الاھتمام من الشركات المھتمة لتورید وتسلیم البذور المعتمدة – المستوردة أو المكررة محلیًا في شمال وشرق سوریا.
ستخضع ھذه المشتریات لجمیع قواعد وقوانین بلومونت والجھات المانحة والقوانین والقواعد الفیدرالیة المعمول بھا.
للبائعین المؤھلین المعتمدین فقط والذین سیتم اختیارھم استجابة لھذا (RFP) ستصدر منظمة بلومونت طلب تقدیم مقترح
الطلب وأولئك الذین یستوفون المعاییر المؤھلة كمورد مؤھل مسبقاً مذكور في ابداء الاھتمام ھذا. ابداء الاھتمام ھذا مفتوح

ثانیا: یجب أن یوفر الملف التعریفي للشركة نبذة موجزة عن تاریخ شركة أو منظمة مقدم العرض، بما
في ذلك قائمة بخبرة العمل مع المنظمات الدولیة غیر الحكومیة الدولیة (ستكون میزة إضافیة). یجب أن

رابعا: ستجري منظمة بلومونت زیارة میدانیة لمباني مقدم العرض بما في ذلك المستودعات مع إشعار
مسبق للموردین المدرجین في القائمة القصیرة.
لن تتلقى طلبات ابداء الاھتمام التي لا تفي بالمتطلبات المذكورة أعلاه مزیداً من الدراسة والنظر .
منظمة بلومونت لیست مسؤولة عن أي تكلفة یتكبدھا مقدمو العروض أثناء إعداد أو تقدیم إبداء الاھتمام أو العروض.
الجزء د: السلع/الخدمات المطلوبة
• استیراد أصناف البذور المحلیة وغیر المحلیة لتزوید أصحاب الحیازات الصغیرة والمزارعین التجاریین بھا.
• الاكثار المحلي لبذور القمح أو الحبوب أو الخضروات أو محاصیل العلف للماشیة.
• تأسیس برامج الاستثمار وتھجین البذور.
• البیوت البلاستیكیة لإنبات البذور واختیار السمات المتعلقة بھا.
• الأرض المخصصة سواء كانت مملوكة أو مستأجرة لدعم الاكثار المحلي للبذور .

Dear Suppliers,
Blumont Global Development, Inc (herein referred to as “BGD”) is soliciting EOIs from interested companies for supply and delivery of certified seed- imported or replicated locally in NES.
This procurement will be subject to all applicable BGD, Donors and Federal Rules and Regulations. BGD will issue a Request for Proposal (RFP) to only approved prequalified vendors who will be selected in response to this solicitation and those meeting the eligibly criteria as prequalified vendor stated in this EOI. This EOI is open to all national and international firms specialized in the replication or import of certified seed for cereal, vegetables and grasses including warehousing and transportation of supplies to required locations.
This document is a request for expression of interest only, and in no way obligates BGD or its donors to prequalify or make any award. BGD may reject any or all responses or cancel the prequalification process.
Please submit your expression of interest applications (EOI) in accordance with the instructions mentioned in this document.

1. Submission Deadline: EOIs must be received no later than 4:00 pm EST on January 31, 2023 by email to candg@blumont.org. Please reference the EOI number in the subject line of your email submission. BGD reserve the right not to consider submission received after the above deadline.
2. Questions: All questions and requests for clarification regarding this EOI must be submitted in writing by 12:00pm EST on January 23, 2023 to candg@blumont.org. Questions received after this date may not be considered. BGD will send a consolidated response within three business days from the questions submission deadline to all interested offerors.
PART C: EOI Requirements:
a. Organization or Company Profile:
i. The profile must include full legal name of the business, address, telephone numbers and authorized contact person(s) and their email address.
ii. Company profile should provide a brief history of the Offeror’s company or organization, including a listing of work experience with international INGOs (will be a plus). This shall include a brief description of the Offeror’s qualifications and previous experience supplying similar goods and services.
iii. All goods offered in response to this EOI and subsequent RFP must meet
source and nationality requirements. Interested offerors must indicate the source of the proposed seeds.
b. Business and Other Administrative Requirements:
i. Valid business license/ certificate of incorporation.
ii. Offerors may be required to register in sam.gov and obtain Unique Entity Identifier (UEI) at the time of award.
iii. Financial Resources:
– Offeror shall certify as to the financial viability and resources to provide offered goods/services.
– The Offeror must demonstrate that it has sufficient financial capability and cash flow to deliver the required goods and services. Recent bank account statement is required.
iv. BGD will conduct site visit of the offeror’s premises including warehouses with a prior notice to short-listed suppliers.
EOIs not meeting the above requirements will receive no further consideration.
BGD is not liable for any cost incurred by Offerors during preparation or submission of the EOI or proposals.
PART D: Required Goods/ Services
• Importation of indigenous and non-indigenous seed varieties for supply to smallholder and commercial farmers.
• Local replication of seed for wheat, cereal, vegetable or grass-fodder crops for livestock.
• Established seed breeding programs and investment
• Greenhouses for seed germination and trait selections
• Dedicated land either owned or rented to support local, seed replication
• Dedicated harvesting equipment
• Established QA/QC for local seed replication Technical staff supporting seed replication
Supply and Warehousing of Replicated or Imported Seed:
Humidity or Environment controlled storage to ensure stability of imported or locally replicated seeds.

