Job Requirements:

           1. Contribute to the sourcing of medical products at both international and local levels to ensure all procurement meets the standards of UPP QA system.

  1. Contribute to (drafting and reviewing) donor proposals and budgets that include medical supply components, in close collaboration with the medical supply chain manager, medical team and local partners.
  2. Provide support in reviewing and drafting medical procurement requests to ensure compatibility and rationale with the program activities.
  3. Support the procurement department in defining specifications for the provision of medical consumables, PPEs and medical equipment and contribute in tender evaluation.
  4. Archive of documents and tools related to medical supply chain are properly archived for future reference.

Qualifications & Preferred Skills:

  1. Degree in health, medical institute, medical engineering or equivalent working experience in medical supply chain and/ or medical equipment.
  2. At least two years of professional working experience in a similar field.
  3. Experience in the medical supply chain management (procurement, warehousing, stock control, transport, distribution) is a plus.
  4. Experience in working with medical companies and/or NGOs sector in emergency response
  5. Experience in capacity building, training and supervision of staff.
  6. Ability to prioritize work, meet deadlines and work effectively under pressure in stressful environments, while maintaining flexibility and professional approach.
  7. Problem-solving ability. Quick learner with practical, precise approach.
  8. The ability to think critically, taking initiative and work independently.
  9. Excellent skills in using MS Excel spreadsheets, forecasting tools, and data management.
  10. English and Arabic proficiency required, Kurdish is an advantage.
  11. Availability to travel in the field locations up to 50 % of the time.

Desirable requirements:

  1. Experience in main donors funded project (EU, UN, OFDA/ USAID, AICS etc.).
  2. Experience relevant to medical devices, Quality Assurance, or clinical pharmacy is desirable.

General Context:

Un Ponte Per (UPP) is an Italian NGO established in 1991. It started its activities as “Un ponte per Baghdad”, in the aftermath of the first Gulf war, with the aim of organizing solidarity initiatives in support of the Iraqi civilian population. In subsequent years, UPP missions expanded to include Serbia and other Middle Eastern and Mediterranean countries. The NGO aims at preventing armed conflicts, protecting human rights and supporting local civil society, especially in the Middle East, by promoting the nexus between its humanitarian, peacebuilding and development programs.

Since 2015, UPP has been one of the leading INGOs in the North East Syria (NES) response. Providing humanitarian aid and capacity building of local actors in Health and Protection as well as Environmental health, including waste management. In partnership with local partners, UPP has been able to develop a comprehensive system of health services delivered in 19 facilities, including mobile units, hospitals, primary health care centers, and an ambulance network.

  Job description:

The medical supply chain officer is supporting the Logistics Department to ensure procurement and logistics aspects associated with health commodities are being appropriately forecasted, purchased, checked, transported, stored and distributed by UPP.

The duty station is Amuda, with almost 50% of the time travelling to a number of project locations across North East Syria.

The medical supply chain officer will report to the Medical supply chain Manager within the Logistics department.

General Responsibilities:

  1. Reception and analysis of medical commodities, in coordination with UPP’s health and logistics departments, relating to design, adequacy, quality and efficiency of products.
  2. Conducting quality assessments of medical supplies and medical equipment, supporting the logistics and medical departments in identifying the best quality, in accordance with international standards.
  3. Technically advise upon the procurement process from the medical/technical perspectives, bearing in mind the quality and adequacy of medical equipment and supplies, and in coordination with the health department related to the needs in different facilities.
  4. Provide quality checks of procured products at the reception stage.
  5. Carry out assessments of suppliers’, UPP’s, partners’ and Health Facilities’ warehouses to perform quality and status assessment of pharma, medical equipment and medical supplies, in order to ensure compliance with UPP’s WH and pharma storage best practices and requirements.
  6. Ensure supervision and support during installation of devices in health facilities, providing guidance and technical support when needed.
  7. Preparation of forecasts to ensure the correct estimations of needs for medical supplies and equipment.
  8. Conduct health commodities consumption analysis and maintain forecasting tools updates.
  9. Follow up the pharmacies’ requests of medical consumables (ordinary/ urgent) in coordination with the partner’s Med-Coordinators and WH manager, as well as UPP’s shipment officer.
  10. Coordinate and supervise health facilities in collaboration with the medical supply chain manager.
  11. Ensure health facilities’ monthly requests of health commodities are prepared and submitted in a timely manner.
  12. Actively collaborate with the warehouse manager and implementing partners, maintaining an effective working relationship and coordination.
  13. Provide technical support to the implementing partners’ counterparts, to support staff in meeting medical supply chain requirements as per their partnership agreement with UPP, such as best practices in medical stock management, quality checks and distribution.
  14. Ensure donations and loss reports are drafted and sent to the Medical Supply Chain Manager.
  15. Actively participate and collaborate in relevant coordination meetings.
