Job Requirements:

University or institute degree

EXPERIENCE and SKILLS

BA/S degree in research methods, social sciences, communications, economics, epidemiology, related education sector or other relevant field required.

Commitment to working together with partners and training and developing capacity in community accountability or participatory processes is required;

3+ years of experience in developing and implementing CFM systems

Minimum three (3) years’ experience in Accountability in different aspects.

Demonstrated ability to collaborate closely with a broad range of stakeholders in different geographic locations, experience with remote management or monitoring a plus;

Ability to manage quantitative data while not losing sight of the bigger picture and meaning;

Active knowledge of humanitarian standards and codes, including SPHERE, HAP is an asset;

Familiarity with the MS Office software (i.e. Word, Excel, and PowerPoint) is required;

Arabic and English language written and spoken is essential.

Success Factors:

Ability to travel to all the program areas and any other areas in north and north-east of Syria.

Proven ability to learn quickly, take initiative, and be accountable for results

In addition to a strong technical background in Accountability, the ability to multi-task, innovate, and effectively communicate key information in support of changing program activities is necessary.

A willingness to take initiative, creatively solve problems, juggle multiple priorities under pressure, and to calmly and diplomatically deal with unexpected and sudden events impacting program operations is also essential.

Sensitivity to multi-cultural humanitarian and development work and ability to train and facilitate dialogue among a diverse group of individuals with various skill sets and working styles are all critical.

Job Description:

Establish/maintain the CFM system and provide leadership to CFM department

Comply with policies and procedures that ensure all program participants reach the provided services in a respectful and dignified manner.

Strategy and vision

Implement CFM System and tools

Staff training and capacity building

Ensure functioning complaints and response mechanism, through effective collection of complaints from different channels.

Handling of centralized telephone-based and internet feedback mechanisms in daily bases.

Complete data entry and management and ensure quality of the CFM database.

Maintenance of an effective record and filing system for all complaints solved and pending issues including correspondences and other related documents for quick and easy reference.

Ensure proper documentation for all feedback

Ensure that the complaints are kept confidential and access to that information is in line with the guidelines.

Insure timely response from relevant departments on feedback received and concerns raised by communities on activities. Ensure that feedback loop is closed for all cases

Devolving the TOR for the CFM community in the field and office committee level to be organized and effective.

Specify the CFM-related activities that need to be captured in SOPs for program activities (i.e. cash and voucher SOPs)

Communicate and disseminate complaints handling procedures, policies and tools as appropriate to beneficiaries, project staff and other stakeholders.

Support MEL and program teams on participants’ accountability.

Work with MEL and program teams to ensure standard accountability tools, methods and guidelines are rolled out.

Planning

Supervise the field team operational lead (CFM Officer) and monitor weekly assignments.

Capacity building

Identify CFM team training needs and capacity gaps based on random site monitoring visits to observe monitoring teams at work.

Provide feedback on regular improvement and adaptation of CFM system based on field observations.