بلومونت ھي منظمة عالمیة تعمل مع المجتمعات المحلیة لتصمیم وتنفیذ مناھج مبتكرة لبناء البنیة التحتیة، وتقدیم
المساعدة الإنسانیة المنقذة للحیاة، والتنفیذ عبر طیف واسع من التعافي المبكر وحتى الاستقرار والتنمیة على المدى الطویل.
تعمل بلو مونت على خدمة السكان المحرومین واللاجئین والنازحین داخلیًا وضحایا النزاعات، وتتعامل مع تحدیات التنمیة
من خلال البرمجة المصممة وفقاً للسیاقات والاحتیاجات المحلیة من أجل تمكین المجتمعات من الإغاثة والتعافي إلى
المرونة المستدامة.

• التواجد في شمال شرق و/أو شمال غرب سوریا، بما في ذلك تفاصیل عن الوضع القانوني / التسجیل
• القدرة التنظیمیة في سلاسل القیمة الزراعیة لأصحاب الحیازات الصغیرة والتجاریة، بما في ذلك تفاصیل عن
المشاریع، وعدد المزارعین الذین عملت معھم المنظمة وأنواع المدخلات التقنیة والمحاصیل وسلاسل التورید

Purpose
This document is a request for expression of interest only, and in no way obligates Blumont or its donors to prequalify or make any award. Blumont may reject any or all responses or cancel the prequalification process.
Introduction
Blumont is a global organization working with local communities to design and implement innovative approaches to building infrastructure, delivering lifesaving humanitarian assistance, and implementing across the spectrum from early recovery through long-term stability and development. Blumont serves underserved populations, refugees, internally displaced persons, victims of conflict, and tackles development challenges through programming tailored to local contexts and needs in order to empower communities from relief and recovery to sustainable resilience.
Background
Blumont is interested in identifying potential local Syrian, Iraqis, International partners and U.S. certified Small Business with presence in Syria or Iraq partners for work on anticipated USG funded Growing Agriculture and Incomes in Syria (GROW) activity. The number and scope of partners selected will be determined by donor funding levels and strategic fit in addition to the information provided by organizations through their expression of interest.
Instructions for Submission of Expression of Interest
If your organization is interested in this call and you feel that you match the criteria, please submit your expression of interest applications (EOI) in accordance with the instructions mentioned below:
1. Submission Deadline: EOIs must be received no later than 4:00 pm, EST, on January 31, 2023.
2. The overall submission should be no more than 4 pages and can be submitted by clicking on the APPLY tab on this page. Please put “Syria GROW Local Partners – Blumont-EOI-Syria-23-01” as the subject of your application.
3. Organizations who are not able to create a profile on the page can send their expression of interest directly to candg@blumont.org. Only Shortlisted organizations will be contacted.
4. Blumont reserves the right not to consider submission received after the above deadline.
5. Questions: All questions and requests for clarification regarding this EOI must be submitted in writing by 12:00pm EST on January 23, 2023, to candg@blumont.org. 6. EoI must not be more than 5 pages. At minimum, it shall describe your interest in this project, the reasons why your organization wants to be part of such a project, and the role of your organization based on experience and area of strength. You can indicate one or more areas of interest.

Pre-qualification Criteria
During the initial prequalification process Blumont would like to ascertain the strengths and weaknesses of each potential partner/organization, based on the below mentioned criteria:
• Presence in Northeast and/or Northwest Syria, including details on legal status/ registration
• Organizational capability in smallholder and commercial agriculture value chains, including details on projects, number of farmers the organization has worked with, types of technical inputs, crops, fully integrated supply chains, value chains, specifics on farmer technical training and support services
• Demonstrated understanding of sustainable and scaleable income generation from agriculture production.
• Previous experience working with private sector, agriculture input suppliers under similar activity.
• Previous experience to mobilize, engage and capacity build women and youth owned agriculture enterprises.
• Management structure, including details on the structure of management team and technical team, the number of women on staff, team organization and any advisors the organization works with
