IMPORTANT NOTICE for PROCUREMENT

A non-profit, non-governmental organization is implementing a humanitarian aid project and invites contractors to submit offers for the establishment of a one-year Framework Agreement (FWA) for maintenance work on the water and sewage networks inside Northeast Syria Camps.  The number of requested services and supply will depend on needs.

تقوم منظمة غير حكومية غير ربحية بتنفيذ مشروع للمساعدات الإنسانية وتدعو المقاولين إلى تقديم عروض يطلب عروضا لإنشاء اتفاقية إطارية لمدة عام واحد (FWA) لأعمال الصيانة على شبكات المياه والصرف الصحي داخل مخيمات شمال شرق سوريا.  وسيتوقف عدد الخدمات والإمدادات المطلوبة على الاحتياجات.

 

Services will be: الاصلاحات سوف تشمل على سبيل المثال لا الحصر:
Lot 1: In Camp Maintenance – Service – Areesha Camp

Lot 2: In Camp Maintenance – Supply – Areesha Camp

Lot 3:  In Camp Maintenance – Service– Washokani Camp

Lot 4: In Camp Maintenance – Supply – Washokani Camp

Conditions:  الشروط والاحكام

 

  1. The bidding documents (in English and Arabic) may be collected free of charge by all interested bidders at the following address: ACTED office in Al-Qasadiyah neighborhood, Amuda, or can be requested by e-mail at syria.operations@gmail.com
  2. Offers must be submitted no later than 16:00 (local time in Syria) on the 22/09/2021 in One File by email to syria.operations@gmail.com and the Email subject should be RFQ/16MULTI/MULTI/AMM/WASH/01-09-2021
  3. Late offers will be automatically
  4. Bidders may apply for one or more Lots and ACTED reserves the right to contract with one or more companies. Selection will be done by Lot.
  5. ACTED reserves the right to cancel any of the items or Lots listed if necessary, or to adjust the quantities mentioned in the Financial Offer.
  6. ACTED will consider the Unit Price for evaluation purposes.
  7. Two Pre-tender information session and a site visit will be organized:
    • In Areesha Camp: 14:00 (local time in Syria) on 13th of September 2021 – ACTED office in Areesha Camp
    • In Washokani Camp: 14:00 (local time in Syria) on 14th of September 2021 – ACTED office in Washokani Camp

 

Participation of interested bidders to the information session is preferable but not compulsory.

 

  1. ACTED will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation and submission of their bids to ACTED.
  2. Participation in this RFQ is not a guarantee that a contract will be awarded.
  3. A tender opening session will take place in Amman. For bidders interested in participating online (skype) to the tender opening session, please send an email to operations@gmail.com
  4. For all inquiries regarding this tender, please contact the ACTED representative office in Amuda ACTED Office, not later than 15:00 (local time in Syria) on 21st of September 2021 local time in Syria or by E-mail at syria.operations@gmail.com
  5. A 1-year Primary Framework Agreement will be awarded to the most competitive supplier(s) in terms of price and Technical check per Lot. ACTED reserves the right to award one (1) or more secondary Framework Agreements per Lot according to the results of the evaluation. The quantities are indicative and are subject to change.
  6. ACTED reserves the right to ask any further information, details, breakdown, or prices confirmation for delivery at any time of the tendering process.
  7. ACTED will accept one final offer from each company that participates in the Tender. If a vendor wishes to submit an updated offer, after submitting their first offer but before the closing date, this should be clearly marked in the email of the Offer.
  8. Offers shall be submitted through Email to operations@gmail.com. Bidders can use PDF/RAR files, or sending several emails. Offers will not be accepted via Google Drive, DropBox, WeTransfer links, or any similar links, and if the attachments required permission or password.
  9. Offers with e-signature will not be accepted.
  10. Each Bid shall include a unique company name, representative and signature, phone number, and email address. Any similarities could result in rejecting the bid.
  11. Company Stamps should be unique, and the company name should be included in the Stamp, and any information contained in the stamp should be unique to the company submitting the offer.

