Job Title: Shelter Manager

Duty Station: North East Syria

Job Requirements:

Essential criteria

  • Degree level education in engineering or any related discipline.
  • At least two-year’s professional experience in Shelter management.
  • Experience in delivering trainings to shelter staff.
  • Experience in Monitoring and Evaluation (M&E) techniques and a good grasp of project cycle management.
  • Experience working collaboratively with a variety of stakeholders including local authorities, partners, and other I/NGOs.
  • Thorough understanding of budgetary, HR and procurement processes.
  • Very strong English writing and verbal communication skills.
  • Good team player, flexible and politically and culturally sensitive.
  • Excellent computer skills, including Microsoft Office and Excel.
  • This position requires regular travel across NES; the candidate must be able and willing to travel across NES regularly for site visits.

Desirable criteria

  • Understanding and experience of the Humanitarian Accountability Partnership.
  • Experience with ECHO funded Projects
  • Experience in protection mainstreaming and child protection
  • At least two-year’s professional experience working with an INGO.

Job Description:

Programme Management and Implementation

  • Ensure quality control of all shelter projects and activities and carry out regular field visits to inspect and assess activities and ensure that standard operating procedures, sectoral standards and guidelines are implemented across the area of operation, supported by the WASH and Shelter Coordinator.
  • Lead a participatory approach to identify emerging needs/gaps and priorities and ensure these are raised to the WASH and Shelter Coordinator.
  • Identify opportunities for effective sharing of learning, innovations and continuous programme improvement through leading monthly Shelter programme meetings and contributing to periodic project review sessions with the WASH and Shelter Coordinator.
  • Ensure all programme targets are reached in accordance with agreed programme objectives and communicate changes and challenges to the WASH and Shelter Coordinator.
  • Lead on the assessment of new project locations and conceptualisation of new project activities ensuring an evidence-based approach to programme planning.
  • Support the WASH and Shelter Coordinator on the Grant kick-offs, review and closeouts.
  • Review and coordinate the preparation of relevant technical documents such as tenders, BoQs, procurement and oversee material and equipment purchases and delivery as necessary ensuring that Concerns’ and donors’ policies and procedures are applied and followed.
  • Develop procurement plans, in consultation with logistics as well as recruitment plans with support from HR
  • Support the WASH and Shelter Coordinator in cross department meetings as relevant to strengthen the integration of approaches and effectiveness of programs bringing in learning and adaptions of approaches.

Team Management and Development

  • Work with and develop the team to ensure all activities are planned, prioritized, carried out and monitored efficiently using appropriate tools and work plans, with due consideration to gender, access and inclusivity issues.
  • Lead team workshops and capacity building activities to provide opportunities for staff growth, sharing of ideas and best practices and documentation of lessons learnt.
  • Supervise assigned staff, contributing to Performance Development Reviews (PDRs).
  • Identify capacity building needs and assist HR in the development of a training plan; and organise/identify other trainings opportunities (workshops; e-learning etc).
  • Ensure full compliance of all staff under your direction with Concern’s security plans and protocols, and with the organization’s Code of Conduct and associated policies
  • Participate in the recruitment of shelter staff as required. This includes but is not limited to supporting the preparation of job descriptions and participating in interviews.
  • Update the staffing plan and organogram for the shelter department as needed.

Representation and Coordination

  • Participate proactively and contribute in the shelter technical working groups, sharing information on Concern activities and intervention and promoting good relations and collaboration with other actors working in shelter within areas of operation to avoid duplication and ensure needs are identified and met.
  • Coordinate with Concern staff, partners, local authorities and communities with a view to establishing and/or verifying emerging needs, gaps and priorities in the educational sector as part of a continuous programme review and improvement process.
  • Collaborate effectively with Area Coordinators, Office Managers, Programme Managers and Officers to support on coordination efforts with local authorities and to secure necessary approvals in a timely manner.
  • Coordinate closely with the Protection team to ensure protection mainstreaming is integrated into all shelter activities.

Reporting and Education Information Management

  • Contribute to the design, roll-out and follow up of standardised reporting tools for the tracking and reporting of shelter activities.
  • Ensure that relevant project data are accurately collected and comply with internal and donor reporting systems.
  • Oversee the regular updating of implementation plans and track progress to date on outputs and activities.
  • Support the WASH and Shelter Coordinator, Education Coordinator and Area coordinators / Office Manager with organizing donor visits, evaluations and programme reviews as necessary.
  • In collaboration with the WASH and Shelter Coordinator, contribute to the development and design of Concern’s shelter program and activities including drafting of proposals.
  • Contribute to the preparation of timely and high-quality progress and donor reports.

Monitoring and Evaluation

  • Ensure that the monitoring framework within the programme is implemented, including baseline data, secondary data, reviews, end line surveys, donor reporting and internal/external evaluations.
  • Work with the team to identify and document project learning and success cases and disseminate learning on the humanitarian response.
  • Working with Concern’s M&E team and Accountability staff, ensure strong community

response  mechanisms are in place and functioning optimally for shelter activities, including

Child Friendly mechanisms, and analyse results to inform project planning

  • Lead on shelter needs assessments and focus group discussions to help inform project activities and methodologies.

Financial Management and Procurement

  • Ensure that all project expenditure is undertaken in line with the organization’s finance policies and procedures, are donor compliant and that all resources are optimally utilised.
  • Ensure Cash Flow Forecasts are completed in a timely and accurate manner.
  • Support the WASH and Shelter Coordinator to oversee shelter-specific budgets and financial management by ensuring that all area teams have updated procurement plans and track spending closely.
  • Manage a participatory process for procurement planning and resourcing of shelter activities and contribute to the drafting of technical requirements and specifications for the resourcing of shelter activities.

Other:

  • Undertake any other reasonable duty and tasks that may from time to time be requested by your line manager, including supporting Concern’s emergency response programming.
  • Contribute to all aspects of the Programme e.g. mainstreaming of equality, protection, and disaster risk reduction.
