Job Requirements:
QUALIFICATIONS:
University degree in Social Studies, Peace management, project management, community development or related field.
EXPERIENCE and SKILLS
Minimum seven years of demonstrated management experience, experience with a nongovernmental organization.is preferred
Demonstrated experience with training and capacity-building
Demonstrated experience working in emergency and post emergency/recovery programme
Previous Camp Management experience is desirable.
Proficient in written and spoken English and Arabic. Kurdish an asset.
Understanding and commitment to humanitarian principles.
Computer literate in Microsoft Word, Excel, and email.
Excellent organizational and communication skills.
Success Factor:
Ability to work with minimal supervision.
Willingness to travel areas of programme interventions
Demonstrated ability to multi-task, meet deadlines and work under pressure

Job Description:
The Camp Manager holds the responsibility of supporting the camp residents in the day-to-day management of the camp, taking responsibility of the camp coordination with other partners in the camp, following the maintenance and field activities, information management, and maintaining a strong governance structures in the camp, as well as ensuring the camp is operating efficiently with a keen eye on staff management, and safety of both camp residents and staff.
The role reports to: Project Manager
Team members reporting to this post: Distribution & Identification officer & Assistant, Community Mobilization officer & Assistant, Site Engineer and technicians, Field bread distribution Assistant.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABLITY
Assist the Project Manager in organizing the overall Shelter and WASH & NFI activities in all SAFER program supported camps.
Lead & contribute in towards setting an overall camps strategy, site planning and preparation, contingency planning, and information/data management & assist in supporting information gathering and participatory assessments undertaken within the camp by M&E team.
Contribute in coordination meetings of camp supports in the camps between and those with government authorization
Along with the CCCM specialist & Project Manager, lead & participate in negotiation of any expansion of the camps with the camp administration (self-administration) and to ensure the sites are properly prepared prior to receiving IDPs.
Liaise with camp administration (self-administration) on issues related to influx new arrivals and departures, inside camp security, protest, camp expansion under HLP etc
Coordinate with site level partner & NGOs to ensure an adequate and similar level of aid items and services are delivered to all camps and informal settlements as recognized by UNHCR.
Report and closely monitor, in close coordination with camp program team toward all technical work carried out in the camp setting, site maintenance, hygiene & WASH activities and construction activities, and any other activities implemented by camp management.
Timely submission of SSWG monthly report, Camp service, WASH & SNFI 4ws to CCCM Specialist.
Close monitoring and facilitate the distribution of all food & non-food items in the camp to ensure that minimum CCCM standards and operating procedures are maintained & applied
Assist in working with relevant sectors and program team both internal & external in the improvement of needed relationships to ensure smooth coordination, timely activity implementation, collection of data, and community outreach
Contribute to strategic planning with relevant stakeholders, such as SNFI WG ,WASH WG, PSEA WG, Protection WG, IRC, UNICEF, UNHCR, CHF etc
Help in identification/registration of new arrivals and update regular update of the database of the camp for better assistance and coordination purpose
Ensure distribution of ration cards to new arrivals and old residents in the camp
Ensure departing IDPs are provided with the key messages developed by the humanitarian community in Northeast Syria on return
Support for establishing, facilitating, and properly utilizing community-based governance mechanisms (camp committees)
Lead camp monthly operational meetings with camp partner NGOs & facilitating weekly or monthly meetings with camp committees as needed & sharing MOM
Help in establishing and managing a camp-wide complaints and feedback mechanism, including follow up and referrals in close coordination with the camp administration and camp coordination meetings
Staff Management,
Ensure that staff understand their responsibilities and are able to perform their roles through effective onboarding and developing clear workplans
Ensure appropriate staffing within the camp management teams
With the support of HR ensure effective implementation of the performance management system including the establishment of clear, measurable performance objectives and provide on-going feedback on performance
Ensure that staff proactively build their skills to deliver the expectations of their role and proactively Identify capacity building requirements for the team when necessary
Additional job responsibilities
Support security teams, CCCM Specialist & Project Manager’s at different locations when needed, Sharing HAO and LAs letters, and administrative orders issued by the camp administration.
Perform any other task as reasonably requested by line manager.
