Job Requirements:

Technical skills:

o        Proven experience with team management;

o        Proven experience in Food Security, Cash-based and/or other Emergency programming, and familiarity with relevant Food Security and humanitarian standards and guidelines;

o        Strong grasp of all stages of Program cycle management and quality standards in humanitarian programming, including safeguarding and accountability mechanisms;

o        Ability to work independently and demonstrate organizational and problem-solving skills;

o        Excellent communication skills, including fluent spoken and written English and Arabic, including ability to write high quality reports for donors and other stakeholders;

o        Proven experience with liaison with local authorities and external stakeholders;

–         Interpersonal, Communication and Coordination Skills:

o        Analytical and communicative skills, a capacity and willingness to show initiative and take both a hands-on and an analytical approach to tasks and problems.

o        Organization and coordination skills and capacity to prioritize, communicate effectively, and meet deadlines

o        Proactive, creative, flexible, and able to cope with a challenging and constantly evolving humanitarian work environment, often under pressure.

o        A high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, including I/NGOs, community representatives, and civil society and ability to interact with sensitivity with all stakeholders respecting diversity and gender

o        A strong commitment towards humanitarian relief and disaster operations with respect and actively promotes the spirit of the mandate and core humanitarian values.

Job Description:

–         Project implementation and monitoring

o        Supervises day-to-day implementation of the Food Security Programme activities in accordance with agreed project design and workplan, in line with CVT policies, donor requirements, specific NES and Syria guidelines from Food Security and Emergency Cluster/WG and other relevant actors and general humanitarian standards

o        Supervises the implementation of new Food Security assistance modality such as e-vouchers or nutrition top-ups, ensuring positive and timely communication and reporting with relevant technical personnel.

o        Conducts site visits on a regular basis to ensure quality, monitors, guides the team’s work and suggest improvements based on these

o        Supports Food Security and Emergency Program Manager in development of monitoring and evaluation plan

o        Ensures regular data collection for monitoring and reporting purposes with concise reporting formats

o        Supports and coordinates monitoring and evaluation activities with MEAL team

o        Works closely with other CVT and consortium field teams, especially and not only Logistics, Finance and HR CVT team.

o        Provides constructive feedback to Food Security and Emergency Program Manager for activities revisions, anticipates and communicates alternatives

o        Ensures timely planning of activities considering necessary resources (logistics, financial, HR)

–         Reporting

o        Provides weekly updates and monthly updates for donor progress reporting to Food Security and Emergency Program Manager

o        Ensures relevant documentation is correctly compiled and sent to the line manager on time, using the appropriate tools

–         Communication & Representation

o        Leads communication on behalf of CVT and the project both across the consortium field teams and towards external stakeholders, local authorities and beneficiaries

o        Participates in coordination with NES Food Security WG and other WGs as assigned by the Food Security & Emergency Program Manager

o        Collects contextual information and immediately reports to Food Security and Emergency Program Manager any potential risk for project implementation or for CVT staff security

o        Communicates closely with the Food Security and Emergency Program Manager, providing regular updates and feedbacks

o        Proactively coordinates with CVT other departments, identifying synergies and ensuring efficient use of available resources.

o        Ensures CVT guidelines are adhered to by CVT staffs and that CVT is represented fairly and professionally at all times

o        Establish conducive work relationship amongst CVT, local partners, major stakeholders and beneficiaries for smooth progression of project activities

–         Logistics

o        Participates in procurement, follows up on the supply chain and stock management as per project plan

o        Proactively coordinates with logistics team over implementation plans

–         Human Resources

o        Supervises directly on Food Security team members on daily basis

o        Contributes to the recruitment of team members and participate in the drafting of terms of reference

o        Leads performance evaluations of Food Security team members with contribution of Food Security and Emergency Program Manager

–         Other

o        Ensures security and safety rules are observed in the field and by the team members.

o        Other tasks as assigned by line manager
