Job Requirements:

Requirements

Degree in Civil Engineering (general or construction engineering)

Previous experience in construction and/or shelter rehabilitation or other relevant private sector construction experience.

Previous experience in working on engineering software, AutoCAD, ETABS, SAFE, and Robot is desirable.

Experience in monitoring construction and managing contractors is desirable.

Previous experience in humanitarian organisations.

Familiarity with minimum shelter standards (eg., Sphere)

Excellent communication skills in Arabic,

Excellent written and spoken in English

Willingness to travel regularly to project sites across North East Syria and to supervise on-site construction activities on a regular, often daily basis.

Commitment to humanitarian principles and values

Strong sense of security management and willingness to follow security guidelines and regulations

Job Description:

Identification and assessment of shelter units and schools to be rehabilitated

Work with the Shelter and Education programme team to develop and refine shelter and school rehabilitation selection criteria.

Undertake technical assessments of occupied and unoccupied shelter units (unfinished buildings and partially damaged homes) and schools (primary and/or secondary); prepare bills of quantities for rehabilitation that meet minimum standards in line with the Shelter and Education Working Group’s guidelines and Sphere standards.

Develop engineering/structural designs using AutoCAD and other relevant software of the building, or parts therefore, to be rehabilitated/constructed whih will be included in the scope of the works.

Ensure those partially-damaged structures (schools and shelter units) that wll rehabilitated can be done so safely so as to ensure the safe structure integrity of buildings in question while also ensuring reconstruction, demolishing, decommissioning and debris management is in line with local regulation and best practice.

Review technical assessment and BoQs prepared by other members of the shelter/Education/WASH programme team.

 Participate in procurement committees, in particular by conducting technical reviews of quotations and bids received.

Ensure all BoQs, price estimates and technical assessments are treated as confidential documents and shared only as appropriate as procurements guidelines.

Ensure the views and needs of relevant beneficiaries (local educational authorities for schools; homeowners, landlords and resident families) are incorporated into technical assessments and BoQs.

Participate in the resolution of any conflicts that may arise between the contractor and other stakeholders (in the case of schools with local education committees and for shelter units with the home-owners, landlords and resident families) as required.

Lead the assessment process for IDPs in informal settlements, to understand the scope of work in which and undertake in informal settlements. This will be to support with the development of an assessment tool and response planning for informal settlements.

Oversee construction and rehabilitation of shelter units and schools

Ensure that all construction and rehabilitation works are carried out in a safe and responsible manner; ensuring the contractor complies with best practices to ensure safe and responsible construction sites including adherence to internal guidelines on Health and Safety in WASH and, if applicable, agricultural rehabilitation projects.

Oversee interventions for shelter activities in informal settlements.

Conduct regular site-monitoring visits to assess and supervise the progress and quality of construction activities; ensure adherence to agreed standards and processes; highlighting any issues and examples of good practice through regular reports to the Structural Engineer Officer and the Shelter team.

Provide technical input in the general supervision, progress of construction activities and control of quality of materials and workmanship.

Prepare all the supporting documentation for payment to contractors.

Produce weekly progress reports on the construction activities.

Support Concern’s M&E teams to develop suitable monitoring tools and methodologies to assess the effectiveness of rehabilitation activities undertaken.

Technical support to WASH and Education teams

Provide technical assistance to the WASH team in civil engineering works required for ongoing water station/network/tower rehabilitation activities, in line with WWG minimum standards

Provide technical assistance to the education team in terms of school rehabilitation to ensure to meet INEE minimum standards

Provide technical guidance to the informal settlements shelter rehabilitation interventions.

Other duties

Adhere to the standards of conduct outlines in the Programme Participant Protection Policy and  Code of Conduct.

Support and promote the standards outlined in the Programme Participant Protection Policy and Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.

To contribute to the establishment of preventive measures to reduce the potential for abuse in  programmes

Support  work in Syria by undertaking other tasks as appropriate and required.
