Education and experience:

–        University Diploma in relevant field.

Professional Competencies Required:

–        Security assessment/review experience and analytical skills

–        Good written and spoken language English is essential

–        IT skills (information search software), including the use of different communication devices, computers, mapping software etc.

–        Knowledge regarding North East Syria security dynamics and challenges & Understanding about the regional context

–        Experience of working with INGOs

–        Ability to work under pressure and in response to changing needs

We offer

The organization will offer the successful applicant a 4 months contract, renewable dependent on both funding and performance.

Desirable starting date is End of August 2021.

and be willing and able to work in Amuda. The Job will require temporary displacements in the region for training purposes, to cover gaps or if additional support to the team is require (Hassake, Raqqa or Deir Ezzor governorates)

Salary and conditions will be according to salary grid. Minimum 1487 USD/month + (allowances).          

Job Description:

Under the line management of the NES HASM, the Risk manager is responsible for:

Ensuring continuous access to the field for HI’s activities, improving the access of HI to newly accessible areas by negotiating with the relevant stakeholders, monitoring of the humanitarian situation, support to security management, and information management for context and security.

 HIERARCHICAL RELATIONSHIPS

Line manager:                Humanitarian Access & Security Manager Northeast Syria (HASM NES)

Line manager+1:           Humanitarian Access & Security Manager Syria (HASM Syria)

Team managed:             HI Security Guards

Duties and Responsibilities

  • Monitoring the overall military, political, social and economic context in NES;
  • Contextual and security situation follow-up;
  • Building and maintenance of a strong and impartial network under monitoring of HASM;
  • Under delegation of the HASM, representation of Organization towards humanitarian coordination stakeholders, authorities and partners;
  • Participation in internal coordination meetings concerning context and operational issues;
  • Daily media reporting and weekly context reporting;
  • Monthly reporting and compilation of reporting;
  • Preparation / revision of external and internal communication documents as requested;
  • Act as a constant link between teams to ensure a proper understanding of Organization values, core and mandate;
  • Act as a constant link between the Organization operational strategy in North East Syria (NES) and the Organization stakeholders, authorities and partners to ensure a proper understanding of Organization values, core and mandate.

TASKS DESCRIPTION

CONTEXT MONITORING

  • Daily monitoring of local media (Arabic / Kurdish) and daily report on key news headlines related to the NES context. Summarized translation of key articles when relevant
  • Regular monitoring the overall military, political, social and economic context in NES
  • Alerting Organization’s security managers (HASM NES, HASM Syria, Hub Manager, Area Managers) without delay of all security incidents or threats which could have an impact on personnel’s security and/or Organization’s affairs
  • Provision of an adapted context/security briefings to all new arrivals, including: new national staff, new expat staff, new visiting expat staff. (including collecting signature of Security rules)
  • Provision of a summarized security / context briefing in the weekly / monthly team meetings.
  • Active participation in internal strategic workshops and planning meetings, with inputs on the population needs, gaps, presence of other actors, and other contextual factors
  • Under the supervision of the HASM NES, development of contacts with local stakeholders on a regional level (civil society, civil and military authorities, local NGOs, local authorities, etc.) in order to obtain all the information and agreements necessary for the integration of Organization’s programs in the local context

SECURITY MANAGEMENT

  • Prepare training materials and provide trainings to Organization staff on Organization’s security procedures, on standards security SOPs, and on other relevant security topics (e.g. use of sat phones and GPS tracking devices, safety precautions in areas contaminated with ERWs, safe driving practices, etc.)
  • Drafting and/or reviewing the security packs (security plans, annexes, SOPs, etc.) in coordination with the HASM NES.
  • Advise HI’s security managers (HASM NES, HASM Syria, Hub Manager, Area Managers) during crisis management and resolution of security incidents.
  • Perform internal checks on the respect of security procedures and provide recommendations to the concerned managers.

EXTERNAL COORDINATION

  • Participation in external coordination meetings
  • Facilitation of HASM NES representation towards high-level local stakeholders (political leaders, military leaders, local NGO leaders, etc.) in the respect of Organization’s image and principles.
  • Carrying the humanitarian advocacy/lobbying messages of Organization mandate.
  • Under the supervision of HASM NES, ensure external communication documents are updated and participate to the writing, review and translation of key documents towards external partner and authorities

GUARD MANAGEMENT

  • Directly supervise guards in HI bases across Hasakeh, Raqqa, and Deir e-Zor, include recruitment, performance evaluation, and dismissal
  • Collaborate with Humanitarian Access & Security Officers on the monthly planning of the guards
  • Ensure that guards are performing their duties
  • Ensure to provide all needed equipment to guards and their facilities (torch lights, batteries, cameras)

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
