Duty Station: frequent travel to Deir EzZor, Menbij, Tabqa and Kobane

Job Requirements:

  • Degree in Engineering (civil engineering or construction engineering)
  • Minimum of 3 years demonstrable experience in construction and/or structural engineering in building/structural rehabilitation
  • Experience in monitoring construction and managing contractors to a high standard
  • Proficient in AutoCAD, Etabs and SAFE
  • Familiarity with the minimum shelter and education standards (eg., Sphere)
  • Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
  • Strong negotiation and mediation skills and ability to work independently
  • Excellent communication skills in Arabic, strong written and spoken English
  • Report writing skills and computer proficiency in word documents and spreadsheets
  • Willingness and ability to travel regularly to project sites across North East Syria and to supervise on-site construction activities on a regular, daily basis.

  • Strong sense of security management and willingness to follow security guidelines and regulations

Desirable:

  • Minimum of one year experience in humanitarian organisation focusing on Shelter, School or Health Centre Rehabilitation
  • Advanced in MS Excel

          

Job Description:

Identification and assessment of shelter units and school infrastructure to be rehabilitated

  • Work with the Shelter programme team to develop and refine rehabilitation selection criteria and train the Shelter team including Assistants, Facilitators and Daily Workers on the process
  • Develop a clear work and expenditure plan for all rehabilitation activities and ensure that the programme is implemented within the agreed/approved budget as required
  • Coordinate, review and validate technical assessments of occupied and unoccupied shelter units (unfinished buildings and partially damaged homes), schools or other infrastructure facilities
  • Develop and review inclusive and accessible engineering/structural designs using AutoCAD and relevant structural analysis software standardising designs where possible; prepare and validate bills of quantities that meet minimum standards in line with the Shelter Working Group’s guidelines and Sphere standards
  • Ensure those partially-damaged structures that will rehabilitated can be done so safely so as to ensure the safe structural integrity of buildings in question while also ensuring reconstruction, demolition, decommissioning and debris management is in line with local regulations and best practice
  • Ensure the views and needs of relevant beneficiaries (local authorities, community leaders and communities) are incorporated into technical assessments and BoQs while also ensuring Housing, Land and Property issues are resolved ahead of rehabilitation works.
  • Lead, with support from the Area Coordinator, the resolution of any conflicts that may arise between the contractor, home-owners, landlords, local authorities and other stakeholders as required.
  • Ensure any relevant protection cases found during assessments are referred through our internal referral process
  • Participated in procurement committees, in particular by conducting technical reviews of quotations and bids received
  • Coordinate with local authorities, ensuring all necessary approvals (including Memorandums of Understanding) are obtained.
  • Participate, when requested, in relevant cluster meetings and working groups, embracing any procedural changes that arise.

Oversee construction and rehabilitation

  • Ensure that all construction and rehabilitation works are carried out in a safe and responsible manner; ensuring the contractor complies with best practices to ensure safe and responsible construction sites including adherence to Concern’s internal guidelines on Health and Safety.
  • Conduct regular site-monitoring visits to assess, record and supervise the progress and quality of construction activities; ensure adherence to agreed standards and processes, highlighting any issues and examples of good practice through regular reports to the Shelter Programme Manager and Area Coordinator
  • Provide technical input and training to Assistants, Facilitators and Daily Workers in the general supervision, progress of construction activities and control of quality of materials and workmanship; develop and implement tools to capture progress, quality and safety on site and ensure field teams are reporting correctly
  • Prepare all the supporting documentation for payment to contractors.
  • Produce weekly progress reports on the construction activities, highlighting any risks, deficiencies or issues clearly
  • Support Concern’s M&E teams to develop suitable monitoring tools, methodologies and implementation programmes to assess the effectiveness of rehabilitation activities undertaken. Technical support to WASH teams
  • Provide technical assistance where required to the WASH team in civil engineering works required for ongoing or planned water station/network/tower/points and sanitation rehabilitation activities in camps, host communities and schools in term of the needs assessments and supervision of works

Other duties

  • Monitor the construction market for volatile material prices and highlight any potential risks to the Shelter Programme Manager
  • Ensure all BoQs, price estimates and assessments are treated as confidential documents and shared only as appropriate as per Concern’s procurement guidelines
  • Communicate clearly with the Shelter team and highlight any potential risks to the Shelter Programme Manager as soon as they arise
  • Adhere to the standards of conduct outlines in Concern’s Code of Conduct and associated policies; support and promote the standards outlined in the these policies to colleagues, partner organisations and beneficiaries, and be committed to providing a safe working environment.
  • To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programmes.
  • Support Concern’s work in Syria by undertaking other tasks as appropriate and required.
