Job Requirements:

  • Masters or bachelor’s degree in agriculture, social sciences or any other related field
  • Technical training in agriculture, value chains and market-based approaches, community development, cash transfer programming, small business development and entrepreneurship, or other livelihood interventions
  • Minimum 3 years’ progressive experience in a relevant FSL sector (e.g. agriculture, livestock, value chains and market systems, small business and entrepreneur development, cash for work) with a local or international NGO/agency
  • Minimum 2 years’ experience managing teams and setting individual workplans, for at least 2 direct reports
  • Experience delivering successful training and mentoring of staff
  • Experience in monitoring and evaluation approaches, donor reporting and documentation, and data collection
  • Experience in project cycle management
  • Excellent communication and interpersonal skills
  • High degree of fluency in written and spoken English, Arabic and Kurdish
  • Good computer program skills (esp. Outlook, Excel, Word, Power Point) – Good problem solving and troubleshooting skills
  • Ability to work effectively under stress in emergency situations
  • A sound understanding of the importance of gender, age and disability inclusion in humanitarian work
  • Experience in community-based programming in northeast Syria
  • Experience in overseeing procurement, budget management or human resource management activities

         

Job Description:

  • Lead assessments and surveys to identify target groups, beneficiary selection criteria and collect baseline data for new projects.
  • Work with the FSL team and the program manager to develop detailed, costed work plans for all project components.
  • Lead project planning, kick-off and start-up meetings and workshops with the project team and partners
  • Attend relevant technical working groups and coordination meetings to improve synergies of livelihood program with support of FSL PM
  • Guide and support field teams in organizing stakeholder and community sensitization and mobilization sessions, meetings and events
  • Support the Monitoring, Evaluation and Learning (MEAL) team and FSL team staff in designing monitoring and evaluation plans for the programme areas.
  • Ensure project components are implemented to achieve outcomes and deliverables as per project agreements and contracts, and in accordance with program strategies, policies and principles.
  • Ensure relevant standard operating procedures (SOPs) for all FSL areas are developed, understood and being carried out throughout the implementation by staff and partners.
  • Provide technical support, supervision and coaching to team members, field staff, partners and service contractors to ensure implementation is in line with agreed work plans, SOPs and implementation guidelines.
  • Ensure project implementation is on time, target and budget, using effective M&E systems to reach desired impacts
  • Review project work plans with team members on a regular basis to ensure implementation is on track
  • Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation
  • Work closely with safety and security focal points to ensure field implementation adheres to NES safety and security protocols.
  • Work closely with the program manager and other NES departments to ensure timely support from finance, logistic and procurement, and address any issues or challenges faced by the team.
  • Ensure any feedback from beneficiaries or target communities shared by the team are responded
  • Monitor project implementation through periodic field visits, progress reviews, monitoring and progress reports from team.
  • Ensure robust Monitoring and Evaluation systems and indicators are developed with the MEAL team and FSL team are fully aware and supporting monitoring requirements, including data collection and reporting.
  • Provide information to the program manager for project, donor and NES reporting.
  • Lead broader learning from project components, including documenting best practices, lessons learnt, beneficiary interviews, case studies and capturing field photos/videos
  • Manage and supervise direct reports including setting work plans/schedules and organising staff activities and authorising leave requests.
  • Conduct staff performance appraisals and reviews as per the organizations policies and procedure
  • Lead engagement with local authorities and stakeholders to ensure FSL programming is well coordinated with local actors and necessary approvals in place to implement the project activities
  • Coordinate with other INGOs/LNGOs who implement livelihood and resilience programs in NES to avoid duplication and build synergies among agencies
  • When required, deputise for the FSL Manager to represent in coordination meetings including in food security and livelihood and cash working group meetings.
  • Prepare biweekly programming updates and information during weekly, biweekly and monthly internal meetings for FSL PM to share with cluster partners, local authorities and other stakeholders.
  • Facilitate communication and joint working with other projects and teams to strengthen integration among NES’s work.
  • Engage with focal points from other INGOs/LNGOs working on similar projects/interventions in target project areas to ensure coordination of activities with other actors.

JOB SUMMARY

The Food Security & Livelihood (FSL) Program Coordinator will be responsible ensuring efficient and high quality of FSL projects implementation in NES. S/he will lead and supervise FSL team having officers (as direct reporting line), assistants and Temporary workers. This role will closely work with FSL PM to develop detailed implementation plans for project activities, developing appropriate implementation tools to track progress and monitor the context. This role will be overall responsible for the implementation of FSL activities, delivery of specific donor-funded projects and provide reporting information to the FSL Manager. S/he will also work on FSL staff and partner capacity building, keep coordination with other NGOs, line ministries, humanitarian affairs office and community leaders to ensure coordination of activities, promote work and create synergies. S/he is responsible for providing guidance and support to the staff under her/his management and ensure the team conducts their work according to standards and in line with key relevant guidelines.

Contract period:  Till 31st December 2021 (with possibility to extend)
