Requirements:                                Education & experience

  • At least 2 years working experience in humanitarian assistance; including 1-year experience working in the GBV sector. Knowledge and experience of GBV Case Management is preferred.

. At least 1-year experience delivering training sessions related to Protection and GBV

  • Any other experience related to relevant fields as Education, Social Work, or similar is an advantage
  • Previous experience working with local partners in NES in Protection and GBV programmes.
  • Solid knowledge of the social and cultural context of Raqqa.
  • Previous experience in Protection Mainstreaming, GBV and Case Management Core Concepts.

Skills

  • Proven communication and behavioral skills to work directly with affected communities, including children
  • Experience of prioritizing work, working under pressure and meeting deadlines.
  • Solid Team work and time management skills.

Job Description:

General Context:

Un Ponte Per (UPP) is an Italian NGO established in 1991. It started its activities as “Un ponte per Baghdad”, in the aftermath of the first Gulf war, with the aim of organizing solidarity initiatives in support of the Iraqi civilian population. In subsequent years, UPP missions expanded to include Serbia and other Middle Eastern and Mediterranean countries. The NGO aims at preventing armed conflicts, protecting human rights and supporting local civil society, especially in the Middle East, by promoting the nexus between its humanitarian, peacebuilding and development programs.

Since 2015, UPP has been one of the leading INGOs in the North East Syria (NES) response. Thanks to its close partnership with the Kurdish Red Crescent (KRC), UPP has been able to develop a comprehensive system of health services delivered in 26 facilities, including mobile units, hospitals, primary health care centers, and rural health posts. These function as the backbone of the basic health care system in the region, including an ambulances network managed by a centralized operational desk for emergency management and COVID-19 response.

Since 2017 UPP is also active in the Protection sector in NES, providing capacity building for local actors on Gender Based Violence (GBV) prevention and response, Child Protection (CP), Psycho-social Support (PSS) and protection mainstreaming. UPP developed a strong partnerships with local partners across NES including the Houses of Women and youth organization DOZ, setting up a wider outreach network and community- level approaches to prevention and response to protection concerns and GBV risks. UPP is an active member of NES Protection coordination groups and also co-chairs the NES PSEA Network.

Since 2019 the UPP NES Mission built an Early-Recovery sector component focusing on capacity-building for Local Authorities and civil society, supporting municipalities in NES to establish links with corresponding public bodies in Europe. The intervention pivots on peer-to-peer trainings on waste management (with a strong focus on medical waste disposal), water infrastructure, urban planning and civil defense. 2021 UPP has launched the WaSH and Livelihood sectors under the largest consortium in Syria.

The team is mostly based in North East Syria (NES) with frequent visits to the project locations and is supported by an office based in Dohuk (Kurdistan Region of Iraq – KRI).

General scope of the position:              Support UPP and partner activities in Women Protection and Empowerment as well as Gender Based Violence programming to include capacity building for field staff, monitoring activities and data collection and supporting the implementation of integrated health and GBV activities such as case management, awareness raising and campaigning.

The GBV Officer reports directly to the GBV Specialist and works closely with the UPP Protection team, Project Manager, and local implementing partners.                                       Technical support:                                   • Contribute to tailoring and adapting to local context the design of training and workshops on GBV issues, under the supervision of the GBV Specialist.

  • Under the supervision of the GBV Specialist, assist with the organization and implementation of assessments on the needs of targeted populations including surveys, focus group discussions (FGDs) and key informant interviews (KIIs), including support with designing tools and identifying the appropriate methodology;

  • Support the activities of Women and Girls Safe Space and GBV Case Management services in Raqqa, including monitoring of quality implementation.
  • Support Senior Protection Officers in delivering GBV trainings to protection and non-protection actors in NES, including in Hassakeh when needed.
  • Ensure local partners provide safe referral to multisector services and the access to case management services relevant to Protection, GBV, Health and MHPSS sectors.

Capacity Building and staff mentoring

  • Contribute to capacity assessments of partner staff and designing appropriate capacity building plans with GBV Specialist.
  • Provide trainings to UPP staff and implementing partner’s staff on Protection/GBV concepts and other relevant topics. After receiving ToT from the WPE-GBV Specialist, facilitate trainings and workshops on WPE and GBV issues.
  • Support partner field staff with preparation and implementation of information dissemination, awareness raising and campaigning; identifying challenges and opportunities.
  • Provide guidance related to GBV awareness raising and Protection Mainstreaming to the partner organizations.
  • Provide support and mentoring to field staff on referrals according to inter-agency referral standards and report challenges and opportunities.
  • Work closely with caseworkers and ensure that staff implement and respect internal SOPs and GBV international minimum standards and NES guidelines.

Monitoring & Reporting

  • Compile monthly reports according to templates provided by UPP Protection Coordinator and GBV Specialist
  • Contribute to monthly, quarterly and yearly reporting requirements of Protection Unit for projects with GBV components.
  • Conduct Safety Audits, SEA checklists, and GBV monitoring exercises in WGSS and other locations neededand report to GBV specialist.
  • Identify challenges and opportunities as regards FCRM, provide guidance to local partner staff on implementation and report to GBV specialist.
  • Monitor WGSS activities and identify areas for further capacity building need and ensure adherence to best practices and guidance for WGSS activities.
  • Compile gender analysis reports with preliminary GBV considerations with support from GBV Specialist.

Coordination

  • Maintain close coordination with Project Managers, Protection Unit, GBV specialist, and other departments.
  • Liaise with local actors and authorities when needed for conducting assessments, FGDs, Key Informants Interviews, Safety Audits, community mapping and events.
  • Ease and monitor the close cooperation between the local partners, stressing on their coordination to achieve the project goals and fostering positive working relationships.
  • Contribute to external coordination through participation in NES working groups when requested by GBV Specialist or Protection Coordinator.