1- يجوز لجميع مقدمي العروض المهتمين جمع وثائق المناقصة (باللغتين الانكليزية والعربية) مجاناً على العنوان التالي: مكتب ACTED في حي القدادية، عامودا، أو يمكن طلبها عن طريق البريد الإلكتروني على syria.operations@gmail.com

  1. 2. يجب تقديم العروض في موعد أقصاه الساعة 16:00 (بالتوقيت المحلي في سوريا) في 01/09/2021 في ملف واحد عن طريق البريد الإلكتروني إلى syria.operations@gmail.com وينبغي أن يكون موضوع البريد الإلكتروني RFQ/16MULTI/MULTI/AMM/WASH/01-09-2021
  2. 3. سيتم رفض العروض المتأخرة تلقائيًا.
  3. يمكنلمقدمي العروض التقدم بطلب للحصول على واحد أو أكثر من المجموعات و اكتد تحتفظ بحق التعاقد مع شركة واحدة أو أكثر. سيتم الاختيار على حسب المجموعة
  4. تحتفظ اكتد بالحق في إلغاء أي من البنود أو المجموعات المدرجة إذا لزم الأمر، أو تعديل الكميات المذكورة في العرض المالي.
  5. سوف تنظر اكتد في سعر الوحدة لأغراض التقييم.
  6. سيتم تنظيم جلستان لمشاركة العلومات قبل المناقصة بالاضافة الى زيارة للموقع:

الجلسة الاولى : في مخيم العريشة :14:00 (حسب توقيت سوريا) في 13/09/2021 – في مكتب اكتد في العريشة

الجلسة الثانية: في مخيم واشوكاني 14:00 (حسب توقيت سوريا) في 14/09/2021 – في مكتب اكتد في واشوكاني

المشاركة في الزيارة للموردين المهتمين هي اختيارية وليست اجبارية

  1. لن تكون اكتد مسؤولة عن أي تكاليف أو نفقات يتكبدها مقدمو العروض فيما يتعلق بإعداد وتقديم عروضهم إلى اكتد
  2. المشاركة في هذا RFQ ليست ضماناً لمنح العقد.

10- ستعقد جلسة افتتاحية للمناقصة في عمان. بالنسبة لمقدمي العروض الراغبين في المشاركة في جلسة فتح المناقصة، يرجى إرسال بريد إلكتروني إلى syria.operations@gmail.com

  1. بالنسبة لجميع الاستفسارات المتعلقة بهذه المناقصة، يرجى الاتصال بمكتب تمثيل اكتد في مكتب اكتد في عامودا في موعد أقصاه الساعة 15:00 (بالتوقيت المحلي في سوريا) في 4 سبتمبر 2021 بالتوقيت المحلي في سوريا أو عن طريق البريد الإلكتروني على syria.operations@gmail.com
  2. يمنح اتفاق إطاري أولي لمدة سنة إلى المورد الأكثر قدرة على المنافسة من حيث السعر والتقييم التقني لكل مجموعة. تحتفظ اكتد بمنحة الحق واحد (1) أو أكثر من اتفاقيات إطارية ثانوية لكل مجموعة  وفقا لنتائج التقييم. الكميات إرشادية وتخضع للتغيير.
  3. تحتفظ اكتد بالحق في طلب أي معلومات أو تفاصيل أو تفاصيل أو تأكيد أسعار إضافية للتسليم في أي وقت من عملية المناقصة.
  4. تقبل اكتد عرضًا نهائيًا واحدًا من كل شركة تشارك في المناقصة. إذا رغب البائع في تقديم عرض محدث، بعد تقديم أول عرض له ولكن قبل تاريخ الإغلاق، يجب وضع علامة واضحة على هذا في البريد الإلكتروني للعرض.
  5. تقدم العروض عبر البريد الإلكتروني إلى  syria.operations@gmail.com يمكن للمتقدمين استخدام ملفات PDF/ RAR ، أو إرسال العديد من رسائل البريد الإلكتروني. لن يتم قبول العروض عبر Google Drive أو DropBox أو WeTransfer أو أي روابط مشابهة، وإذا كانت المرفقات تتطلب إذنًا أو كلمة مرور.
  6. لن تقبل العروض التي تم توقيعها بالتوقيع الإلكتروني.
  7. يجب أن يتضمن كل عرض اسم شركة مميز، وممثل والتوقيع، ورقم الهاتف، وعنوان البريد الإلكتروني. ويمكن أن تؤدي أي أوجه تشابه إلى رفض العرض.
  8. يجب أن تكون أختام الشركة فريدة من نوعها ، ويجب أن يتم تضمين اسم الشركة في الطوابع ، ويجب أن تكون أي معلومات واردة في الطابع فريدة من نوعها للشركة المقدمة للعرض.
