Liaison Officer

Liaison Officer – 01 Position – Duration 12 months -Raqqa base

 

Qualifications & Experience: 

  • Bachelor degree in Humanitarian/Development Response or equivalent relevant field experience.
  • 2-3 years’ experience in liaison with local authorities, preferably having worked with international humanitarian organizations.
  • Demonstrated experience in negotiations and representation and communication skills.
  • Experience in implementing humanitarian (and development) projects desirable.
  • Attention to detail.
  • Ability to think outside the box and work semi-autonomously.
  • Ability to work cooperatively with team member is required.
  • Fluency in both written and spoken English and local languages is required.
  • High computer literacy (especially in MS office) required.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.

Responsibilities/Duties:

Liaison with relevant stakeholders

 

  • Represent Organization at meetings with local authorities and as requested with other humanitarian actors.
  • Prepare relevant documentation in close coordination with the programs team to gain relevant approvals to project implementation from local authorities.
  • As requested by the Senior Liaison Officer and in close coordination with the Operations team prepare relevant documentation to facilitate border crossing.
  • In close coordination with the Security team and the Area Director, build new relationships and gather relevant information on potential new operational areas in line with Organization ’s programmatic strategy with a focus on political and social dynamics.
  • Ensure information is provided in a timely and accurate manner to support informed decision making to relevant decision makers within Organization.
  • Provide regular and quality internal and external reporting as required including leading on regular official reporting as expected from authorities.

 

Access in close coordination with Security

  • Conduct contextual analysis/assessments, collaborating with security to build a full picture of operational areas and dynamics.
  • Build and maintain positive relationships with key stakeholders and power brokers within NES, always remaining accountable, that supports humanitarian access.
  • Provide regular updates and relevant reporting on access constraints or changes in the localized context.
  • Ensure timely and systematic notification of access-related constraints and support the security team with solution-oriented propositions.
  • As requested by the Senior Liaison Officer, support teams to better understand and work alongside them to maintain access in our operational areas.

Safety and Security

 

  • Working closely with the Senior Security Coordinator Security team and the Area director, to contribute to contextual analysis for security management planning.
  • Provide back-up to security officers as requested by the Senior Liaison Officer, including providing both written and verbal periodical reports to the team.
  • Ensure versatility and transversal understanding of all security tasks to be conducted in the guidance of the Senior Security Coordinator and the Country Security Manager.
  • In close collaboration with Security officers, ensure the implementation of organization ’s security framework and relevant SOPs.
  • Ensure compliance with security procedures and policies as determined by country leadership.
