Job Requirements:

Education: University degree in IT/Computer Science.

Work Experience: Minimum of 3-6 years in relevant work experience as IT professional or IT support staff.

Demonstrated Skills and Competencies:

➢ Excellent technical knowledge of PC hardware, including Microsoft platform (Excel, Outlook…)

➢ MCITP course or equivalent experience in windows server environment is a Must.

➢ ITIL V3 Certificate is a plus.

➢ Experience installing, configuring, and managing both wired and wireless LAN.

➢ Excellent communication and interpersonal skills required.

➢ Customer/Client service experience

  • Travel: 50% to field sites in NE Syria as well as attending regional and global workshops and meetings

Job Description:

This position will be primarily responsible with assisting and facilitating the installation and configuration of IT infrastructure, staff training and operations of IT activities in IRC NE Syria offices. The Senior IT Officer will be responsible for supervising the IT team in the field offices in NES and will work closely with the Senior ICT Manager and all program sectors to ensure proper ICT functioning and support.

Responsibilities:

IT Support-Provide Level 1 and Level 2 support:

➢ Guide and support Field NES IT team to resolve Level 1 and level 2 issues.

➢ Be the technical reference for any ICT procurement in NE Syria

➢ Diagnose hardware and software faults by questioning clients patiently about a problem and explaining the procedures to them.

➢ Perform preventative maintenance on all IRC computers and network resources.

Installation & Configuration of:

➢ Servers, Windows Server operating system, Domain and essential network services

➢ Desktop/laptop hardware and software, and peripherals.

➢ Local Area Network, wireless network, essential network services peer-to-peer or client server architecture, as appropriate.

➢ IRC Standard system image, Windows 10 operating system, Microsoft Office and other IRC application

Maintenance, Repair & Security:

➢ Perform preventative maintenance on all IRC computers and network resources.

➢ Create, implement and manage backup solutions for office/individual users and provide the necessary training on the use of these back-up solutions.

➢ Update appropriate network security and data loss prevention procedures to safeguard system from physical harm, viruses, unauthorized users and damage to data.

➢ Create and maintain IRC computer software/hardware inventory ensuring accuracy.

➢ Create and maintain network documentation to include IP address, system access, email creation system, upgrades and changes to original network, etc.

➢ Diagnose hardware and software faults by questioning clients patiently about a problem and explaining the procedures to them.

➢ Investigate local Internet connectivity options to obtain adequate bandwidth for Intranet and application connectivity.

➢ Responding within agreed time limits to helpdesk calls

Training, Evaluation, & Testing:

➢ Develop and implement user and support staff training, including training on basic care and maintenance of computers and equipment for users.

➢ Test and evaluate new technology.

➢ Prepare and submit reports that provide sufficient detail for Senior ICT Manager to share it with HQ to understand the country office’s computer environment, needs, IT staff availability and skill levels and future plans.

IT Staff supervision and development

➢ Provide technical supervision for IT staff in NE Syria by on-the-job support and coaching to promote harmonized program approaches and strategies.

➢ Provide technical support for IT staff in NE Syria offices by conduct regular remote meetings and training.

➢ Train and build the capacity of the IT Team members in NE Syria offices by providing the needed IT technical training & assistance.

➢ Coordinate and delegate IT tasks and activities between IT team members in the different offices In NE Syria.

Various Projects – Position will need to assist on various IT projects as needed in coordination with the Senior ICT Manager

Staff Performance Management, Learning & Development

  • Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
  • Develop and implement remote management capacity building approaches to build the strengths the teams in Syria.
  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
  • Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis.
  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
  • As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
  • Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.
