Job Title: Senior Community Accountability Reporting Mechanism (CARM) Officer

Job Requirements:
The position requires a Bachelor’s degree in research methods, social sciences, communications, economics, epidemiology or relevant field with at least with 03-years work experience in accountability in different aspects. The person should have experience remote management and in remote data collection and data management. Proven report/research writing skills. Demonstrate ability to collaborate closely with abroad range of stakeholders in different geographical locations. Ability to manage quantitative data. Good knowledge of humanitarian standards and codes including SPHERE and HAP. Must be proficient in MS Office software especially Excel, Word and Power point. Fluency in written and spoken English and local languages is desirable..
Job Description:
Under the supervision of the PaQ manager Senior CARM Officer will support on establishing, maintaining and continuously strengthening the accountability system in the organization. S/he will be dealing with day to day accountability feedback that includes handling of complaints as received from beneficiaries. Ensure the complaints are kept confidential and access to that information is in the line with the guidelines. S/he will compile reports on complaints and provide recommendations to the programs and inform the country strategy for improving the response and encourage the community participation and engagement in the CARM system with different approaches, ultimately ensuring every program has active feedback mechanisms and that proper procedures are followed. Regular coordination with NGO partners to ensure the presence of sufficient mechanism for CARM implementation under the direct implementation of the partner. Work with MEL and programme teams to ensure standard accountability tools, methods and guidelines are rolled out.
