The Opportunity:

 

KEY AREAS OF ACCOUNTABILITY: 

  • With support from the FSL Coordinator, and under the guidance of the FSL Specialist, develop, implement, and monitor quarterly, monthly, and weekly activity plans to achieve expected results. This includes planning of activities, budgets, and procurement.
  • Supervise and close follow-up of beneficiary registration, verification and selection process and be responsible to ensure community consultation are carried out during the process.
  • Ensure that registration and distribution data is regularly compiled and reported appropriately.
  • Guide/supervise Assistants and Volunteers to organize safe distributions and to use correct tools during the whole distribution process.
  • Work closely with CTA Company and insure the cash distribution is on time and plan.
  • Develop monthly activity schedules for the cash distribution, in coordination with the nutrition departments, to ensure the integrated response and submit the distribution plans in advance with stakeholders.
  • Prepare and submit distribution reports with correct data to FSL Coordinator timely manner.
  • Carry out all program activities (in-kind, cash/vouchers etc) in line with approved Standard Operating Procedures (SoP). Immediately flag to Area Manager on any deviation from SoPs.
  • Regularly monitor the activities implemented on the ground, to ensure that all planned activities are implemented on time, to quality measures and within budget as per the work plans.
  • Ensure that the activities implemented in the spaces are participant-friendly, and that the distribution sites are safe accessible and ensure dignity.
  • Support FSL coordinator working with Early Recovery and livelihoods stakeholders including Cash/Voucher distribution actors, and community to improve Livelihood service provision.
  • Identify Food security and livelihoods needs and gaps as well as potential partners with support from FSL coordinator.
  • Ensure that project activities are consistent with the organization’s programming principles and approaches, draw on relevant best practices and lessons learned, enable children/caregivers to attain their rights and are compliant with donor regulations.
  • Pro-actively work to prevent fraud or corruption by ensuring adherence to Organization guidelines on fraud prevention with relevant line managers.
  • With the guidance of the FSL specialist, support FSL Coordinator to plan and organize trainings on CASH distribution, FSL trainings, and other topics for FSL assistant, volunteers, and other relevant stakeholders.
  • With the support of the Programme team, support integration and mainstreaming efforts.
  • Conduct regular observation visits and beneficiaries’ satisfaction surveys, in coordination with the MEAL team.
  • Draft weekly, monthly, progress and other reports, as required.
  • Liaise on a daily basis with partners, community and supervisors and colleagues to guarantee the smooth operation of the programs.
  • Prepare financial and administrative documentation related to project activities, such as purchase and procurement requests, etc.
  • Facilitate, collect, and report information regarding the overall situation of the conflict affected adolescent/children and their families in the community, with specific attention paid to the program targeted beneficiaries and program objectives.
  • Informing the direct supervisor about any challenges, difficulties, and concerns in the implementation of activities or issues in the social context.
  • Any other duties, within reasons (based on skills and experience).

Human resource management

  • Responsible for line management of a FSL Assistant.
  • Follow up staff attendance, leave, and coverage during leave for the staff under her/his supervision.
  • Ensure regular feedback to the staff under her/his responsibility and appraisal process when needed.
  • Support disciplinary measures application if needed.

Coordination and representation

  • Coordinate with other Organization sectors and departments as necessary.
  • Participate in kick-off, close out, strategy meetings as relevant.

Other

  • Ensure a strict adherence to the principles of child protection and child safeguarding at all times, including respect for confidentiality and always acting in the best interests of the child.
  • Comply with organization policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • In agreement with line manager, perform other required duties within reason (in line with skills and experience).
  • Ensure strict compliance of self and colleagues with organization in NES’s zero-visibility policy and content collection policies regarding taking photographs of children.
  • Collect feedbacks from the Field and make sure the CRM mechanism is effective and reported on timely  manner.

In order to be successful, you will bring/have

 

 

   QUALIFICATIONS:

  • University degree in Business studies, Social Studies or related domain

EXPERIENCE AND SKILLS

  • Minimum three years’ professional experience in Food security and livelihoods and interventions.
  • Proven ability to work as part of a team.
  • Proven experience in capacity building, coordinating activities, developing plans and drafting reports.
  • Demonstrated decision making skills.
  • Demonstrated commitment to improving the lives of children in community.
  • Strong interpersonal, communication and presentation skills, and capacity to maintain relations with community leaders, community member members, children and youth.
  • Excellent understanding of the complexity of local governance structures in NE Syria and other local stakeholders
  • Strong organizational skills and project management skills, including experience in budget management, logistics, and program monitoring and evaluation.
  • Ability to travel independently, including to rural communities and willingness to change work practices and hours and spend time in the field, sometimes in difficult conditions and with limited resources.
  • Strong Arabic skills, written and spoken. Good English skills, written and spoken.
  • Strong computer skills (MS Office, including Outlook for email).
  • Commitment to and understanding of organization’s aims, values and principles including rights-based approaches.
