Position Summary

The Access and Partnership Officer – Deir Ez Zor will be mainly responsible to: Engage local stakeholders on access related components about Program, share safety and operations updates with OSU team and Head of Office – Sur, and Program Managers, support in identification of emergency needs and resilience building opportunities in coordination with MEAL, PMs, OSU and Head of Office – Sur, in Deir Ez Zor governorate. On request, monitor Program Implementation through local partners in Coordination with Grants and Partnerships Coordinator and Program Manager

 

Tasks and Responsibilities

  • As guided by Line manager and OSU, represent the org Syria at local NGO security network and access meetings in targeted locations and ensure information from these meetings is disseminated to line manager and relevant staff.
  • Build ongoing networks for sharing security and access information with line manager and OSU for processing and analysis.
  • Professionally represent the org when performing liaison tasks in target locations.
  • Establish positive relations with authorities, community leaders and tribal representatives, emergency services, and other key stakeholders in target locations.
  • Build and maintain positive collaborative relationships with staff from project local partner organizations.
  • Proactively ensure that the reputation of the org is promoted and report and address any potential reputational challenges.
  • Ensure good communication and coordination between local partners, local stakeholders, and relevant staff.
  • Document and submit weekly and monthly reports with programming updates as needed.
  • Update the access management spreadsheet promptly and share it with the OSU weekly.
  • Support the OSU in developing stakeholder mapping for Basira, Thiban and other east-line locations.
  • Report security incidents and access challenges to the OSU promptly and provide relevant analysis and advice.
  • Collaborate with the logistics and procurement teams to ensure that security and access considerations are in place during the transportation of supplies, goods (by vendors), assets, and personnel.
  • Coordinate with other humanitarian agencies, and authority bodies to share relevant security and access information.
  • Support in identification of immediate humanitarian needs in target communities and relay information to line manager, MEAL Team and Program team.
  • Support MEAL in conducting multi-sectoral needs assessments in target locations.
  • Ensure quality of programming delivery by local partners conforms to programming standards.
  • Advise Management on implementation modalities.
  • Support in identification and engaging of local partners on ground with good acceptance and experience in targe communities in coordination with Grants and Partnership Coordinator as well as line manager.
  • Participate in new projects kick-offs for local partners, ensure local partners rollover kick offs of new projects with targeted communities’ stakeholders, and update line manager, Grants and Partnership Coordinator, PMs and management on a monthly basis.
  • In Coordination with MEAL Team, monitor local partners projects implementation (Including: checking against their detailed implementation plan, procurement, and staffing plans), engage them to find out the challenges faced, share challenges with HOO, Grants and Partnerships Coordinator, and management as well as being part of solution to the challenges identified.
  • Coordinate meetings with local partners’ field focal point(s) in target areas, take minutes and document action points, and ensure that all actions points are addressed by following-up and coordinating closely with both the programs and operations team, and that documentation is updated and relevant.
  • Provide monthly update reports to HOO and management on the community engagements, local partners implementation updates and challenges faced.
  • Support the gathering and development of communication materials (for internal and external use), including photos, stories, case studies, and infographics to present information related to programs and context.
  • Support Program Development and Reporting Manager, and PMs to produce high quality, engaging, and relevant donor reports, Working Groups, and external communications on programming in a timely manner from the targeted communities; liaising closely with other teams to ensure good coordination.
  • Represent the org when dealing with sub districts HAOs and relevant local authorities, councils, departments committees, Communes, other organizations, and Local NGOs within the East line area in liaison with Access and Liaison officer (DRZ) and OSU, and Line manager (HOO – Sur).
  • Ensure all relevant parties are kept informed of activities as appropriate.
  • Perform any other duties as assigned by Line manager and or management.

 

Required Qualification, Skills and Experience

  • Bachelor’s degree in humanitarian studies, development, international affairs, or a related field.
  • At least 3 years of experience in access, project implementation or humanitarian coordination in the field, experience working with and coordinating with local partners
  • Excellent communication skills (English and Arabic).
  • Ability to coordinate and manage staff, being a strong team player.
  • Ability to engage with local authorities on challenging issues.
  • Ability to work with a multi-cultural team.
  • Work experience in Sur, Thiban, Baseera and East Lines locations.
  • Negotiation and representation skills.
