  • Minimum of 3 years’ work experience in health/medical fields, preferably in the NGO sector or UN agencies
  • Fluent in English and Arabic (Writing, Speaking, and Listening).
  • Computer literate with significant experience in using Microsoft Office (Word, Excel, and Power Point).
  • Excellent interpersonal communication skills and possess the stamina to work under pressure.

Job Description:

         Directly supervise and technically supports work of health program, Clinic Teams, incentive staffs or/and MMUs in supported facilitates in NES (Raqqa Hospital, Pediatric Hospital, Kesrah Hospital, Kobane hospital, Tabqa Hospital, Tal Bayder PHCC, and any other supported PHCC and hospital in NES).

         Management of the day-to-day operations of the practice, ensuring staff achieve their primary responsibilities effectively and in a timely manner.

         Conduct regular field visits to follow up on the implementation of the program work plan.

         Prepare, coordinate and review / edit proposal input of programs, typically involving area of support, facilities, beneficiaries and targets… etc.

         Day-to-day direct line management of the following incentive staff: patient services supervision (for medical and non-clinical matters), and all administrative.

         Monitor the quality of services for supported facilities and mobile medical clinic activities, through close monitoring of data and ongoing performance analysis of programmatic action.

         Conduct monthly meetings with clinic staff to review progress, conduct track, and off-track assessments, and submit reports to the CD.

         Conduct Training Needs Analysis for all employed and incentive staff. Ensuring all have the appropriate level of training to enable them to carry out their individual roles and responsibilities, including information governance and co-ordinate training and identifying suitable courses.

         Act as focal point for the training and other capacity building activities in the part of the health program assigned for his/her supervision.

         In coordination with the health team and the CD, develop and or revise data collection, monitoring, evaluation, and reporting tools as necessary and according to needs.

         Compile reports and submit weekly/monthly technical reports to the CD.

         Responsible for medical team development and capacity-building Training.

         Responsible for the implementation, management, and supervision of the assigned health projects in line with the activity plan of the project proposal and national and international guidelines, Work closely with program team members and incentive staff ensuring all tasks are completed accurately and delivered with high quality and in a timely.

         Ensure smooth working relations between MOs and health teams in the clinics or/and MMUs in NES.

         Conduct regular field trips to clinics hospitals and other health facilities for support and supervision and Assess health facilities when necessary. In addition, other program supports in the field.

         Identify new locations of displaced venerable population people in the geographic area to extend services by the mobile team.

         Inform in timely manner the Line Manager or CD/DCD on program situation development, program changes, needs, arises issues and tendencies inside the part of the health program designated for his supervision in the field.

         Develop a medical training plan for the supported facilities as needed, and help arrange meetings and training by arranging venues, stationery, etc. as requested.

         Organize detailed reports on the exercises and upload them to DHIS software at the specified times.

         Act as focal point between clinic teams and/or MMUs for requesting assessments; follow up on reporting issues, etc.

         Insure timely reporting on medical and other issues from the designated health field and assisting MOs in organizing collection of relevant data and other health information.

         Ensure the quality of the health program, with reports being made to the relevant field managers. Provide input into integrating beneficiary participation in all aspects of the project.

         Act as focal point for supported facilities to contact on HR, supplies, security, etc.

         Liaise with health facility Coordinators to follow up on staffing changes and documentation required for HR processes (including documentation, IDs, photographs required for BI check, etc.)

         Assist MOs in preparing updated database of all incentive staff for all MRFS supported facilities.

         Collecting and auditing data from the supported centers and uploading them to DHIS.

         Overseeing the data collection process to meet requirements, deadlines set by the organization and external partners and reviewing, and uploading data to DHIS Working closely with the data officer ensures quality and deadlines for reports and data analysis.

         Inform Line Manager or CD/DCD on staff changes, contracts and staffing lists for payroll purposes and share the changes in incentives with the HR department and keep an updated list of staff.

         Attend meetings with various humanitarian actors as requested by the Program Manager and/or DCD.

         Assist in arranging meetings and training by arranging venues, stationery, etc. as requested by the Program Manager and DCD.

         Compile weekly health reports including EWARS report.

         Ensure quality check of the requested and provided items in coordination with the procurement team.

         Ensure availability national guideline and operating procedures in the mobile units

         Provide or coordinate training for mobile staffs.

         Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned health team, the organization in NES and health managers and advisors and other relevant stakeholders (e.g. beneficiaries, local and national government officials, UN agencies and other NGOs).

         Following standard operating procedures of the Medical Section, which are based on World Health Organization and Centers for Disease Control recommendations.

         Assist in preparing and reviewing medication supplements lists and ensure receiving the required medications with the right specifications from suppliers.

         Arrange to receive shipments of medicines, equipment, and consumables and follow up their inventory with pharmacists according to, Waybills, Donation Letters, transfer forms to signed from Health Committees and facilitates coordinators.

         close coordination with CD and Program manager to conduct health assessment for new facilities.

         Work with MOs on raising PRs/WOs/ and following up with Logistic team.

         Share medication consumption schedules from all facilities with the pharmacy officer.

         Assist the program manager in setting the goal and budget and projections for the projects period.

         Adhere to MRFS Code of Conduct and internationally accepted humanitarian principles

         Follow all MRFS rules and regulation including security clearances before travel.

         Assist other medical team members whenever needed.

         Attend scheduled program meetings.

         Any other tasks as requested by CD or other designated person.
