Job Requirements:

  • University degree in program management or equivalent degree.
  • Minimum 4 years of proven program management experience
  • Knowledge of at least two thematic areas of programming.
  • Previous experience in managing complex teams, with the ability to lead, motivate and develop others.
  • Demonstrable experience of M&E and beneficiary accountability.
  • Ability to write clear and well-argued assessment and project reports.
  • Excellent English communication skills, both written and spoken, with good interpersonal skills and ability to communicate at all levels.
  • Knowledge of effective financial and grant management.
  • Experience and knowledge of working and linking support systems, including HR, admin, procurement, and finance
  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of emergencies

Job Description:

Programme Management

  • Building capacity of and holding Program /Managers coordinators to account in terms of: building PMM tools such as (Detailed implementation plans, procurement plans, HR Plans, Spending plans, risk register, monitoring, and evaluation plan).
  • Assess the progress of implementation of activities against plans on monthly basis, and document the progress and action corrective measures as and when required. Take the lead in demonstrating practices for quality program implementation.
  • Maintain compliance and strict adherence to budget management across Programs by monitor, track budget spending and ensure timely reviews of financial transactions and budget consumption every month based on implementation plans.
  • Ensure smooth coordination between program implementation team and other functions under the supervision of the area manager and NES team
  • Support partner relationships for SC-funded projects implemented in the area of responsibility, ensuring delivery on all partner contracts and provision of support to the partner by the SC team on timely manner.
  • Monitor partner agreements to ensure that partnership projects and reports are delivered according to the organisation and donor contractual requirements, within the agreed timescale and budge
  • Support the AM in leading the donor and Member reporting for the area office awards, and ensuring that all deadlines (internal and external) are met and that reports are high quality.
  • Ensure recognized international best practices and the organisation policies are applied in the work with children.
  • Deputize the Area manager, when on leave, and also to cover for program managers who are on leave.

Programme development

  • Support the Area manager to Lead the programme development design within the area to support CN and proposal writing, budget development, thematic interventions, project target locations and holistic programme integration.
  • Work regularly to update the program mapping, identify programme gaps and ensure appropriate action is taken.
  • Support staff in the preparation and implementation of advocacy, Safe programming ,MEAL and Gender plans as related to their programs
  • Support knowledge sharing and management within the teams, and ensure that monitoring and evaluation results are understood and used to improve program implementation.

Monitoring and Evaluation

  • Pulling together the programme implementation overview between PMs, MEAL, Awards and ensuring overall achievement against clear targets and indicators
  • Ensure M&E and accountability systems are mainstreamed, data collected & analysed across programmes and take overall autonomy to ensuring MEAL is integrated and implemented at the forefront of programmes and used for continuous learning in existing and future programmes.
  • Ensure projects are monitored regularly, and that data is collected and archived on a monthly and quarterly basis
  • Regularly visit project sites to ensure that teams are appropriately supported

Staff Management, Mentorship, and Development

  • Capacity building, team work and staff supervision
  • Assist the area manager to ensure that all staff understand and are able to perform their role in a humanitarian response and development context.
  • Support HR in the recruitment, training of program staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
  • Facilitate the development and implementation of detailed annual work plans and key monthly deliverables for each staff under supervision.
  • Work with supervisees and teams to ensure adequate capacity building
  • Actively support team cohesion and a positive work environment
  • Performance management of line managed staff as per the organisation policies and procedures
  • Ensure the security, health, and well-being of staff and that staff management and other processes, policies and systems reflect SC’s principles of Gender equity and fairness.

External Relationships

  • Assist and representation requirements to maintain strategic links with key stakeholders such as governmental bodies, Partners, Camp and community representatives, INGOs and other local NGOs.
  • Participate in working group meetings to represent various program managers, identify opportunities and ensure the organisation’s participation in key activities of the local level
