Blumont is looking to hire a 01 Senior Identification & Registration Assistant  for BHA SAFER II Program funded by the U.S. Agency for International Development (USAID) in Al Hasakah  Collective Centers (CCs) North East Syria.

Job Description:

The Senior Identification & Registration Assistant is a member of the Registration & Identification team, the incumbent is responsible for supporting all activities related to registration and identification along with related guidance, which may also include functions related to reception, filing and data management. S/he will lead & provides counselling to, and responds to queries from, IDPs, asylum seekers and refugees regarding UNHCR’s registration procedures and their rights and entitlements. S/he liaises closely with camp management, protection staff and partners to ensure timely identification and referral of persons of concern (POC) for protection follow up. The Identification Officer may assist in compiling and analyzing information related to registration activities in the operation area, the incumbent may provide interpretation and/or translation services in cases for which s/he has the required language competencies

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABLITY:

  • Assist in the implementation of registration strategies and methodologies for populations of concern & take lead to deliver a comprehensive identification process for all new arrivals to the IDPs sites.
  • Set up plan for and organize the identification process for all received displaced people/households at IDPs site.
  • Assist the team in the implementation of registration strategies and methodologies for populations of concern.
  • Assist in implementing Registration and Data Entry Standard Operating Procedures (SOPs) in accordance with relevant standards and policies.
  • Assist in the monitoring and daily running of registration activities by camp management and enrollment and identity and individual case management activities by protection partners where required.
  • Assist and conduct continuous registration and enrollment interviews when required in accordance with registration standards and guidance.
  • Provide counselling to, and responds to queries from, and IDPs regarding registration and enrollment procedures and their rights and entitlements.
  • Keep maintain accurate and up-to date records and data related to all registration, enrollment cases, PWD data, newborn babies etc and share with line manager.
  • Assist& conduct post Identification monitoring with ID assistant, bilateral interviews and/or focus group discussion with vulnerable displaced households to identify specific needs and refer to the identified cases.
  • Identify people with specific needs and ensure timely referral to protection follow-up with Protection partners and keep inform Program officer.
  • Collaborate with partners protection staff in the delivery of assistance and programming.
  • Support & conduct ad hoc surveys and assessments in coordination with M&E and CCCM team.
  • Monitor and evaluate ongoing Identification activities and report on unmet needs and gaps
  • Assist in training of camp management, and Partners staff in aspects registration and data collection.
  • Draft correspondence and reports relating to registration and enrollment activities in the operation when required.
  • Provide statistics and draft reports related to registration and enrollment data as requested.
  • Maintain data security in line with UNHCR’s Data Protection Policies and Guidelines.
  • Ability to travel to remote locations when required.
  • Ensure producing unique tags and required docs (e.g. Case IDs) for all camp residents.
  • Plan, implement, monitor and evaluate the departures process when needed.
  • Develop emergency preparedness strategies if large numbers of displaced persons arrive during any emergency.
  • Provide the Identification staff with appropriate tools and techniques.
  • Fulfill any other duties as requested and/or needed by line manager.

 

ADDITIONAL JOB RESPONSIBILITIES:

  • Conduct regular data quality check and clean-up
  • Provide weekly and monthly data quality assurance reports.
  • Provide weekly and monthly statistics on registration, enrollment, protection and assistances.
  • Provide monthly data audit reports and analysis.
  • Prepare basics list of planned distribution to share with Distribution partners & camp manager.
  • Perform any other task as reasonably requested by line manager.

Qualifications and Skills

 

  • institute degree or university Degree in Computer Science, Statistics, Economics, Business Administration, Information Management, Information Technology or related fields

 

 

EXPERIENCE and SKILLS:

  • Minimum 1 year Experience (internships count as well) in training.
  • Basic knowledge of the principles of protection, registration and assistance to asylum seekers, refugees and other persons on concern.
  • Experience in working with identity management software or database.
  • Good knowledge of handling confidential and statistical data.
  • Good computer skills, particularly in data entry and management.
  • Excellent knowledge of English, Arabic and Kurdish.
  • Computer literate in Microsoft Word, Excel, and email.
  • Excellent organizational and communication skills.
  • Ability to work with minimal supervision.
