Job Requirements:

Qualifications and Education (required):

  • University degree in Psychology, Social Work, Counseling, or related mental health discipline;
  • Previous experience with international or local NGOs;
  • Experience in direct PSS service provision and working directly with humanitarian beneficiaries;
  • Experience providing Case management activities, including peer support groups, to survivors of torture and war violence strongly preferred.
  • Able to handle confidential and sensitive information;
  • Excellent communication skills;
  • Strong interpersonal and intercultural skills;
  • Excellent negotiation and relationship management skills, with the ability to proactively problem solve and find solutions;
  • Demonstrates initiative and is comfortable working in a group, as well as independently;
  • A demonstrated commitment to high professional ethical standards and humanitarian values;
  • A strong commitment to human rights and to international standards relating to human rights, including gender equality and child protection;
  • Proven ability to calmly, professionally, and successfully manage multiple priorities;

Job Description:

The Case Management Officer will be based in Qamishli with potential travels to regions of northeastern Syria. The Case Management Officer will work under the administrative supervision of the Project Manager (PM) and the technical supervision of the MHPSS/CM TA. S/He will provide advanced Case management activities and advanced care for Child protection, gender-based violence, and urgent and sensitive cases. The worker will ensure participant-centered services are provided, ensuring proper safety planning and referrals are provided when needed. The worker will assist with program implementation, ensuring that CM activities will be implemented in top-notch technical standards, in line with the project work plan, and under HAI and the donor’s standards and requirements.

Essential Duties and Responsibilities

  1. Project Technical Implementation Support [80%]:

o   Identify individual cases through regular presence in the Detention centers in northeastern Syria and HAI Organization of assignment and in the community and accept referrals from other agencies and community partners;

o   Providing technical and clinical support and supervision to partners

o   Conduct initial (rapid) assessments for individual cases and prioritize them according to risk level, including psychosocial assessments of vulnerable cases that take into account environmental, emotional, behavioral, and social factors as well as resources and strengths that impact the individual well- being.

o   Develop case plans that respond to the needs addressed in initial and comprehensive assessments and seek support of supervisor when necessary, including conducting home visits to assess the living conditions of the client, when needed, with her/his informed consent;

o   Regularly follow up to ensure all services and action points listed in the case plan are carried out within agreed time frames;

o   Ensure that case plan progress is regularly reviewed;

o   Regularly monitor and support survivors through guidance, advice and emotional support, and referrals;

o   Work with supervisors and managers to arrange case meetings for complex cases and ensure survivors, especially children, receive multidisciplinary support;

o   Manage cases in line with existing SOPs, adhere to standard documentation processes and follow best practice guidance;

o   Regularly document cases and using case notes and other agreed upon forms, update databases to ensure a comprehensive record of the case;

o   Ensure that data collection and storage respect data protection protocols and confidentiality principles.

o   Advocate with different institutions and services providers to help the clients to access needed resources and services and ensure good coordination with relevant service providers;

o   Implement and ensure, often in partnership with local stakeholders (NGOs, National Society) and within the collaboration of the Case Officers, proper follow-up of the educational activities and specific community events for the benefit of the children, their families and the community;

o   Monitor and follow up the outcome of the assistance provided;

o   Be available to provide basic emotional support for urgent cases;

o   Ensure that data protection protocol is respected;

o   Be available to participate in meetings and trainings in and outside the centers including case management meetings and case conferences meetings or any other meetings when required by the Protection Expert and/or Project Manager;

o   Perform any other reasonable duty as required by the PM;

o   Ensure maintaining high confidentiality of information, up to date documents, including processes and verification.

Project Administrative Implementation Support / Communication [20%]:

o   Reporting: Submit regular reports to the project manager/the MHPSS/CM TA “Technically” about CM activities and assist in the development of monthly and other periodic reports.

o   Collect and document feedback from the field on the implementation of the methodology, including challenges and lessons learned. And regularly monitor the needs of targeted populations and ensure the technical appropriateness of the response. And Support and coordinate the mapping of resources and referral options useful to respond to needs at different levels.

o   Collaborate closely with project team to continuously assess status of services implementation against project work plan and implement appropriate steps to ensure project is on track in meeting deliverables.

o   Internal Coordination: Collaborate with Multidisciplinary teams within HAI to ensure that available for CM activities in a timely manner (internal referral pathways, joint assessments, collaboration in the field).

o   Ensure compliance with HAI policies and protocols of confidentiality, respect and safety.

Working as part of a multidisciplinary team alongside, lawyers, social workers, and CM teams.

  1. Visit field: To carry out the tasks and duties of the above position, the position may require 90 % travel to various project locations or travel to the governorates of the Kurdistan Region

Other duties, as assigned by PM and the Sr. MHPSS Coordinator required by the interest of the project within the framework of the duties of the position.
