An international organization is looking for a Position of

Medical Manager

 

MAIN RESPONSIBILITIES

The Medical Manager is a member of the senior management team at the base and will support/coordinate with LHA for implementing and overseeing health and nutrition interventions in all supported PHCs in Raqqa governorate. The Medical Manager will support the Medical Coordinator in carrying out health needs assessments, surveys, developing new project proposals, and drafting donor reports. The Medical Manager will be responsible to improve the Health Management Information System (HMIS) and pharmaceutical management system. He/she will manage the health team in Raqqa and will attend all internal and external meetings.

  • Technical report to: Medical Coordinator.
  • Base: Position will be based in Raqqa

TASKS DESCRIPTION:

 

KEY AREAS OF ACCOUNTABILITY:

  • The Medical Manager will oversee the health and nutrition programs in Raqqa governorate of Northeast Syria.
  • He/she will support the Medical Coordinator in fundraising by preparing new project proposals, budgets, work plans, other related project documents and donor reports.
  • She/he will take the lead in carrying out health needs assessments and surveys in Raqqa governorate in close coordination with LHA and other program and support units (MHPSS, Security, Logistics) of MDM and provide the necessary support to the Medical Coordinator in finalizing assessment reports.
  • She/he will be responsible for ensuring, at the field level, that medical/clinical services are implemented in an integrated and coordinated manner to ensure the quality of care according to the standardized protocols and guidelines.
  • Along with the Medical Coordinator, propose any revision, update and adoption of medical protocols, service provision, and partnerships.
  • She/he will provide continuous inputs/support to the country coordination team to ensure that the different components of the program are consistent and in line with the health needs of the population.
  • She/he will work closely with the HMIS (Health Management Information System) team to ensure receipt of accurate and high-quality correct data from all PHCs, maintenance of the HMIS database on monthly basis, regular data analysis and generation of reports and ensure all updates have been shared with the medical coordinator in a timely manner.
  • She/he will work closely with the Pharmacy manager and team to ensure a correct forecast of the quantity of drugs for procurement and that all consumption and stock data have been maintained correctly at both PHC and field office levels.
  • She/he will support the medical coordinator to prepare the Epidemic preparedness and response plans(EPRPs) for epidemic-prone diseases and contingency plans for human-made and natural disasters and to keep these documents updated.
  • She/he will responsible for generating quality periodic reports to be shared internally and donor reports.

  1. Team Management:
  • Medical manager will manage, monitor, and supervise all project medical team members in close coordination with the Field Manager and Medical Coordinator and delegate tasks when needed.
  • She/he will evaluate the competency of the staff under his direct supervision; build their capacity accordingly with the support and guidance of the Medical Coordinator and the field manager.
  • She/he will organize the team’s annual holidays and plan for replacements.
  • She/he will focus on the capacity building of the MdM team and will also identify the training needs of the medical and paramedical team in PHCs, will conduct or organize training and will develop a training report at the end of each training.
  • She/he will provide technical support and on-the-job training to healthcare workers in all PHCs on a regular basis
  • She/he will conduct periodic and ad-hoc staff meetings and report to medical coordinator about the latest developments/updates.
  • She/he will organize and conduct a technical monthly meeting with the implementing partner and the organization-supported Health Facility to guarantee continuous follow-up and support.
  • She/he will participate in the recruitment and performance evaluation process of the team under her/his direct supervision and with partners
  • She/he will report any HR issues to the line manager and support the team in conflict resolution by engaging the Admin coordinator.

  1. Reporting

Below are some of the reporting responsibilities of Medical Manager:

  • Instant information sharing with the line and technical manager about an influx of IDPs; new camps; or any context updates.
  • Review the weekly/monthly data and share information immediately with the medical coordinator regarding any outbreak or epidemic in supported health facilities and catchment areas.
  • Receive morbidity data of implemented services on monthly basis; review; analyze and submit to the medical coordination team
  • Receive monthly reports from the medical team data collector.
  • Provide a monthly report to Medical Coordination, detailing activities done, supervision, training given, assessments undertaken etc.
  • Report the activities conducted by community health workers regarding Health and nutrition on monthly basis in coordination with the MHPSS team
  • Submit minutes of the staff meetings done with the teams
  • Report PHC visit feedback to Field manager and the Medical Coordinator
  • Report any security-related issues to the Field manager/coordinator.
  1. Quality Management
  • Promote and use the organization’s guidelines, protocols, and operating procedures.
  • Implement relevant policies and standards relating to health service delivery including WHO and UNICEF standards, Ministry of Health and donor guidelines, and other good practices.
  • Participate as requested in the organization internal workshops and training sessions to keep up with changing trends, new guidelines, and best practices.
  1. Communication & Coordination
  • As relevant, behalf of the Medical Coordinator will attend and represent the organization in medical technical meetings and workshops (such as WHO, HSWG, Nutrition Sector group, MHPSS Sector group, etc. and technical bilateral meetings) at the governorate level.
  • Maintain regular contact with other medical NGOs and organizations, through meetings, training, workshops, etc at the governorate level.
  • Attend technical team meetings and coordination team meetings.
  1. Logistics
  • Manage the correct and timely ordering of all necessary medicines, supplies, and equipment for the assigned health activities, ensuring minimum stocks are maintained and items are distributed correctly
  • Work closely with the Mission Pharmacist and the Medical Team to monitor the rational prescription of drugs, and monthly consumption correlated to morbidity data, to ensure that Pharmacy management is done according to international standards.

  1. Other
  • Keep the Organization team informed on any issues related to logistics needs for the medical teams in the PHC
  • Supporting operational organization of PHC trips and organization programs/activities
  • Translate verbally and in writing when necessary.
  • Participate in internal meetings.
  • Integrating gender equality measures at the field level
  • Coordinate closely with the MHPSS team to ensure MHPSS is implemented in an integrated manner with health, conduct field/PHCs joint visits with MHPSS focal persons and CHWs monthly meetings with the health facility manager and case manager.
  • Any other related ORGANIZATION tasks as assigned by the supervisor/line manager.

PROFILE:

  • University degree in Medicine (MD) is essential. A master in public health will be an asset.
  • At least five years’ experience in implementing similar projects in any NGO environment.
  • Ability to work effectively, under pressure, and with short deadlines with Minimum Supervision
  • Experience in supporting emergency response by deploying or providing remote support as needed.
  • Arabic and Kurdish mother tongue. Fluent English is required for the position.
  • Advanced knowledge of Excel, MS Office, PowerPoint, and Outlook
  • Flexibility, reactivity, anticipation, adaptability.

  • Good organizational skills.
  • Good computer and reporting skills.
  • Good communication skills.
