting activities.
