Job Requirements:

  • Bachelor’s degree or equivalent
  • At least 2 years of experience in humanitarian or development aid and/or civil society engagement in North East Syria
  • Excellent in written and spoken English and Arabic required, Kurdish strongly preferred
  • Ability to travel in North East Syria based on SOP
  • Knowledge of qualitative and quantitative research and analysis methods
  • Strong data analysis skills; strong knowledge of Excel or other data analysis tools strongly preferred
  • Demonstrated attention to details, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
  • Demonstrated skills in planning, organizing, analyzing and reporting.
  • Demonstrated capacity and willingness to work on several tasks simultaneously independently and in a team
  • Ability to build effective interpersonal work relationships with international and national personnel, local and community stakeholders, and other colleagues is a must.
  • Experience in the field / areas of operations will be a strong asset.

Job Description:

TECHNICAL SUPPORT AND STRATEGY DEVELOPMENT:

  • Support the early recovery-related needs assessments and analysis and participate in joint needs assessment exercises as appropriate. This includes assessment and analysis on livelihood, conflict, displacement and any other needs assessment.
  • Work with the ERL Coordinator and early recovery stakeholders to identify the agenda and the strategic direction of early recovery in NES.
  • Working with the ERL Coordinator, participate in inter-sector coordination efforts and engagement with ERL partners and stakeholders to develop coordinated area-based approaches to ERL programming, and evaluate challenges and successes of these approaches.
  • Support the actors’ analysis of sector-specific gaps and priorities, and the development of strategies and tools to address them.
  • Working with the ERL Coordinator, provide technical support to actors working on social cohesion, peacebuilding, governance and livelihood issues.

CAPACITY BUILDING:

  • Together with the ERL Coordinator and NES members, support capacity mapping and gap identification exercises to develop a capacity-development strategy for the sector including social cohesion, peacebuilding, governance and livelihoods.
  • Support identification of training needs of members and communicate them back to the members and to the whole of Syria early recovery cluster. Support resource mobilization efforts aimed at strengthening the capacity of the civil society and other local humanitarian partners.

NETWORKING & COORDINATION & ADVOCACY:

  • Support identification of core advocacy concerns for the sector and contribute key messages to the broader advocacy initiatives of Syria.
  • Support appropriate coordination with NES authorities, to the extent the political situation allows. This will involve liaising with relevant counterparts and working with them to support or complement existing coordination mechanisms. Depending on the situation, the ERL Deputy Coordinator may represent the working group at sectoral meetings led by authorities or co-chair working group meetings with NES authorities, alongside the ERL Coordinator.
  • Working closely with the ERL Coordinator, lead the identification of and coordination with relevant local sector stakeholders including national and local organizations, community-based and civil society organizations, private sector actors, and representatives of affected populations. Support participation of these stakeholders as partners in the work of the early recovery working group as appropriate.
  • Working closely with the ERL Coordinator, help establish and maintain appropriate inter-working groups coordination mechanisms, adapting them over time to reflect the stage of the emergency and the changing capacities of local actors. Alongside the the ERL Coordinator, represent the early recovery working group in the inter-working group’s coordination fora, especially the ER network, as appropriate.
  • Support the collection and consolidation of data from NES NGO partners through NES Forum monthly 4W reporting, and support the analysis and presentation of data for needs identification, sector prioritization and decision-making, and advocacy purposes.
  • Support the design of appropriate transition strategies for the early recovery working group including how coordination mechanisms and group membership will change during the transition from the emergency to recovery and development.
